Purpose of Position :

To monitor roadway conditions to ensure any hazards and/or deficiencies are addressed, mobilize hired equipment and resources as required to ensure established level of service criteria are met, inspect work performed by contractors to ensure compliance to standards and contractual agreements, and
undertake/support various maintenance activities as required.

Duties / Responsibilities :

1. Providing direction and guidance in the delivery of maintenance operations in accordance with recognized safety requirements, ministry quality standards, policies and procedures by:
-Inspecting work performed by contractors for compliance to standards and contractual agreements advising contractors of deficiencies and reporting on performance to supervisor.
-Overseeing work operations ensuring work is being performed in accordance with recognized safety requirements, standards, policies and procedures.
-Assisting supervisor in/or completing, as directed, the organizing/planning of work to be carried out on a daily/weekly basis.
-Organizing work activities by arranging for appropriate equipment, material and labour.
-Working shifts or extended hours, both during days and nights, especially during winter storm events and being on call during nights, weekends and holidays to attend incidents.

2. Performing administrative activities in accordance with ministry procedures by:
-Completing, reviewing and maintaining a variety of records, covering work activities related to equipment operation, maintenance hours of work, and material usage, (e.g., using ministry-specific maintenance information systems/databases, daily inspection books, time sheets, expense forms and
reports on sand and salt usage/vehicle accidents/personal injury, etc.).
-Assisting in the preparation and the ongoing monitoring of the annual work plan.
-Provides information for analysis of contractor or public claims.
-Liaising with property owners, the public and staff from other ministries, municipal and provincial police forces, municipalities and utility companies to exchange information, promote and maintain good relations, and as applicable, ensure familiarity and compliance with ministry requirements.

3. Performing duties such as:
-Removing debris and repairing signs, road surfaces and other highway infrastructure.
-Compiling and recording information in an inventory about the ministry's highways and roads (e.g., number of entrances, bridges, kilometres of road, moveable hectares, etc.).
-Investigation, reporting on, and when possible resolving complaints from the public and others as assigned.
-Operating vehicles and equipment at patrols as assigned and reporting road conditions, hazards and/or deficiencies.
-Initiating hired equipment and resource call-outs and administrating hired equipment contracts,
-Responding on behalf of the ministry in emergency circumstances such as accidents, spills, inclement weather or implementation of emergency plans.

Staffing and Licensing :

Valid Ontario Class "G" Driver's License to patrol an assigned portion of the provincial highway network and to drive to areas not served by public transportation in support of a 24/7 field operation.

Knowledge :

-Knowledge and understanding of maintenance management information systems for inputting and tracking of daily work operations.
-Knowledge of maintenance operations and related quality standards and best practices.
-Knowledge of traffic control methods to maintain safe work zones.
-Knowledge of general construction practices (e.g., surveying, plan reading to ensure construction is completed according to specifications).
-Knowledge of contract administration procedures to ensure the effective and efficient delivery of contracted services.
-Knowledge of the ministry's organization, the function of various offices, policies, procedures, their relationship to the maintenance operations.
-Knowledge of first aid, transportation of dangerous goods, Workplace Hazardous Materials Information System (WHMIS) and job related aspects of occupational health and safety.
-Knowledge of standard desktop applications and ability to use such software packages for word processing, managing email correspondence, creating and managing spreadsheets and databases and conducting Internet/intranet searches.

Skills :

-Oral communication skills to provide technical input and effectively communicate with the public, colleagues and managers,
-Written communication skills to provide technical input into the preparation of reports and maintenance of accurate records such as patrol diaries, bare pavement data, winter operation records and daily work records.
-Reasoning and problem solving skills to evaluate situations and decide on a course of action during winter and summer maintenance activities (e.g., evaluating if work completed by contractors meets standards of quality and specifying corrective action if needed) and to assess and anticipate
problems during winter maintenance (e.g., snow/ice road conditions, storms, mobilization of resources to respond to weather and road conditions such as call-in equipment).
-Planning and coordinating skills to organize the work on the patrol, including coordination of necessary materials, such as application of abrasives, deicers and aggregates, and equipment, such as combinations, plows, spreaders and graders, and adjusting on a daily basis as accidents and weather
conditions impact planned operations.

Freedom of Action :

Working under the general direction of the Maintenance Superintendent and the team leadership/day-to-day supervision of the Maintenance Coordinator, the incumbent is required to do the following:
-Perform work independently and as part of a team within ministry maintenance and operational policies and procedures.
-Perform work with minimal supervision (i.e., follow-up and periodic check-in with supervisor to ensure that work as directed or needed is completed in accordance with policy.

As the direct supervisor is not present, there is freedom to change work methods and priorities without prior approval of the supervisor in keeping with safety requirements, quality standards, policies and procedures as maintenance and operational situations develop, especially during winter
maintenance activities when weather and road conditions can change rapidly.
