Purpose :

To lead and direct the implementation and management of district office programs, services, and initiatives (e.g. planning and implementing monitoring, inspections, and field data collection in support of district program planning activities.

To lead and direct the operational delivery of functions and initiatives, including associated risk-based compliance inspection and reporting activities.

To manage the resolution of highly contentious issues.

Key Responsibilities :

1. Leads and directs local (district) ministry offices to implement ministry functions and initiatives (e.g. developing operational plans and policies), and respond to issues.
2. Leads and directs the development the district strategic direction of district office procedures and responses to corporate priorities, and develops business and operational plans to support strategic ministry business plan (MBP) directions (i.e. interpreting the ministry/divisional business plan requirements as they apply to district office work/operational plans), and deliver programs and services that meet corporate priorities, legislative commitments, annual goals, and performance objectives.
3. Leads the communication of ministry policies, priorities, and decisions, and resolves issues as they arise to coordinate ministry responses to legal challenges and ministry/Crown positions in hearings.
4. Plans and directs the district office audit/assessment program to evaluate operational reports and improve the delivery of the ministry's policies and programs aligned with ministry priorities and business requirements.
5. Approves the implementation of information management and local system support needs for the district office to support leadership decision-making and performance reporting requirements.
6. Determines program physical and financial resource requirements to support the administrative requirements of the district office (e.g. administrative support including reception, records management, correspondence, word processing, procurement, physical assets, fleets, accommodations, etc.); directs the development and administration of the district office's funding proposals, prepares requests for proposal (RFPs) and negotiates and monitors contractual agreements to meet contract terms.
Managerial Responsibilities
1. Develops and oversees ministry strategic plans in the program area and provides advice and expertise to executive levels on issues impacting the OPS and ministry service deliverables.
2. Controls financial resources and reporting, develops the multi-year budget and resource plans. Leads business, financial, and program review, renewal and transformation (PRRT) for Ministry programs/operations and services.
3. Builds organizational capacity through effective human resources development by authorizing recruitment activities, labour relations management, talent management, organizational design and succession planning.
4. Establishes and maintains strong working relationships with key partners and stakeholders to ensure timely and accurate information flow and identification of issues; presents and advocates the ministry's position at various forums
5. Responsible for the overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related to programs and services.

Ministry strategic corporate directions, multi-year business and results based planning processes, and ministry service delivery models, to lead and manage a significant ministry program area, to determine program objectives and resource requirements and to ensure alignment of programs and projects with corporate strategic goals.

Government and ministry financial, administrative and procurement policies and directives to plan and manage fiscal and material resources. This includes reviewing and approving budgets, managing facilities, assets, and contract service providers, leading long range fiscal planning, providing regular financial reporting, and ensuring compliance with financial protocols, audit principles, directives and guidelines.

Human resources theories, principles, policies and collective agreements to develop organizational capacity which includes succession planning, talent management, organization and job design and labour relations management.

Project management principles and methodologies to oversee and guide the overall delivery of mandates and strategies.

Ministry program/policy development and evaluation processes, business and operational plans, core business functions, business plan goals and objectives, and ministry operations to manage the district office in support of ministry business plans, and provide input into proposals that amend district office operating policies.

Ministry legal instruments to plan and direct the ministry's program delivery at the local level..

Issues management processes, and project management methodologies and processes to understand issues facing the district office, and lead high profile and time sensitive projects.

OPS procurement processes and requirements to prepare RFPs, and negotiate and manage contractual agreements.

Understanding of factors and issues impacting and influencing Indigenous communities/peoples. Understanding of the concepts, barriers and principles for engaging, consulting and building relationships with Indigenous partners, communities and organizations.

Program Responsibility :

Responsible for the planning, managing and providing leadership in the implementation of the district office business/operational plans to deliver ministry program objectives and respond to issues.

Responsible for developing the district office strategic direction for office procedures and responses to corporate priorities, including business and operational plans that support ministry directions and deliver programs and services that meet business priorities, legislative commitments, annual goals, and performance objectives.

Responsible for the communication of ministry policies, priorities, and decisions, and problem resolution to coordinate ministry responses to legal challenges and ministry/Crown positions in hearings.

Responsible for developing and implementing the district office audit/assessment program to evaluate operational reports and improve the delivery of ministry policies and programs.

Responsible for implementing information management and local system support for the district office to support leadership decision-making.

Manages the pre-consultation and review of district office proposals to support and facilitate stakeholder agreement.

Provides and receives explanations, advice, and information to senior staff in other ministries to contribute to problem solving.

Represents the ministry on inter/intra-ministry committees and working groups.

Responds to media on highly contentious and politically sensitive issues.

Works collaboratively with stakeholders and partners (e.g. industry) regarding integration of services and to negotiate solutions to major issues.

Builds relationships and negotiates with Indigenous partners on matters with conflicting priorities/opinions.

Physical Effort :

Most of the time is spent in an office environment with frequent opportunity to move about. Occasionally, moves/lifts light objects.

Sensory Effort :

Requires visual attention and concentration (i.e. reading without interruption) to develop and implement negotiation plans and strategies, and determine the efficacy of results and recommendations.

Requires concentrated effort during negotiations with clients for such purposes as developing contract agreements.

Working Conditions :

Work is performed in a typical office environment. Occasional travel throughout the province.
