Purpose of Position :
To lead and manage the delivery of risk management and performance management processes, activities and initiatives for the Tax and Benefits Administration (TBA) of the Ministry of Finance (MOF), in support of an efficient and integrated delivery of tax, benefit and revenue programs and optimization of provincial revenues [(TBA tax and non-tax own-source and tax revenues collected by the Canada Revenue Agency (CRA)].
To provide expertise as a risk management advisor to the senior executive team of the Tax and Benefits Administration (TBA) program involving ownership and leadership of the process to identify, assess, manage and monitor key risks.
To provide expertise in the development, monitoring and continuous improvement of key performance measures related to TBA operations and its strategic direction.
Duties / Responsibilities :
1.Risk Management
- Leads risk management process for two divisions that support the Tax and Benefits Administration (TBA) which is responsible for tax revenues collected, and revenue and benefit programs administered by the Canada Revenue Agency on behalf of the Government of Ontario. Conducts research, reviews and analysis of assumptions, identification, measurement and management of key risks especially high risks related to the TBA strategic plan, direction and business strategies.
- Influences key TBA decision makers in the capacity of an enterprise-wide senior risk advisor to ensure there is rigor, consistency and judgment throughout the entire risk management process.
2. Performance Measurement
- Develops, recommends and evaluates key performance measures, benchmarks, indicators, related to TBA operations, strategic plans and business strategies.
- Leads and manages the performance management process for TBA throughout the fiscal year.
- Develops and proposes new performance measurement policies, procedures and systems, and/or modifications or enhancements to maximize TBA program delivery.
- Leads, manages and supports the development, monitoring and reporting of appropriate service standards in collaboration with key business areas.
- Leads the development of monthly management reports to inform on actual organizational performance, key risks and other strategic priorities throughout the year. Manages the process and procedures to coordinate a timely and up-to-date report with an appropriate level of detail and focus.
- Leads the development of an annual report at the end of the fiscal year to inform on actual organizational performance, key risks and other strategic priorities throughout the year. Manages the process and procedures to coordinate a timely and up-to-date report with an appropriate level of detail and focus. Identifies potential areas for continuous improvement based on actual performance through the fiscal year.
3. Revenue Reporting
- Leads the revenue reporting function within the unit including the development of monthly revenue reports outlining actual to projected revenues while explaining the key variances as well as overseeing the transaction processing related to TBA transfer payment lines. Identifies risks, issues and decisions in-year, quarterly and through the Results-based Planning process.
4. Leadership
- Manages staff in the TBA Risk and Performance Management Unit, including hiring staff, assigning responsibilities, determining service and project priorities, establishing standards of performance, identifying and monitoring staff development needs, coordinating individual development plans, evaluating job performance. Continuously improves workplace culture, employee engagement and leadership practices including presence, trust and communication.
- Facilitates the building of staff expertise, team cohesiveness, and open communication, through the provision of advice, coaching and support.
- Resolves service issue problems, authorizes staff disciplinary action, as required, and responds to grievances.
- Leads, develops and manages partnerships and linkages with executives, management and staff across TBA and with officials/senior management in the ministry, other ministries, and central agencies to represent the interests of TBA and to provide expertise/advice and exchange information related to TBA risk and performance management as well as revenue reporting.
- As a member of the Strategy, Stewardship and Risk Management Branch and Strategy, Stewardship and Program Policy Division management teams, actively participates in the review of branch/division policies/procedures, and the identification, management and resolution of branch business delivery and staffing issues. Leads and/or participates on branch and division special projects and business initiatives, and ministry and inter-ministry advisory committees and project teams. Acts for the Senior Manager, Strategy & Business Planning and Risk & Performance Management, as assigned.
5. Administration
- Determines and implements TBA Risk and Performance Management Unit business service objectives, priorities and plans. Manages unit operational and project budgets including preparing budget estimates, coordinating/monitoring/controlling budget allocation expenditures, and authorizing payments for budget allocations.
- Manages external service contracts, as required, including determining consulting requirements; issuing RFPs, reviewing consultant submissions, selecting consultant contractors, and negotiating agreements; and managing contractor services to ensure quality and timeliness of services.
- Resolves contractor service issues, as required and authorizes the payment of invoices.
Knowledge :
Knowledge of risk management, performance management and management reporting theories, principles and best practices as well as knowledge of the government approvals and decision making processes; TBA mandate, strategic direction, objectives, legislative authorities, and businesses to lead/manage TBA risk management, revenue reporting and performance management processes and initiatives while ensuring alignment with TBA's changing business needs and priorities.
Knowledge of human resources management principles, and government human resource management policies/guidelines and the interpretation/application of collective agreements to manage and provide direction to staff in the TBA Risk and Performance Management Unit.
