Purpose :

To provide program development, co-ordination and implementation support for learning and leadership development programs, special events and marketing strategies. To contribute to the development of operational and strategic plans, project documentation, policies, procedures guidelines, standards and best practices.

Key Responsibilities :

1. Planning and Co-ordination
- Plans and co-ordinates the requirements of program area and develops appropriate systems methodologies.
- Identifies and evaluates business and technical requirements.
- Consults and works with program partners (e.g. client management, project teams, internal and external service providers), to ensure common understanding and commitment, anticipate issues, facilitate consensus and resolve problems.
- Participates in the development of operational and strategic plans, including communications and marketing plans, within the Branch, Ministry and/or Cluster.
- Participates in the establishment of Branch, Ministry and/or Cluster I&IT policies, directives, procedures, guidelines, standards and best practices; supports staff in the marketing and communication of their objectives.
- Works with project managers to assist in the development of business cases, terms of reference and related documentation to facilitate senior level decision-making.
- Devises feedback, tracking and performance measures and metrics.
- Ensures analyses, recommendations, program planning and processes comply with corporate I&IT policies, strategies, plans, directives, best practices and standards.

2. Project Management
- Develops detailed project plans, negotiates priorities and resource requirements, and synchronizes schedules.
- Plans, co-ordinates, manages and controls all technical elements of projects in keeping with processes and corporate and industry standards to minimize risks, and meet time, cost, service delivery expectations.
- Monitors project progress and deliverables by tracking and reporting the change process of individual projects.
- Resolves complex technical issues and ensures the provision of technical advice and guidance to clients.
- Monitors compliance with agreements, and oversees the timely identification and resolution of problems and issues.
- Ensures the preparation and delivery of reports or oral presentations suitable for both technical and non- technical audiences.

3. Learning and Development
- Leads the design, development and delivery of learning programs, tools and products to support the I&IT Learning and Leadership Strategy
- Defines training and learning requirements to support organization priorities and makes strategic recommendations to management, business partners and clients.
- Provides consultative and advisory services to management on future and anticipated I&IT learning needs and policy development.

4. Liaison / Client Management
- Develops, implements and coordinates client relationship processes and linkages.
- Initiates and builds partnerships, networks, linkages and relationships between the unit and project partners including clients, stakeholders, and service providers.
- Maintains ongoing liaison with Corporate Area and Cluster staff and management to co-ordinate the implementation of project activities and facilitate trouble-shooting.
- Invites feedback, assess stakeholder responses, evaluates program effectiveness, and identifies and resolves operational/procedural issues, shortfalls, requiring further attention.

5. Team Leadership/Guidance
- Provides leadership and technical guidance to assigned systems staff and to internal and external service providers.
- Provides consultative and advisory services to management on current and future IT staff and leader learning needs.

Knowledge / Skill :

Knowledge of and skills in:
- Project management techniques and methodologies in order to lead concurrent projects and prepare project plans.
- Adult education. Learning and staff development to identify and assess employee learning practices and training methods.
- OPS/Cluster I&IT strategies, plans, policies, directives, best practices and standards to ensure compliance in the development, co-ordination and implementation of projects.
- Administrative and contract management policies, including OPS procurement policies/procedures in order to manage administrative processes required to co-ordinate, implement and manage activities and projects.
- Financial management and government financial and accounting principles, policies and processes to develop project and program budgets and report on project financial status.
- HR management in order to recruit new staff and administer existing staff.
- Planning and risk management to set direction for thebranch, anticipate resource requirements and assist project managers with project initiatives.
- Oral and written communications to manage stakeholder relations, provide written and oral instructions and advice to clients on options, solutions and courses of action, prepare technical and non-technical reports and decision support documents, make presentations, and provide recommendations to
senior management and clients.

Interpersonal / Influencing Skill :

- Negotiation skills to negotiate among stakeholders and manage client relationships.
- Presentation and explanatory skills to make effective presentations to senior management, clients and other stakeholders.
- Liaison skills to maintain relationships with a wide range of internal and external contacts and stakeholders and effectively represent the Section and Branch.
- Consultation and persuasion skills to explain options, risks and benefits, convince decision-makers of the advantages of specific courses of action or solutions, and address client expectations.

Analyzing / Problem Solving Skill :

Analytical and problem-solving skills to:
- Evaluate both technical and business requirements of projects.
- Assess and make recommendations and/or decisions concerning operational, technical and administrative needs.
- Develop, implement and assess performance measures and quality control indicators.
- Assess the efficiency and effectiveness of operational policies, processes and procedures.
- Ensure processes, projects and operations comply and are in alignment with ministry and OPS I&IT directions and standards.

Decision Making / Responsibility :

Responsible for:
- Planning, co-ordinating, monitoring and controlling detailed technical aspects of all phases of complex and concurrent projects, (e.g. priorities and schedules; resource requirements; risks, constraints and contingencies).
- Planning, managing and co-ordinating multiple concurrent projects, managing expectations, anticipating and resolving problems, minimizing costs and risks.
- Providing input into strategic and operational plans and Ministry/Cluster I&IT policies and standards.
- Managing operational budget to ensure compliance with ministry and corporate directives and guidelines.

Has latitude to prepare and present business and technical analyses and project planning recommendations. Has latitude to determine best processes for implementing projects in ways that minimise negative business and technical impacts on clients, and also support alignment and compliance with Ministry and enterprise strategies.

Decisions are guided by client program and service delivery needs, OPS/Cluster/Ministry I&IT directives, policies, standards and frameworks and by OPS administrative policies, directives and guidelines.

Contacts / Stakeholder :

- Client management to discuss and define business requirements, timing and resources, outline options, confer on issues, provide co-ordination, advice and solutions, and manage expectations.
- Managers and staff in clusters, ministries and multi-project environments to co-ordinate and harmonize project- related activities, schedules, and resolve technical or resource issues.
- Project partners to confer on issues, facilitate the development of consensus, and provide authoritative information and recommendations.
- Service providers to provide information, market the use of programs and services, instruction and technical expertise.
- Vendors/suppliers for services to address problems of quality or services, review new products and systems, and discuss technology trends.
- Liaises with OPS I&IT staff to spread awareness of new technology and information management techniques.

Guidance / Supervision :

Provides technical advice, guidance and leadership to branchstaff by developing and implementing work plans and schedules, establishing priorities,
monitoring quality of deliverables, explaining work procedures, and resolving issues.
Provides consultative guidance and assistance to client program managers and staff on project development and management processes and on
specific projects and project components.

Work Demands :

Frequently deals with conflicting work demands and changes to work schedules, conflicting priorities, divergent stakeholder interests, and concurrent requests.
Occasional unexpected changes to deadlines, limited control over the pace of work, requirement to work beyond normal hours.

Frequent requirement to concentrate when analyzing business and technical requirements, troubleshooting, consulting with diverse stakeholders, and giving instructions to unit staff and service providers.

Conditions / Environment :
