The Ministry of the Solicitor General, Ontario Provincial Police, and the Communications & Technology Services Bureau Commander are seeking a qualified individual to join our Strategic Projects Team. In this exciting, rewarding and challenging opportunity, you will provide a comprehensive range of data and information management business analysis and needs assessments services. Identifies and recommends appropriate technical or business solutions and production support that promotes effective data management.

About Us:

The Ontario Provincial Police (OPP) is one of North America's largest deployed police services with more than 6,400 uniformed officers, 2,900 civilian employees and 530 Auxiliary officers. We provide essential services that ensure the safety and security of the people of the Province of Ontario. The Communications and Technology Services Bureau (CTSB) is comprised of more than 1,000 dedicated uniform and civilian professionals who possess a wide variety of backgrounds, expertise, and technical skills. About the job

To provide comprehensive business analysis services that support the planning, development, implementation, and enhancement of information technology solutions. The role works closely with business stakeholders and technical teams to identify business needs, analyze current processes, document requirements, and recommend technology solutions that improve operational efficiency, service delivery, and organizational outcomes. The position supports project initiatives and ongoing production environments by ensuring solutions align with business objectives, technical standards, and user requirements.

• Gather, analyze, and document business and system requirements for projects and enhancements
• Work with clients and technical teams to design solutions and prepare system documentation
• Support system testing, review results, and help ensure solutions meet business needs
• Analyze options, assess impacts (e.g., cost, timelines, resources), and provide recommendations
• Coordinate with internal teams and external partners on data exchange and system integration
• Provide advice and support on system use, and contribute to continuous improvement through post implementation reviews

Mandatory requirements

• Ability to pass an OPP background/ security investigation.

Knowledge, Skills and Abilities

Knowledge of:
o Service delivery management, portfolio, program/project management and resource management to manage the business analysis to clients and provide recommendations on clients' business needs.
o All aspects of business analysis including enterprise level and client program area business analysis and modeling expertise; related business analysis tools, technology, processes, and methodologies; business analysis-related technical and business planning.
o Enterprise business architecture, current trends and technologies relating to business driven IT solutions to provide practical expertise to meet business needs, ensure traceability of business requirements and ensure compliance with OPP and OPS I&IT policies and standards.
o Software development life cycle, software design, development and integration, database concepts, user interface design principles, change management, quality assurance, risk management, disaster recovery planning, business continuity planning to develop solutions and/or infrastructure services to satisfy business needs.
o Knowledge of systems design, development, and testing practices
o Knowledge of OPS and OPP security, privacy, compliance and technology standards

Ability to:
o Support project planning, requirements management, testing, implementation, and change management activities throughout the project lifecycle.
o Communicate effectively using strong verbal communication, presentation, facilitation, and negotiation skills to engage stakeholders at all levels.
o Provide consulting and advisory services by building trusted client relationships, assessing business needs, and recommending effective solutions.
o Collaborate with cross-functional teams and stakeholders to achieve project objectives and support successful business and technology outcomes.
o Build and maintain positive working relationships through strong interpersonal and relationship-management skills.
o Facilitate discussions, workshops, and meetings to gather requirements, drive consensus, and support decision-making.
o Influence and negotiate with stakeholders to resolve issues, manage expectations, and achieve mutually beneficial outcomes.
o Monitor progress, contribute to status reporting, and support the successful delivery of business and technology initiatives.
o Apply knowledge of information technology environments, business applications, systems integration, data exchange methods, and industry best practices.
o Prepare clear, concise, and comprehensive reports, presentations, business cases, briefing materials, and other documentation to support decision-making, project planning, and stakeholder engagement.
o Develop business cases, recommendations, and supporting materials that articulate business needs, expected outcomes, benefits, risks, and implementation considerations.
o Identify opportunities for continuous improvement and contribute to the enhancement of business processes, services, and technology solutions.
o Consider security, privacy, compliance, and technology standards when analyzing and recommending solutions.
o Demonstrate initiative, adaptability, and a commitment to ongoing learning in a rapidly evolving technology environment.
o Facilitate the resolution of conflicting business requirements, priorities, and stakeholder interests by applying effective conflict management techniques to achieve consensus and support organizational objectives.
o Understand and resolve different perspectives, plan effectively and resolve problems.
