Purpose of Position :
To provide support to the Emergency Management Program within the Ontario Provincial Police (OPP) to ensure effective emergency response capability and business continuity, including prevention, mitigation, preparedness, response, and recovery activities.
Duties / Responsibilities :
1. Provides input into the development of the OPP Emergency Management Program, consisting of prevention, mitigation, preparedness, response, and recovery activities, through researching, analyzing, and consulting prior to implementation. Provides input into the development of emergency management plans through collaborative team efforts with Emergency Management Unit (EMU) personnel to identify and develop plans such as: Emergency Response Plan, Counter-Terrorism Plan, Hazard Identification/Risk Assessment, Pandemic Influenza Plan, Continuity of Operations Plan, Critical Infrastructure Protection, and major event operational plans. Provides input into the maintenance of the Emergency Management Program through monitoring, testing, evaluating, and implementing new information/changes.
2. Liaises with key stakeholders, both internally and externally, to develop and maintain partnerships to gather and exchange expertise. Consults with OPP Regions/Bureaus to promote horizontal integration among emergency management applications and to enhance the overall state of emergency preparedness within the OPP and Province of Ontario. Participates on local, provincial, and national committees/working groups relating to emergency management.
3. Supports the maintenance of the GHQ Emergency Operations Centre (GHQ EOC) through collaborative team efforts with Emergency Management Unit (EMU) personnel to ensure a state of operational readiness by ensuring all training requirements are met by GHQ EOC members, technology is periodically checked and evaluated for currency to ensure interoperability with other OPP and external agency EOC's, and current plans/critical documents are readily accessible. Participates in GHQ EOC activation (e.g. an emergency or major event), as a member of the Planning Section, responsible for collecting, collating, evaluating, analyzing and disseminating incident information; developing an incident action plan, conducting long-range and contingency planning; and developing plans for mobilization and demobilization.
4. Conducts analysis and extracts pertinent information from exercises, emergency and major event deployments, legislation, inquests, after-action reports and other related studies, to assess the impact on the OPP, capturing lessons learned, identifying gaps and risks, and enhancing corporate memory. Prepares written documents and/or communicates findings to the EMU Unit Commander for consideration and action.
5. Provides input into the development and delivery of emergency management training and awareness programs, in consultation with the Provincial Police Academy, Emergency Management Ontario (EMO), Ministry of the Solicitor General Emergency Management and OPP Security Bureau, through identifying training needs/gaps, delivery methods and training standards. Prepares and develops training materials and delivers presentations to increase awareness on the Emergency Management Program, contributing to the overall level of emergency preparedness of the OPP.
6. Performs other duties as assigned.

Knowledge :
KNOWLEDGE OF:
• Knowledge of relevant OPS/OPP policies, procedures and guidelines relating to emergency and major event planning and response, such as, Ministry adequacy and effectiveness standards as they relate to emergency management, counter-terrorism, major event planning and response and the “Framework for Police Preparedness for Indigenous Critical Incidents".
• Knowledge of Canadian and Ontario legislation, standards, directives, and doctrine relating to emergency management programs. Knowledge of emergency/major event planning theories, practices, and principles, and their application in the delivery of effective emergency management.
• Knowledge of Incident Command and Management Systems and best practices to build effective command and control structures into emergency and major event plans.
• Knowledge of OPP roles, responsibilities, plans and policies associated with the Emergency Management Program inclusive of Aviation, Canine, Dignitary Protection, Crisis Negotiation, Emergency Response Team (ERT), Explosive Disposal, Incident Command (Major Critical Incident Command, Critical Incident Command), Incident Management System, Major Case Management, Provincial Liaison Team (PLT), Provincial Communications Centres, Provincial Operations Centre, Provincial Operations Intelligence Bureau (POIB), Public Order, Remote-Piloted Aircraft Systems (RPAS), Scribe and Emergency Note Takers (EMN), Search and Rescue (SAR), Tactics and Rescue Unit (TRU), Underwater Search and Recovery Unit (USRU), Urban Search and Rescue CBRN Team (UCRT), and Victim-Centred Response.
• Knowledge of risk management, control frameworks and current operational control systems. Knowledge of training and development practices and theories (e.g., adult learning, group dynamics and needs analysis). Ability to utilize Microsoft Suite software.

Works under general supervision with freedom to work through tasks and activities independently, such as interpreting emergency management legislation and doctrines, providing input into the development, implementation and maintenance of the Program, determining the scope of research, analyzing/evaluating plans and lessons learned, assessing the impact of emerging trends and issues, providing input into development and delivery of training, consulting with stakeholders, analyzing lessons learned and making recommendations on implementations for change.

PHYSICAL AND SENSORY DEMANDS :
Physical Demands:
• Work necessitates regular use of computer, and the movement of equipment/supplies on deployments.
• Requires prolonged sitting in workstations and motor vehicles during travel/deployments.
Sensory Demands:
• Works in standard office environment in addition to fast paced, potentially loud, busy, and hastily established operations centres, staging locations, and command posts.
• Frequent and prolonged periods of reading without interruption to absorb information, develop integrated course(s) of action, create plans and reports.
• Regular daily focused concentration on emergency management related systems and future/current operations, with a focus on dependencies, interdependencies to analyze information and develop products that are effectively integrated with the federal, provincial, and municipal governments, policing partners, external stakeholders/partners, critical infrastructure operators/regulators and non-governmental organizations.
WORKING CONDITIONS :
• Works primarily in standard office environments on an administrative schedule.
• Requires ability to deploy with little/no notice for extended periods throughout the province, with necessary equipment/infrastructure to sustain protracted operations.
• Requires the ability to work protracted hours, for extended periods, in various environments under extremely time sensitive and stressful conditions.
