To advance this mission, we are seeking three Senior HR Transformation Consultants, one Organizational Capacity Consultant, and one HR Business Advisor to provide strategic human resources expertise to the ministry's most senior leadership.

Working in close partnership with ministry leaders, you will design people-centred strategies that strengthen organizational capacity and performance. From organizational design to talent development, engagement, and recognition, your work will enable leaders to make informed decisions and deliver lasting, system-wide change in a dynamic and complex public-sector environment.

Note: The HR Business Advisor position is being posted to also support the creation of a candidate pool for other future vacancies. Qualified candidates may be considered for additional positions as they become available.

Sr. HR Transformation Consultant – an expert advisor on complex organizational change
In this role you will:
• lead complex organizational design and transformation initiatives that improve how services are delivered
• partner with senior leaders to navigate high-stakes people and change challenges, from concept to implementation
• develop and apply practical change approaches, tools, and standards that support consistent, quality outcomes
• advise executives on workforce impacts, emerging people trends, and enterprise HR initiatives affecting ministry priorities

Organizational Capacity Consultant – program strategy and integrated delivery lead
In this role you will:
• lead the strategy and delivery of workforce and talent programs, ensuring alignment and strong outcomes at a ministry-wide level
• coordinate talent planning, executive-level initiatives, engagement efforts, and related programs as an integrated whole
• identify risks, dependencies, and gaps across programs, adjusting plans to keep work aligned and on track
• develop and maintain standards, tools, and best practices that improve consistency, quality, and delivery

HR Business Advisor – trusted partner and emerging change leader
In this role you will:
• serve as a trusted advisor to senior leaders by aligning workforce and people solutions with operational priorities
• provide leadership on workforce decision-making by interpreting trends, identifying risks, and turning insights into clear, practical actions
• lead and support change initiatives such as organizational changes, business transformations, and program transitions
• provide clear advice, briefings, and recommendations on emerging workforce and people issues

Leadership and Project Management Skills:

You can demonstrate your ability to:
• lead multiple complex initiatives at the same time, from planning through to delivery
• organize work within governance and accountability requirements, while keeping outcomes and quality in focus
• coordinate people and resources to deliver HR services that support business priorities
• guide and mentor others, while staying accountable for timelines, commitments, and results

Organizational Development, Change and Capacity Management:

You can demonstrate:
• experience designing and supporting organizational change, including structure, culture, and ways of working
• ability to assess organizational strengths and gaps, and recommend practical improvements
• experience supporting leaders through workforce transitions and changing business models
• confidence providing clear, senior-level advice on people and organizational issues

Strategic HR Expertise & Specialized Knowledge:

You can demonstrate:
• strong knowledge of how people, workforce, and labour relations practices affect organizational performance
• experience applying HR expertise to support transformation, change, and complex organizational challenges
• working knowledge of relevant legislation, policies, and collective agreements, and how they shape decisions
• awareness of emerging workforce and talent trends, and the ability to apply them in a practical way

Consultation and Interpersonal Skills:

You can demonstrate:
• strong consulting skills, including building trust, understanding client needs, and providing clear advice
• ability to explain complex issues simply and recommend practical courses of action
• confidence representing the organization in sensitive discussions with unions, partners, or central agencies
• political judgement to navigate ambiguity, competing interests, and government priorities

Analytical and Research Skills:

You can demonstrate:
• ability to assess people-related risks and impacts connected to business plans and organizational change
• experience analyzing complex, sensitive issues and identifying practical options
• strong research and critical-thinking skills to understand trends, policies, and constraints
• ability to present clear, evidence-based recommendations to senior leaders
