ELIGIBILITY FOR THIS COMPETITION IS RESTRICTED TO STEP 1 CANDIDATES INCLUDING OPS ALOC AND OCAA LAWYERS  living or working within 125 km of this location. Note: Eligible lawyers from outside the Area of Search may apply but will not be entitled to relocation or travel expenses for the transfer as set out below.

Step 1: All regular/fixed-term OCAA and ALOC lawyers on staff, current Redeployment List Members and current Articling Student Hireback Pool Members.

Step 2: In the absence of qualified applicants at Step 1 the competition may be reposted so that external applicants or non-members of the above-mentioned groups would then be eligible to apply.

The Legal Services Branch in the Ministry of Municipal Affairs and Housing/Rural Affairs seeks two counsel to provide legal advice in its dynamic work areas of municipal, planning and housing law. We are a busy office supporting signature government projects, while fostering a collaborative and equitable environment.

About the job

Your duties will include:

•Supporting policy and program development, briefing senior ministry staff, and drafting legislation, regulations, opinions, agreements, and ministerial orders.
•Providing risk-based legal advice and supporting operational decision-making in planning, municipal and/or housing law and related legislation.
•Advising on contracts, procurement and general public law matters.
•Representing the Crown in a variety of hearings before the Ontario Land Tribunal and managing various legal proceedings, including applications for judicial review.
•Working collaboratively with other counsel, business professionals and clients.

What you bring to the team

Mandatory requirements

• Membership in good standing as a lawyer with the Law Society of Ontario

Knowledge and Skills

•Knowledge of, and experience with, the Planning Act, Municipal Act and the City of Toronto Act and other planning, municipal, and housing law
•Knowledge of, and experience with, corporate and commercial law, Duty to Consult and other Aboriginal law, and other public law matters
•Legal drafting experience; demonstrated ability to handle a high-volume practice and work productively and independently in a high-pressure team environment
•Legal advisory experience, including ability to recognize and assess legal implications in ministry practices, programs, and policy proposals, and to handle sometimes complex and potentially novel legal issues
•Excellent judgment and organizational, analytical, interpersonal and communication skills; experience briefing senior decision-makers; strong client service orientation, flexibility, political acumen and a growth mindset
