- Manage a specialized unit, providing direction on priorities, quality assurance, performance management, and staff development.
- Lead the delivery and oversight of costing, financial analysis, and scenario modelling to support labour relations, negotiations, and workforce-related initiatives.
- Oversee the preparation, review, and validation of analytical products, reports, and briefing materials to ensure accuracy, consistency, and clarity.
- Manage relationships with key internal stakeholders across the Treasury Board Secretariat, providing trusted analytical advice and timely responses to data and information requests.
- Identify financial, data, and human resource requirements, and manage workloads and priorities in response to fluctuating demands and negotiation timelines.
- Support sensitive and high-profile initiatives by exercising sound judgement, discretion, and professionalism in handling confidential information.
- Lead continuous improvement efforts, including identifying opportunities to modernize data management, costing approaches, and visual reporting practices.
Meet Your New TeamThe
Human Capital Planning and Governance Branch directly supports government priorities related to managing the size of the Ontario Public Service. The branch leads enterprise wide Full Time Equivalent (FTE) controllership by providing analysis and advice that support Treasury Board and Management Board of Cabinet decision making on both an in year and multi year basis.
The Manager of Costing and the team directly supports the Employee Relations and Negotiations Division in its role as the employer representative in collective bargaining negotiations and corporate labour relations matters.
What you bring to the team
Leadership Experience
• Demonstrated experience managing staff, including coaching, performance management, and supporting employee development.
• Ability to provide clear direction, address complex people issues, and foster a respectful, collaborative work environment.
• Leads teams through change by clarifying expectations, maintaining accountability, and supporting staff engagement and performance.
Analytical & Technical Expertise
• Experience overseeing costing, financial analysis, or scenario modelling related to workforce, compensation, or comparable initiatives.
• Strong proficiency in working with large datasets, databases, and spreadsheets, including the ability to review, interpret, and validate analytical work completed by others.
• Experience in, or demonstrated aptitude for, data visualization and presenting complex numerical information in a clear, concise, and accessible manner.
• Knowledge of labour relations or workforce planning environments, including familiarity with collective agreements and an understanding of bargaining and negotiations processes and their impact on costing and analysis.
Communications and Relationship Management
• Strong written and verbal communication skills, with the ability to explain complex analysis to diverse audiences.
• Demonstrated judgement and discretion when working with sensitive or confidential information.
• Proven ability to build and maintain effective relationships with internal clients and stakeholders.
