Purpose :

To provide consultation and project leadership in support of the development and delivery of an enterprise-wide digital talent management strategy.

To conduct research and analysis related to issues, trends, and activities related to and affecting digital talent recruitment and retention.

To lead process for defining and implementing the Digital Jobs Framework.

To establish/manage positive and effective working relationships, make significant contributions to corporate management committees and represent the ministry at interministerial and external committees.

Key Responsibilities :

1. Develops objectives, goals and related policy and processes in support of the development of an overall enterprise-wide digital talent strategy, including recruitment and retention, development and deployment, workforce and strategic planning processes and knowledge management. Consults with Strategic Business Units (SBUs) and ministry senior management OPS-wide on operational aspects such as program enhancements and required supports (e.g. training tools, implementation calendar).
2. Provides expertise, advice and issues management to executives and ministries around digital talent and related skills-gap analysis and makes recommendations on the application of strategies, tools, policies, and processes. Ensures that proposed actions are consistent with corporate directions/strategies and meets clients' organizational needs.

3. Collaborates with HR organization in the development and communication of corporate change initiatives that impact on the delivery of the digital talent management program; provides interpretation accordingly.
4. Conducts on-going research and analysis related to strategic and contentious issues, trends, characteristics and business. Develops and makes recommendations on the implementation of new business practices, technology solutions and tools to effectively improve and implement the program.
5. Provides expert consultation, strategic advice and leadership related to the application of strategies, tools, policies, processes, organizational models and delivery of executive services. Confirms roles, functions and accountabilities; recommends appropriate / sustainable solutions and actions in conjunction with partners. Ascertains and facilitates clients' participation/ input and ensures understanding, buy-in and commitment to the assessment results and planned change initiatives. Ensures that proposed actions are consistent with new corporate directions/strategies, integrated with the Results-based Planning process and meets clients organizational development needs.
6. Makes significant contributions to corporate management committees by preparing data analysis, collecting best-practice research results and presenting reports/providing advice to senior decision-makers throughout the planning, development, implementation and assessment processes. Represents the Unit/Branch/Division at OPS inter-ministerial and external committees, projects and working groups. Provides issue management advice, makes presentations to senior officials, recommends / develops practical solutions and reports on progress.
7. Develops a network of internal/external contacts, establishes and manages positive and effective working relationships. Provides innovative leadership in the development of new/future digital talent management initiatives. Coordinates the preparation of and/or prepares formal replies, briefing notes, reports, discussion documents, consultation papers, presentation materials, memos/correspondence, etc.
8. Participates in procurement/tendering activities, including the preparation of Request For Proposals (RFPs), the negotiation of contractual agreements and monitoring of vendors service level and performance. Provides input to budget estimates for projects and contracted services.

Knowledge :

Human Resources (HR) management principles, best practices, procedures, relevant acts, regulations and standards in areas such as recruitment, retention, performance management, training and development, organizational development; and quality assessment tools/techniques to provide expertise, contribute to/ participate in the strategic development and implementation of an OPS-wide digital talent management program/ strategy.

Adult education principles/practices (e.g. learning needs assessment, program design, development strategies and methods) and emerging theories, trends, methodologies and principles to lead the planning, design, development, delivery and evaluation of OPS-wide training programs.

Organizational development and behavior and change management theory, principles and current practices to develop digital talent management initiatives; planning tools and research /program evaluation techniques to provide innovative leadership/ coordination for the development and implementation of an OPS digital talent management program.

Consulting, process consultation and facilitation, learning needs assessment and diagnostics, and strategic alignment in whole-scale systems. Program design and critical analysis skills to design digital talent strategy and initiatives. Project management skills to lead/manage projects.

Government and ministry mandate, legislative framework, policies, programs and business goals, ministry strategic direction, and service/program delivery models to conduct corporate needs analysis, recommend program changes to ensure programs support ministry plans and directions.

Knowledge of government procurement and tendering policies and practices to prepare RFRs and lean/participate in the evaluation of vendors.

Keyboarding skills and PC proficiency in word processing and presentation software and Microsoft Outlook.

Program Responsibility :

Responsible for design, development and delivery of OPS digital talent management program and initiatives, in areas such as sourcing & recruitment, development & deployment, engagement, performance & succession management, workforce & strategic planning processes, and knowledge management/transfer.

Responsible for making policy and program proposals for the development of the OPS digital talent management program and strategies.

Responsible for providing advice and consulting expertise to senior executives, client ministries and enterprise communities for the development, design and delivery of digital talent management initiatives that support achievement of the OPS digital strategies for the workforce of the future.

Analytical Thinking :

Conducts digital talent management needs assessment, manages program design and development, assess and resolves issues in program design based on objectives and client/stakeholder requirements.

Researches, analyzes and develops an OPS-wide digital talent management program/ strategy that ensures consistency with corporate directions/strategies.

Provides advice to senior management and client ministries, and makes policy and program recommendations for the development of the OPS digital talent management systems and strategies, as well as integration with learning strategies and leadership development objectives and plans.

Planning / Coordinating :

Coordinates and plans the delivery of the digital talent management program considering the strategy and mandate of the OPS.

Coordinates consultation and advisory meetings relating to program/service initiative with external and internal stakeholders, partners and consultants.

Plans and coordinates initiatives with other ministries, to improve digital talent management system and enhance use, taking into account their circumstances and environment. Plans, manages and coordinates large-scale projects having a multitude of stakeholders having diverse policy and program interests.

Plans and manages the development of project processes, tools and documentation. Plans and leads consultations with stakeholders to establish a basis for discussing of the impacts of current and emerging program issues and trends. Plans and leads the development of training initiatives and products for implementation.

Manages vendors and suppliers and ensures quality delivery of the courses.

Manages projects and tracks project related activities.


Leadership/Guidance :

Provides guidance to vendors to ensure training meets OPS strategic objectives.

Leads project teams and committees to ensure project timelines and work plan schedules are met.

Trains new staff on the technical aspects of their job and reviews work for technical accuracy.

Independence of Action :

Working within the broad framework of corporate policies, related legislation and OPS vision, organizational values and corporate priorities.

Interprets corporate vision, organizational values and priorities to ensure they are addressed in the development of corporate learning strategies, policy and learning priorities

Determines learning needs of client ministries for customized programming; provides direction to external service providers for curriculum design and delivery projects; monitors emerging issues and trends to identify and research learning opportunities to achieve corporate priorities

Provides advice to senior executives and clients on various corporate learning and development issues.

Interpersonal/Communication :

Designs and develops digital talent management program, drafts recommendations and presentations; prepares best practices; tools and guidelines and report.

Provides advice to executives and clients on the development, design and delivery of initiatives that support corporate digital talent management strategies, plans and linkages with workforce of the future.

Provides guidance and direction to colleagues and external vendors on development and delivery; exchanges information with counterparts in the private and academic sectors on talent management and learning and development strategies and initiatives.


Physical Effort :

Most of the time is spent in an office environment with frequent opportunity to move about.

Sensory Effort :

Requires visual attention and concentration when working with clients to determine and understand training requirements, creating RFPs, attending committee meetings, developing training, when delivering training sessions, and when evaluating that training is delivering effective results.

Working Conditions :

Work is performed in a typical office environment.
