Position Title:
Business Analyst
Purpose :
To map, analyse, evaluate and report on business processes, methods and practices in the context of existing and/or future business needs in the Branch.
To research and develop process models and assess options based on needs, resources and best practices, and to recommend the most cost-effective solution to support business needs and re-engineering solutions development.
Key Responsibilities :
1. Business Analysis
- Identifies, maps, analyses and evaluates business processes and methods in the context of existing and anticipated transformation initiatives, business needs and best practices.
- Prepares detailed business cases for senior management recommending system and business process changes; prepares risk analysis
- Develops project plan proposals for proposed technical applications and process changes; proposes scope and deliverables; prepares resource and financial analyses.
- Plans and undertakes design, development, prototype testing, and participates in the implementation of re- engineered and new business process models and best practices.
- Performs post-implementation reviews to assess the performance of new/re-engineered processes and practices in terms of best practices and lessons learned in order to support continuous improvement.
- Researches, designs, develops and participates in the roll-out of tools, methods, processes, performance indicators and standards to ensure the integrity and validity of the business analysis function and outcomes, and facilitate business process re-engineering.
- Documents business processes, methods, practices and associated tools.
2. Relationship Management/Client Services
- Participates in multidisciplinary business analysis projects within the Branch/Division and Ministry, working collegially to provide analyses, evaluations and reports.
- Participates in internal and external stakeholder relationships through consultations, solutions development and partnering on key business process, practices, standards and methods.
- Consults with clients to advice on situation-specific and general business processes, practices and methods.- Consults with vendors, consultants and peers in the community and in other jurisdictions to stay current with business analysis trends, developments and issues.
- Provides business analysis support and information to managers, clients and users who may not be experienced in business analysis.
- Participates on internal working groups, committees and projects to provide business analyses, information reports and recommendations, and to perform testing, implementation and post-implementation reviews. - Researches trends, developments and best practices in business analysis in order to ensure own business analyses reflect and introduce optimal processes, practices, methods, tools and performance indicators, and to share state-of-the-art knowledge.
- Participates in knowledge-sharing initiatives to raise awareness and acceptance of business process improvements benefits and understanding of potential risks incurred by inconsistencies and failure to improve.
3. Training & User Support
- Provides technical leadership, training and guidance and support to field staff on the implementation of new/revised business practices
Knowledge / Skill :
Knowledge of and skills in:
- Theory and practice of business process modeling, capability maturity modeling and quality systems, in order to plan and undertake process re-engineering assignments; research, test and implement approved associated tools, methods and standards; and ensure compliance, best practices and quality of own outputs.
- Understanding of key performance indicators, qualitative and quantitative measurement and risk assessment to
develop, apply and evaluate results of metrics that measure process efficiency and effectiveness.
- Client business environment, (eg: legislation, agreements, plans, service/operational processes, methods, standards, tools, technologies, issues, etc), to assess and comment on the performance of business practices, reengineer or develop new practices, participate in their implementation with least risk to the business, and ensure compliance (eg: with specific provisions in program-related legislation).
- Planning and organizing to plan and execute own work; co-ordinate with clients, stakeholders and partners; and expedite progress to support client business needs.
- Oral and written communications to manage diverse business contacts, provide written/verbal instructions and information to clients on re-engineering solutions, prepare reports, presentations, provide recommendations to senior management and clients, and provide process documentation which is complete and clear for users who are not specialists in business analysis.
- Computer applications to prepare reports and presentations and to track financial and statistical information.
Interpersonal / Influencing Skill :
- Customer relationship management skills to provide advice, guidance, assistance and education to clients who are usually not experienced in business process analysis.
- Consultation and collaboration skills to obtain understanding of business processes and propose new/re- engineered business processes and related tools and solutions, such as performance measurement indicators. - Explanatory skills to deliver knowledge-sharing and skill-building concerning business analysis, trends, standards, methods, and specific solutions.

- Lead the assessment of business analysis results and determine key elements to drive process improvement.- Ensure integrity in the development and testing of performance measuring tools and techniques, identification of valid and reliable performance metrics and standards, and assessment of current processes against best practices in order to identify gaps and justify areas for improvement in the context of existing and future business needs.
- Assess and revise/develop business analysis tools, methods and practices.
- Ensure business processes and related techniques and tools comply with and are aligned with Ministry and OPS standards (e.g.: re QA, risk management, tracking, audit trails, etc).
Decision Making / Responsibility :
Responsible for:
- Providing timely analyses, developing and implementing approved new/re-engineered business processes, standards and practices to enhance clients' business efficiency and effectiveness through best practices within available resources.
- Providing client support, which reflects individual client needs, resources and understanding of business analysis.
- Defining the main implications of proposed business process/practice changes (e.g.: procedures, roles, responsibilities, skills, etc), and assisting in implementing business process change in the least disruptive way, anticipating and controlling risks.
- Ensuring compliance with Ministry and central agency directives and guidelines.
Decisions are guided by OPS/Ministry/Branch business and administrative directives, policies, standards and frameworks to meet client business requirements, and by specific legislation and/or agreements which have direct bearing on the business area.
Has latitude to determine approach to own research and analyses within accepted standards and principles.
Contacts / Stakeholder :
- Ministry clients/other ministries/enterprise clients (directors, managers and staff) to discuss and clarify business analysis needs; define current and anticIpated business needs; explain and share knowledge about the business analysis process, approach, tools etc; provide reports and make recommendations for improvements; participate in the implementation of new/re-engineered process changes in accountabilities, roles and responsibilities identified by the new processes, including education for users.
- Multidisciplinary project development and implementation teams, advisory groups and steering committees to provide analyses, information, explanations, reports and documentation.
- External service providers to communicate new processes and assist them in ensuring that their processes are compatible.
Guidance / Supervision :
Shares knowledge, information and explanations about business analysis, and provides business analysis skills as a member of multidisciplinary teams.

Occasionally deals with conflicting work demands from multiple projects, timelines and deliverables.
Mental / Sensory :
Frequent requirement to concentrate when reading and analysing detailed processes, environmental scans and performance results; and when reading research papers on business process models, method and best practices. Frequent requirement to concentrate during presentations, meetings, discussions and educational sessions with project teams, clients, stakeholders and decision-makers etc, to absorb details, capture feedback and ensure that all inputs are considered.
