As a Capital Planner, you will provide critical planning support and advice throughout all phases of the capital planning process. This includes conducting analysis, interpreting data, and advising senior management on infrastructure requirements, procedures, and responses to complex capital planning issues. You will also contribute to the development of business cases, submissions, and strategic initiatives that guide long-term investment decisions.
About the Capital Planning & Project Delivery Branch:
The Capital Planning & Project Delivery Branch is responsible for managing the Ministry's infrastructure and facilities across Ontario. Acting as the key connection between internal program areas and external partners, we oversee a wide range of sites, including correctional institutions, probation and parole offices, OPP facilities, forensic laboratories, animal welfare facilities, fire and emergency training centres, corporate offices, and specialized training locations.
We lead strategic and financial capital planning efforts, manage service and contract agreements, and oversee property services and major capital projects. Our work ensures that facilities are safe, functional, and able to support critical ministry operations—from public safety and law enforcement to emergency training.

About the job
As a Capital Planner in the Infrastructure Division, you will support ministry-wide capital planning and infrastructure initiatives. In this role, you will:
• Contribute to strategic initiatives such as the Asset Management Plan and Justice Sector Infrastructure Investment Strategy.
• Assist in developing policies and processes for capital investment priorities, facilities infrastructure, and accommodations.
• Provide analysis and recommendations on financial, economic, and strategic matters related to capital planning and leasing.
• Coordinate the annual infrastructure planning cycle to ensure compliance with government directives.
• Prepare Treasury Board submissions, support the Strategic Planning Process, develop business cases, financial forecasts, and briefing materials.
• Research and analyze capital planning issues, feasibility studies, and market trends to inform decision-making.
• Lead and coordinate submissions across program areas, including project planning and scheduling.
• Liaise with corporate support areas and deliver presentations to senior management and central agencies.
• Collaborate with cross-functional teams to ensure accurate data collection, reporting, and communication of priorities.
What you bring to the team
Capital and Business Planning Expertise
You have:
• the ability to develop and implement multi-year capital plans that align with the Ministry's priorities.
• knowledge of budgeting and financial analysis and forecasts to prepare capital budgets, conduct cost-benefit analysis and ensure fiscal sustainability.
• experience with government business and fiscal planning processes such as the Strategic Planning Process (SPP).
• an understanding of accounting principles, financial modeling and financial information systems, and capital planning directives (ie: Major Public Infrastructure Projects Directive, Reality Directive etc) to prepare business cases.
• the ability to develop in-year Treasury Board submissions with a good understanding of the critical path and approvals process

• prepare clear, concise, and professional business materials, including briefing notes, reports, and presentations tailored to different audiences.
• deliver presentations to senior management and coordinate with stakeholders and central agencies.
• use standard computer applications (Word, Excel, PowerPoint) to prepare reports and Treasury Board Submissions.
• liaise with Treasury Board analysts to respond to questions and develop Minister speaking notes, Q&As and other materials to support the TB/MBC process.
