Join the Ministry of the Solicitor General's Clinical Services Branch at a pivotal time of transformation. As a Clinical Services Manager, you will provide strategic and operational leadership across multiple institutions, ensuring consistent, high-quality, patient-centred care aligned with ministry priorities, professional standards, and system needs.
You will act as a key regional leader, providing second-level leadership to Healthcare Managers and Assistant Healthcare Managers while advancing quality monitoring, program evaluation, and continuous improvement. You will also provide expert advice to senior leadership, collaborate with institutional leadership and clinical partners, and support the integration of policy into practice to drive system-wide improvements.
There are two positions available across regional portfolios (West, North, East, Central, Toronto), with flexibility to work from an OPS office while supporting institutions within your assigned region. This competition may also be used to fill future vacancies as they arise.
Role Scope and AccountabilityThe Clinical Services Manager oversees a regional portfolio of correctional institutions and healthcare programs, with accountability for clinical performance, quality of care, compliance, and risk management. The role requires ensuring consistency across institutions while responding to local operational needs in a complex, multi-site environment.

• Oversee clinical governance, including quality assurance, audits, and risk monitoring.

• Timely, accurate, and strategic briefing and issues management support to senior leadership

You will join a collaborative leadership team focused on improving service delivery, addressing complex health needs, and ensuring equitable care for a diverse population.
What you bring to the team
Leadership and Team Management Experience
• Demonstrated experience leading multidisciplinary healthcare teams in complex environments, ideally within corrections or comparable systems
• Proven ability to manage and support leaders (e.g., Healthcare Managers and Assistant Healthcare Managers) across multiple sites
• Strong coaching and mentoring skills to build leadership capacity and foster high-performing, engaged teams
• Experience leading through change, including guiding teams through transformation and aligning operations with evolving strategic priorities
Clinical and Professional Practice Knowledge
• Knowledge of nursing practice standards, clinical governance, and healthcare delivery models, including evidence-based care
• Ability to interpret and apply applicable legislation, regulations, and professional standards within a correctional healthcare context
• Experience supporting clinical education, competency development, and continuous improvement in professional practice
• Demonstrated experience managing healthcare services in high-risk, high-liability environments, including oversight of critical incidents and complex patient populations (e.g., mental health, addictions, chronic disease)
• Ability to assess, mitigate, and manage clinical and medico-legal risks within a correctional or similarly complex system
Operational and Policy Expertise
• Knowledge of ministry policies, procedures, and correctional healthcare operations to support consistent program delivery
• Experience developing, implementing, and integrating operational policies, protocols, and standards
• Ability to align day-to-day operations with strategic direction, ensuring compliance with legislative and organizational requirements
• Strong understanding of government decision-making processes and program planning within a public sector environment
Strategic Thinking, Risk Management and Decision-Making
• Proven ability to lead program reviews, analyze performance data, and identify service gaps and improvement opportunities
• Strong risk-informed decision-making skills, particularly in complex and high-stakes operational environments
• Ability to provide strategic advice and recommendations to senior leadership on emerging issues and system pressures
• Experience leading quality monitoring, evaluation, and continuous improvement initiatives to enhance service delivery outcomes
