Purpose of Position :

To carry out a variety of engineering projects and/or assignments related to mine rehabilitation and project management services including investigation and risk assessment of mine hazards, development and implementation of mine rehabilitation projects and review of mine closure plans.

To perform engineering tasks selected to train and develop knowledge and skills.

Duties / Responsibilities :

In this position, incumbents will gain progressive engineering project experience by working with a multi-disciplinary team to:

1. Provide engineering support/assistance for the development, evaluation and implementation of Abandoned Mines Rehabilitation projects by assembling terms of reference for engineering consultant studies, assisting with the planning, organizing and management of the tendering process and/or the reviewing, evaluating, and commenting on documents produced by professional engineers or related to professional engineering.

2. Assists in the review of stability analysis, hazard assessments and the review of rehabilitation work providing recommendations for existing and/or proposed surface and underground mine rehabilitation methods (e.g. backfilling) or structures (e.g. shaft caps).

3. Participates in compliance reviews and in assigned projects including on-site inspections, studies of potential hazards and ground stability problems.

4. Participates in the development/review of related policies, legislation, guidelines and procedures for mine rehabilitation by identifying issues for consideration and participating on committees.

5. Provides engineering/technical support for conducting applied research projects, and assists with preparing reports, technical papers and disseminating information on the results. Provides engineering / technical support to ministry personnel.

6. Assists in the development and delivery of engineering related technical training courses this may include providing engineering support/assistance for preparing guidance documents or information packages. Manager has the right to assign additional duties.

The incumbent shall work in compliance with the Occupational Health and Safety Act and its regulations and any workplace practices as directed by the employer.

Knowledge :

Work requires an engineering degree (e.g. mining, rock mechanics, and geotechnical, civil) from a recognized university and registration with the Professional Engineers of Ontario.

Position requires good knowledge in the application of engineering theories, principles, and practices of engineering and the ability to provide engineering support for addressing a wide variety of unpredictable and potentially serious problems related to mine closure and abandoned mine hazards.

Knowledge of open pit and underground mining practices, mine rehabilitation and mining related ground stability issues. Knowledge of the Mining Act, branch policy, ministry programs, related legislation, regulations and standards which affect the daily application of the individual's engineering skills.

Knowledge of research methodologies, with ability to analyze and apply research results to practical situations; knowledge of computer methodology for problem solving; initiative, project management and organizational skills, and the ability to maintain good working relationships with colleagues and associates.

A valid Ontario Driver's License as travel is a requirement of the position.

Knowledge of project planning, project management and organizational skills to lead and participate on a variety of projects, to determine the various objectives, priorities, and schedules, and to meet deadlines.

Job requires good working knowledge of the Occupational Health and Safety Act and those regulations made under the act that apply to the workplace and the work being performed.

Knowledge of office computer software including word processing, spreadsheets and database packages to assess data, conduct analysis and prepare reports and presentations.

The incumbent is required to travel within the region to perform the duties of the position.

Judgement :

Reporting to the Manager, work is performed under the general supervision and within constraints imposed by legislation, Ministry policies/standards and administrative guidelines and practices of engineering.

Judgment is required when investigating and analyzing problems, recommending new applications and when applying general engineering concepts in compliance with the Mining Act and environmental legislation, policies, guidelines, objectives procedures and accepted engineering practices.

Judgment is necessary to identify problem areas in in technical design, construction recommendations, safety and environmental areas of projects, consulting with the manager or more senior staff when faced with unusual problems.

Accountability - Programs :

Working under the direction the Manager, this position is accountable for the technical quality of reports, designs, evaluations and recommendations, which must be able to withstand both professional engineering and legal scrutiny.

Position is accountable for the conduct of engineering studies of limited size and complexity or participation on larger, more complex projects, for accurate data collection and engineering analysis.

Position is responsible for the coordination, management, engineering accuracy and soundness of assigned projects. Commitments are made on completion dates for designs, evaluations, recommendations, etc.

Poor design and evaluation or recommendations may result in expenditures by industries and/or municipalities and harmful effects to the environment or public safety as well as embarrassment and loss of credibility to the Ministry.

Contact - Internal :

Work requires regular contact with other Ministry staff, including corporate specialists such as solicitors, engineers, scientists, etc. and other government officials to exchange information and discuss technical problems and solutions.

Contact - External :

Work requires regular contact with company officials, municipal officials, other government/agency officials, consulting engineers, lawyers, the media, and the general public to exchange information and resolve mutual problems.
