Purpose of Position :

To develop and maintain web and digital/ social communications products and content. To provide support and solutions relative to web and digital communications products.

Duties / Responsibilities :

Supports the development and maintenance of the Ministry's websites for internal and external audiences.
- Participates in information architecture activities (e.g. how sites should be organized and optimized for search), and identifies opportunities for new functionality (e.g. interactive calendars, polls etc.
- Supports the development and updating of websites using web application technologies (PHP, MYSQL, JQUERY, CSS and HTML).
- Supports the development of content, webcasts, digital media materials, and web-based applications. This includes web page and interactive design, design elements, and multimedia.
- Creates interactive materials for web and presentations as well as post-production animations and graphical elements for video.
- Posts and ensures accuracy and functionality of content.
- Maintains websites, editing and removing material, and auditing links to ensure that site content is current. Reports content problems, correcting as instructed to ensure accuracy and ease of user access.
- Performs debugging and troubleshooting activities to resolve routine technical issues with the Ministry's websites and digital media products.

2. Supports the development and maintenance of digital/ social media products for internal and external audiences
- Provides video production (live/ on location, stock (b-roll), and photography) and editing services in accordance with overall production concepts. Edits rough video footage, adds special effects, posts video to websites, ensures optimal compression and maximum distribution, and that rough footage is
transformed into a quality story package.
- Provides video and audio production, digital photography, webcasting and DVD authoring and editing services. Creates/ maintains tools for social media, collaboration, blogs, wikis, online communities, discussion forms and other emergent technologies.
- Produces graphic designs and layouts. Develops graphics/ layouts to convey information for web and print.

3. Conducts routine pre-implementation testing, quality assurance audits, and accessibility testing of the Ministry's websites and digital/ social media products to ensure functionality and compliance with government web standards/ policies as well as accessibility, French language and privacy legislation (AODA, FLSA, FIPPA).

4. Liaises with business unit clients, and the cluster to provide information, understand web and digital/ social media needs, and provide support in areas of technical expertise.

5. Assists ministry communications and digital media staff with the creation of high-quality videos for webcasting, video streaming and video presentations for corporate events.

6. Supports the delivery of digital communications projects. Adheres to project schedules and milestones. Provides input into project status and results reports.

7. Supports training on web content management systems and digital/ social media to enable clients to post and update their own web content and become more self sufficient.

8. Supports continuous improvement activities by identifying opportunities to incorporate advances in digital/ social media technology.

9. Prepares reports on the effectiveness of digital/ social media products using tools such as Google Analytics, surveys etc. Tracks and reports web statistics for the Ministry and identifies areas for improvement and expansion to improve effectiveness and respond to the needs of employees.

Knowledge :

Knowledge of communications theory, techniques, methods and practices, as well as visual presentation, in order to create informative and attractive
content for the Ministry's websites and digital media products.

Knowledge of and training in web site administration to perform adjustments to the sites, including basic coding, adding/deleting content, re-formatting, re-indexing, and adding/deleting links to documents and other sites.

Knowledge of and training in debugging and troubleshooting to resolve basic technical issues with the Ministry's websites and digital media products.

Knowledge of the Adobe Creative Suite line of products (Photoshop, Illustrator, InDesign, Premiere, Dreamweaver) as well as video production and editing, digital photography, webcasting and DVD authoring and editing, graphic design, social media and collaboration tools to support the production of a range of web and digital media products.

Knowledge of the Ministry's programs and their intended markets in order to monitor the sites to check for errors or stale-dated materials.

Knowledge of government web standards, policies and legislation (AODA, FLSA, FIPPA) to ensure compliance of web and digital content.

Knowledge of web reporting technologies (Google Analytics) to prepare reports on web site usage.

Knowledge of basic training techniques and knowledge of the Ministry's web sites and digital media products in order to support training, and to explain some of the more intricate features of the information and services available.

Skills :

Position requires analytical and evaluative skills to: monitor websites to check for errors, omissions, stale-dated material and inoperable links; assess material prepared by clients or others to determine what editing, manipulating, re-formatting, or additional information is required to bring the material up to website quality (e.g. clarity, consistency, conciseness, relevance, oriented to interest of intended audiences, user-friendly); research and develop new materials for consultation with client and client approval; assess technical needs of the operation of the websites, taking corrective action by making some adjustments as authorized by the Lead. Position requires written communication skills to: prepare, edit and proofread a variety of website content materials. Position requires written, oral and interpersonal communication skills to understand the needs of clients, explain to clients why certain changes should be made to their materials to increase their appeal, and to seek/ research information from other groups.

Freedom of Action :

Position requires working within established government/ ministry/ division objectives, policies, procedures, guidelines and standards for the development, maintenance, and expansion of website and digital products, under the general supervision of the Lead. Position requires making decisions by: having input into the development and priority of the work assignments; determining how to produce materials that will be clear and understandable by the intended audience; and determining what information should be featured to improve the attractiveness of the web sites and digital products. Judgement is required in deciding how to format web and digital materials to would display the information in a clear and unambiguous manner. The Position has regular contacts with a variety of levels within the Ministry to seek information to be added to the websites and digital products and to clarify existing data or information. The Position exercises freedom of action in determining how to make day-to-day technical adjustments to the websites and digital products, such as adding or deleting links, and creating videos. The Position advises the Lead of any serious problems with clients, in order to seek advice, and advises the Lead of technical problems requiring the use of specialized systems support.
