Purpose :

To provide leadership in managing a diverse, multi-disciplined team located throughout the province, carrying out investigations and intelligence led activities.

To lead the development and implementation of emergency interventions and security policies/programs in youth custody facilities and services.

To coordinate involvement in major investigations by determining the direction of the investigation and assigning support.

To provide advice and guidance to other children/youth sectors and ministries on all aspects of investigations, security best practices and crisis response models.

To contribute to safety of youth, staff, and public by collaborating and coordinating information sharing with law enforcement agencies. To lead planning and training in emergency interventions and crisis management.

Key Responsibilities :

1. Manages and provides leadership to a diverse, multi-disciplined team located throughout the province and oversees and schedules work in accordance with corporate and regional priorities. Ensures staff are properly trained to carry out the work of the office in a consistent and professional manner.
2. Coordinates major investigations by determining the direction of the investigation and assigning technical support and expertise as required; supports and monitors related police investigations, inquest and court proceedings and post inquest activities.
3. Develops, coordinates, monitors and delivers training programs to staff and coordinates and monitors annual training initiatives, training needs, and opportunities. Oversees the planning, development, implementation and evaluation of staff training and development programs, in coordination with management. Participates in the development, delivery, and evaluation of specialized programs relevant to section needs.
4. Implements and maintains quality assurance systems through audits, files and reports, recommendations, establishing benchmarks, and developing policies. Liaises with peers and colleagues to exchange information and ensure consistent application of programs and services.
5. Evaluates effectiveness of programs and processes through the development of benchmarks and performance measures to identify gaps/opportunities. Provides monitoring, evaluation, feedback and support to head office staff in the development and implementation of new/revised programs, policies, procedures, guidelines, and legislation. Assists municipalities, other ministries, special interest groups, etc. in developing, and/or enhancing investigation service related plans and programs.
6. Provides advice and guidance to senior management, municipalities and unorganized communities on all aspects of investigations and evaluations of local occurrences; ensures advice provided is accurate, appropriate, current, and in conformance to relevant legislation. Provides support to Police agencies in criminal investigations and the Coroner's Office in the investigation of deaths.
7. Works closely with managers to identify incident-specific factors that contributed to occurrences investigated; assists head office in the collection of raw data on all areas of interest; works with staff and other managers to communicate the knowledge gained through the investigation.
8. Identifies and develops management and administrative processes and practices to promote continuous service delivery improvement; conducts ongoing environmental scans and issues management activities; participates in the development of section annual work plan and monitors results.
Managerial Responsibilities
1. Develops and oversees ministry strategic plans in the program area and provides advice and expertise to executive levels on issues impacting the OPS and ministry service deliverables.
2. Controls financial resources and reporting, develops the multi-year budget and resource plans. Leads business, financial, and results-based planning processes for Ministry programs/operations and services.
3. Builds organizational capacity through effective human resources development by authorizing recruitment activities, labour relations management, talent management, organizational design and succession planning.
4. Establishes and maintains strong working relationships with key partners and stakeholders to ensure timely and accurate information flow and identification of issues; presents and advocates the ministry's position at various forums
5. Responsible for the overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related to programs and services.

Factors :

Knowledge :

Ministry strategic corporate directions, multi-year business and results based planning processes, and ministry service delivery models, to lead and manage a significant ministry program area, to determine program objectives and resource requirements and to ensure alignment of programs and projects with corporate strategic goals.

Government and ministry financial, administrative and procurement policies and directives to plan and manage fiscal and material resources. This includes reviewing and approving budgets, managing facilities, assets, and contract service providers, leading long range fiscal planning, providing regular financial reporting, and ensuring compliance with financial protocols, audit principles, directives and guidelines.

Human resources theories, principles, policies and collective agreements to develop organizational capacity which includes succession planning, talent management, organization and job design and labour relations management.

Project management principles and methodologies to oversee and guide the overall delivery of mandates and strategies.

