Are you a motivated Professional Engineer ready to help transform how Ontario delivers some of its most significant highway infrastructure projects? Join the Major Highway Projects Division at the Ministry of Transportation (MTO) and play a key role in shaping innovative contracting approaches to deliver complex transportation initiatives.

In this leadership role, you will apply your expertise in highway planning, design and construction to lead the development and implementation of various innovative contracting strategies, as well as provide expert engineering guidance on high-impact projects

About the job

In this role, you will:
• provide engineering expertise and leadership across the ministry to project teams and senior management (including the Assistant Deputy Minister and Deputy Minister) on a wide range of innovative contracting, oversight models and government initiatives, as well as change management initiatives
• identify, develop and implement various emerging contracting approaches and associated oversight models, including collaborative and progressing delivery models
• lead the development of concepts, documentation, procurement and administration of technically complex contracts
• build strong partnerships with internal teams, clients, and external stakeholders to advance collaborative, forward-thinking solutions
• prepare and review engineering-related components of detailed business cases to support recommended contracting strategies and opportunities for new initiatives
• conduct research and consult with in-house and external experts

What you bring to the team


Mandatory:

• You are licensed with Professional Engineers Ontario (PEO) or You currently have accreditation as a Professional Engineer in a Canadian Province or Territory, and you will obtain a Professional Engineers of Ontario (PEO) license as a condition of accepting this position.
• You possess a valid driver's license or equivalent, as recognized by the province of Ontario.

Engineering expertise

You have:
• Demonstrated knowledge and experience across all aspects of highway engineering, including, planning, environmental assessment, property acquisition, design, construction and maintenance
• Demonstrated knowledge of both traditional and alternative highway delivery models and asset management practices
• Knowledge of theories, concepts, principles, and practices of civil engineering and understanding of inter-related fields (structural, traffic, highway, environment, hydrology, soils, and foundations) to assess and resolve multi-dimensional issues related to transportation infrastructure
• Knowledge of contract scoping, preparation, estimating, management, quality control, quality assurance and other oversight methods

Analytical and project management skills:

• You have analytical, problem solving, innovation, conceptual, research and risk assessment skills to gather, analyze, synthesize and assess information
• You can analyze detailed cost estimates and project specific risk elements associated with large complex projects
• You have project management and change management skills

Relationship, leadership and communication skills

You have:
• Relationship building skills to establish and maintain effective relationships with a wide range of internal and external stakeholders
• Demonstrated presentation and communication skills, with the ability to develop and deliver materials and presentations tailored to diverse audiences, including senior executives and external stakeholders
• Leadership, negotiation, and conflict resolution skills to lead teams effectively and negotiate successful outcomes
