Purpose of Position :
Assists in the development of proposals by writing and editing content developed in response to request for proposals (RFP). Writing and editing support to be provided for additional materials including promotional materials, articles, brochures and advertising along with internal communications.
Duties / Responsibilities :
Writing, editing and assisting in the coordination of proposals in response to RFPs (and other proposal types) in order to gain contrace in the water and wastewater industry. Working closely with a variety of individuals from across the Agency to develop winning proposals you will:
Analyze and summarize RFP and/or client requirements
Assist in the coordination of proposal submissions, including the creation of schedules and ensuring adherence to timelines and established standards and guidelines
Succinctly integrate RFP/client requirement, organizational accomplishments/strengths, evidence and corporate objectives/messages to develop persuasive proposal
Conduct research as required and integrate into proposal submission
Edit and revise technical and regulatory content for a more general audience
Support team throughout each component of the submission and evaluation processes
Ensure professional and accessible final products through copy editing, formatting, selection of supporting material and use of visual aids
Participate in the final document assembly, reproduction and submission processes
Participate in the ongoing review and improvement of proposal content and standards
Maintains and updates OCWA's proposal library and other proposal development resources Supports OCWA marketing through writing and editing to support development of brochures, booklets, and other marketing information to support all of OONA's business streams.
Supports OCWA corporate communications through writing, editing, proofing business documents and other internal reports, newsletter articles, news releases, web text and other communications.
Knowledge :
Journalism, communications, creative writing techniques to write a wide variety of external and internal documents for various purposes and different audiences.
Advanced English and ability to write comprehensive documents linking various disciplines. Position requires well-honed writing and editing skills to interpret and express OCWA's services with input from a cross-departmental team of operations, engineering, sales and marketing, technical supports, information technology, compliance and others.
Familiarity with publishing production, style guides and other editorial standards and processes. Ability to develop, write, plan and coordinate large documents and to research and analyze. Journalism, business communications, public relations, editing, writing all needed for marketing writing and newsletter writing, proposal writing and internal documents etc.
Direct experience in proposal writing an asset.
Publishing experience needed to understand print and electronic publication production.
Business/marketing education is appropriate to understanding key market ideas, sales. Ability to read and interpret legislation so to write client information news items on changing regulations.
Advanced proficiency in Microsoft Office with strength and flexibility in Word, Excel, and PowerPoint. Knowledge of document management and collaboration applications such as Microsoft SharePoint. Ability to contribute to content database with the goal of effective collaboration, enhancing document searches and increasing ability for users to retrieve documents.

Research and analysis skills to comprehend complicated ideas and disseminate them in a way that reaches the audience.
Sound judgment, initiative, planning and coordinating skills are required for fast paced work.
Attention to detail while meeting tight deadlines is critical.
Extensive communication skills to communicate across the Agency, explain rationale, interview subject matter experts, and ask the right questions so to produce accurate and compelling marketing and proposal document.
Position requires excellent time management skills and the ability to work both independently and in team environment.
Freedom of Action :
Work closely with the Senior Writer/Proposal Specialist to achieve compliant and competitive proposals.
Work is performed under the general direction of the Manager, Proposals, Marketing and Communications within established principles and practices and the broad framework of OCWA mission, strategies and goals.
Position is accountable for all written marketing/communication/proposal and advertising material; ensuring quality, appropriateness and timeliness of all materials; is expected to make a significant contribution to the coordination and provision of marketing and proposal.
