We are seeking your business analysis and leadership abilities to provide program analysis, project management, financial analysis and team leadership for the Capital Planning and Project Delivery Branch at the Ministry of the Solicitor General.
The MinistryThe Ministry of the Solicitor General is responsible for the safety and security of communities across Ontario through effective policing, correctional services and emergency services programs. This includes the Ontario Provincial Police, adult correctional facilities, probation and parole, the Office of the Chief Coroner, Office of the Fire Marshal, and the Centre of Forensic Sciences.
The Branch and Capital Strategies OfficeAs part of SOLGEN's Infrastructure Division, the Capital Planning and Project Delivery (CPPD) Branch provides end-to-end leadership for major capital projects across the ministry, managing the full lifecycle - from functional programming, detailed planning to procurement and construction - in close partnership with Infrastructure Ontario and relevant program areas. CPPD also drives ministry-wide reporting for major capital projects, ensures compliance with Duty to Consult obligations, and delivers integrated data-driven strategies that enable timely, cost-effective, and risk-managed project delivery aligned with government priorities.
The Capital Strategies Office (CSO) is a newly established, branch wide function that provides strategic leadership and coordination to enable effective capital planning and successful project delivery across the organization. By strengthening governance, improving coordination, and enhancing accountability, the CSO ensures capital investments are aligned with corporate priorities and government requirements.
Key activities include:
• Leads and coordinates cross functional capital initiatives, bringing together programs, divisions, and stakeholders to advance shared priorities
• Provides strategic oversight for enterprise wide capital planning and delivery, supporting informed decision making and long term infrastructure sustainability
• Manages corporate capital reporting and accountability requirements, including:
o Annual Infrastructure Plan submissions
o Enterprise Risk Management inputs related to major capital projects
• Leads and coordinates the division's Duty to Consult processes, ensuring compliance while supporting project readiness and delivery
Through its enterprise lens and collaborative approach, the Capital Strategies Office (CSO) plays a critical role in driving cross cutting capital initiatives and enabling the successful delivery of high impact projects.
About the job
As a Business Analyst in the Capital Strategies Office, you will:
• Provide specialist-level expertise and technical leadership to the Branch (e.g., Capital Planners and Senior Project Consultants), supporting business analysis and process improvement for in-year and multi year/long term asset planning
• Provide comprehensive asset management information, analysis and infrastructure project financial forecasts/expenditure summaries to senior staff and management
• Provide policy and program research, analytical and evaluation services regarding the development of asset portfolio, program, and project financial management (e.g. budget, actuals tracking and reporting) standards and policies
• Lead projects, and provide specialist-level expertise and technical leadership to project teams
• Develop and/or lead the preparation of briefing notes, issues notes, house notes, issues management plans and materials
• Lead the development of stakeholder relationship and change management plans in order to expedite the implementation of business process improvements.

• research, develop and implement strategic initiatives and operational/financial policies, programs and standards
Technical Knowledge
You have:
• Strong knowledge of accounting principles, budgeting, and financial reporting, including Central Agency processes
• Experience in financial analysis, evaluation, and strategic planning to provide specialist level advice and technical leadership
• Knowledge of multi year and long term capital and asset planning, including financial and cost projection models
• Ability to analyze large, complex financial and resource data sets using relevant systems, tools, and software, and synthesize technical information into clear insights to support business decision making
• Understanding of risk management principles and assessment methods, with the ability to identify emerging issues, develop options, and recommend evidence based solutions
Communication, Presentation and Consultation Skills
You can:
• discuss asset planning policy and program research/analysis issues with senior staff, and draft proposed policies and program initiatives, as well as briefing notes and reports
• present technical/financial research and analysis to non-technical audiences including providing advice to senior management
Computer Skills
• you are proficient with a variety of office computer systems/software/networks (e.g. Data systems and databases, Power BI, IFIS, WIN, Excel, Word, Access, Power Point, Internet & Intranet and e-mail)
