Purpose of Position :

To plan, implement, coordinate and ensure the effective treatment of programs specifically designed to facilitate the rehabilitation of indigenous offenders at the Algoma Treatment and Remand Centre.

Duties / Responsibilities :

In a secure facility of sentenced and remanded male/female serving provincial and/or federal sentences, the incumbent will be responsible
for:

• Planning, developing, delivering, coordinating and evaluating programs to address the behavioural, social and/or psychological needs for indigenous offenders.
• Maintaining effective liaison with offender's families as required, indigenous groups/agencies, probation and parole Institution Liaison Officers and other professionals to ensure the programming needs of indigenous offenders are being met.
• Enlisting assistance/encouraging involvement, recruiting, screening, training, and supervising Ministry indigenous program/treatment staff, contract and fee-for-service providers and volunteers.
• Coordinating/delivering indigenous cultural awareness programs for various professional and correctional staff at the centre.
• Delivering programs, involving individuals or groups to teach problem solving skills, social skills, development, anger management skills, substance abuse and developing cultural screening,
• Coordinating of spiritual activities for indigenous offenders.
• Performing reception, assessment, referral and discharge functions for indigenous offenders.
• Assisting the Deputy Superintendent of Treatment services with the formulation of policies and procedures for indigenous programs and technical supervision to subordinate staff including recruitment, training, performance evaluation, assignment of work and discharge.
• Manager has the right to assign additional duties.

Knowledge :

Job requires sound knowledge of the theories and practices of the behaviour/social sciences and correctional techniques in relation to indigenous residents, in order to plan and implement effective, programs and placement; ability to co-ordinate rehabilitation programs with other aspects of the Centre. Job requires knowledge of the Criminal Code of Canada, Ministry of Correctional Services Act, Education Act, Freedom of Information Act, Public Service of Ontario Act, Collective Agreement and Ministry regulations. Job requires a sound knowledge of Ministry and facility procedures and policies.

Skills :

Job requires demonstrated ability to communicate effectively both orally and in writing; well-developed skills in order to plan, organize, co-ordinate and evaluate programs being carried out; ability to interpret and apply pertinent legislation and regulations such as the Criminal Code of Canada. etc.

Freedom of Action :

Job requires access to medical and professional staff within and outside of the Centre for consultation under the direction of the Deputy Superintendent, Treatment. Job requires to use judgment within written guidelines of the Public Service of Ontario Act, Manual of Standards and Procedures, Collective Agreement, Ministry of Correctional Services Act, Ministry and Institutional Policies. Judgement is required in establishing and implementing program objectives for Indigenous residents: in administering and supervising programs by effectively utilizing human, financial and material resources; in developing community based programs. Procedural objectives; needs of indigenous offenders; impact of programs on the facility, the community, the budget and staff. Job is accountable for planning, developing, co-ordinating, delivering and evaluating programs to address the behavioural, social, psychological, recreational needs of indigenous offenders; coordinating indigenous spiritual and cultural awareness programs, performing assessment, reception and discharge functions for indigenous offenders; liaising with residents' families, indigenous groups/agencies, probation and parole Institutional Liaison Officers to ensure needs are met and making decisions pertaining to problems with indigenous offenders. Job requires regular contact with Deputy Superintendent, Treatment and Operational Managers to exchange information, seek advice and resolve problems; routinely with Institutional Liaison Officers, Discharge Planning Co-ordinator and Case Co-ordinator to discuss plan of care/discharge planning; with Health Care; Psychology and Social Work staff regarding rehabilitation and treatment programs and with direct care staff to share information and provide advice. Job requires regular contact with community agencies, Indigenous groups, band councils, residents' families, community colleges, and police to provide information, advice and to discuss needs and/or problems of indigenous offenders.