Strong strategic, innovative, critical thinking and orientation, analytical, risk management and consultation skills to assess organizational risks and lead/provide strategic advice and develop recommendations to TBA executives on key risks and performance measure issues/solutions.
Leadership/management skills to manage, coach, counsel, train and evaluate unit staff and to lead TBA?s risk and performance management processes as well as its revenue reporting function.
Experience providing strategic advice to executives, and to represent TBA on various intra and inter-ministerial committees and project teams focused on risk and performance management.
Knowledge of performance management skills to ensure the unit achieves its service commitments and performance targets in the delivery of risk and performance management as well as revenue reporting services to TBA.
Project leadership and management knowledge/skills to plan, lead and manage unit project initiatives.
Relationship management, facilitation, negotiation and influencing skills to initiate and maintain strong and cooperative working relationships with TBA/MOF executives/management and with other ministries.
Strategic and critical thinking, research, analytical, conceptual, synthesis, evaluative, problem-solving, innovation and performance measurement skills to identify/analyze complex and/or contentious issues, assess impacts and develop/recommend strategies and solutions to TBA executives/senior management.
Written communication skills to develop key products such as the monthly management report and the annual report as well as produce comprehensive business cases, position papers, submissions, briefing notes, project plans/reports, presentation materials, and executive correspondence.
Oral communication, advisory, facilitation and presentation skills to liaise and collaborate with a broad range of ministry and inter-ministry contacts, lead consultation processes, and provide strategic advice/recommendations to TBA executives.
Vendor management and negotiation skills to manage contract relationships.
Judgement :
Position works under the general direction of the Senior Manager, Strategy & Business Planning and Risk & Performance Management and within the framework of the TBA mandate/objectives and government/ministry policies, procedures and processes for risk and performance management.
The position is expected to work with a high level of initiative and independence in planning and managing TBA risk and performance management processes as well as revenue reporting requirements.
The position requires significant judgment in leading the continuous improvement, implementation and management of the TBA's risk and performance management processes, methods, systems and procedures.
The position exercises judgment by leading the conducting of independent assessments of identified risks and risk management strategies especially those related to TBA's strategic plan and key business strategies.
The position provides expert advice/recommendations to division/TBA executive on key business risks and performance measures.
Judgment is exercised by contributing to management decisions as a member of the branch and division management teams, and by providing strategic advice in support of corporate division/TBA objectives. Position exercises judgment and independent decision-making when representing the division and branch at TBA/ministry.
Judgment is exercised by managing unit staff and external project contractors, and ensuring that unit service operations meet government standards, and TBA management service requirements.
Accountability - Programs :
The position is accountable to plan, manage and lead TBA?s risk and performance management processes as well as its revenue reporting function to produce monthly management reports and an annual report at the end of the fiscal year.
The position is accountable to lead/manage the development/implementation of TBA?s risk and performance management policies, procedures tools and standards.
The position is accountable to provide strategic advice/expertise to TBA officials and senior management related to key risks and performance measures as well as revenue reporting requirements.
The position is accountable for achieving service commitments and performance targets in the delivery of risk and performance management as well as revenue reporting services to TBA.
Accountability – Personnel :
The position exercises full management accountability for bargaining unit staff in the Risk and Performance Management Unit including hiring employees, assigning responsibilities and providing direction and training; determine performance standards, evaluating performance and initiating discipline as required; performance management including providing constructive and supportive feedback to staff, conducting performance reviews and approving merit increases; and handling employee/labour relations issues, and responding to grievances at the first stage.
Accountability - Finance and Materials :
The position plans and controls the Risk and Performance Management Unit operating/project budgets, and authorizes unit expenditures. The position negotiates, establishes and manages contracts with external service providers for unit projects.
Accountability - Impact of Errors :
Recommendations and advice provided by this position have direct impact on TBA executive risk management decision making.
Inadequate planning and reporting systems/processes could negatively impact TBA risks, objectives, accountabilities, achievement of performance results and commitments related to revenue management/control for the government.
Contact - Internal :
The position has frequent contact with senior leadership and management/staff across TBA to lead unit operations/services, and lead/provide expertise and advice on risk and performance management.
Frequent contact with ministry officials and senior management (including offices of the Deputy Minister and Minister) to provide briefings, advice and recommendations related to TBA risk and performance management strategies.
Leads/participates on branch/division/ministry and inter-ministry advisory committees and project teams.
Contact - External :
The position may have contact with external service contractors to negotiate, establish and manage contracts. The position may have contact with industry representatives and inter-jurisdictional governments to explore and identify innovative solutions, best practices and opportunities to optimize our business while delivering our strategic priorities.