Inter-jurisdictional and emerging industry practices to provide advice and guidance relating to investigations and security best practices in youth custody facilities and services.

Freedom of Information and Protection of Privacy Act, investigations procedures related to confidentiality and judicial procedures, and records document management.

Investigative techniques and procedures to identify criminal human intervention in occurrences and ensure confidentiality and conformity to judicial and records document management procedures; knowledge of Youth Criminal Justice Act and Family Services Act, Criminal Code, Canada Evidence Act, Rules of Search and Seizure, and the issuance of warrants to ensure investigations are carried out in accordance with existing laws.

Court protocols/procedures to prepare for and present a credible position when acting as an expert witness as to investigative practices.

Program Responsibility :

Responsible for the administration of all pertinent programs, policies and procedures throughout the province; works closely with staff across the province developing programs and guidelines , discussing and resolving common problems; works on various projects and exchanges information pertaining to program effectiveness, investigations, and security best practices in youth custody facilities and programs.

Evaluates the effectiveness of programs and processes to determine gaps/opportunities.
Identifies incident-specific factors that contributes to investigate occurrences.

Identifies and develops management and administrative processes and practices to promote continuous service delivery improvement.

Assesses program effectiveness through the development of benchmarks and performance measures and makes recommendations for the development and implementation of new/revised programs, policies, procedures, guidelines, and legislation.

Assesses, analyzes and manages contentious issues involving criminal and coroner's investigations. Recognizes when occurrences may result in coroner's inquests or have provincial impact.

Planning / Coordinating :

Leads and manages multi-year strategic business /program/service plans including the deployment of resources (human and financial) to deliver programs and services.

Coordinates and leads the planning and implementation of organizational development and complex change initiatives for the program, service, project or initiative.

Plans and coordinates multiple deliverables with external and internal stakeholders, partners and consultants.

Plans and manages work schedules of staff across the province in accordance with corporate and regional priorities.

Plans and coordinates training to ensure investigative staff is properly trained to carry out the work of the office in a consistent and professional manner.

Coordinates major investigations by determining the direction of the investigation, assigning investigators, and assigning additional technical support and expertise; supports and monitors related inquest and court proceedings and post-inquest activities.

Independence of Action :

Reports to a senior level, Director or higher and works within broad parameters and the strategic ministry/branch mandate, legislation, and strategic goals and directions.

Exercises considerable independence and judgment in the development of program/service plans including delivery/implementation to meet government and ministry strategic business objectives and priorities and in the provision of advice and recommendations to the Senior Management, which is considered authoritative, and informs policy and program decisions.

Performs work under general direction and within the broad parameters of relevant legislation, policies, programs and procedures.

Determines priorities, in assigning staff and in determining need for additional staff or expertise to address particular situations. Determines and ensures adequacy of training for investigative staff.

Interpersonal/Communication :

Liaises with peers and colleagues to exchange information and ensure consistent application of programs and services; exchanges information, provides guidance and advice to service providers, other ministries, and child/youth sectors.

Collaborates and consults with managers to identify incident-specific factors that contributed to occurrences investigated; works with staff and other managers to communicate the knowledge gained through the investigation; discusses and resolves common problems; exchanges information on issues, program effectiveness, issues management, etc.

Provides advice and guidance to municipalities and unorganized communities on all aspects of investigations and evaluations of local occurrences; ensures advice provided is accurate, appropriate, current, and in conformance to relevant legislation.

Prepares investigative reports, briefing notes and issues analysis and makes presentations at conferences and seminars to groups as requested.

Physical Effort :

Most of the time is spent in an office environment with occasional site visits to provide expertise to investigations during daylight and night hours for extended periods with little rest or sleep. There may be exposure to adverse weather conditions.

Sensory Effort :

Normal sensory requirements with minimal need to perform work requiring extended concentration of the senses without interruption.

Working Conditions :

Work is performed in a typical office environment with frequent travel throughout the province.

Periodic after hour's consultation and advice to senior management, facility and program managers.
