Purpose :

To plan and manage the development and delivery of minor and major capital programs and subsidy programs, unincorporated roads and utility programs and contract administration performed by in-house resources, within the policy and regulatory context governing the program area.

To develop and manage emergency management plans and response.

To supports stakeholder, indigenous community and municipal consultations and relationships related to the program area, to ensure that stakeholder impact is fully taken into account in program planning and delivery.

To lead risk assessment and mitigation, emergency/contingency planning, and safety program development for the assigned program area.

To leads and manages the Regional Traffic Operations Centre and monitor traffic flow on a 24/7 year-round operation, and provide information and updates to senior management, stakeholders and emergency services during provincial highway incidents and emergency events.

Key Responsibilities :

Program Related Responsibilities
1. Manages and coordinates the development of minor and major capital programs; contract preparation and contract tendering/procurement and contract management; disputes resolution with contractors; liaising with engineering experts and addresses drainage complaints.
2. Manage the developing and maintenance of unincorporated roads and bridges including identifying deficiencies, developing solutions, and conducting in-scope capital work.
3. Leads and/or participates in the development of multi-year and annual operational program planning, including developing capital and operational budgets and forecasts, and identifying resource requirements.
4. Leads the acquisition and management of external consulting and/or contract staff, including directing and coordinating the design, contract preparation and tendering; and directs and coordinates the administration of contracts to ensure compliance and quality of service delivery; evaluates new and innovative services for possible use in program development.
5. Manages the program implementation in accordance with the approved plans, including monitoring and managing expenditures, providing technical advice to management and staff, providing advice and facilitation for funding programs, providing input to related policy, and representing the ministry on various committees and task forces.
6. Leads and manages ongoing stakeholder liaison with all relevant parties, including consultants, contractors, other OPS offices and functions, regulatory agencies, municipal and other governments, and First Nations, including leading and/or coordinating ongoing consultation to discuss planned operations and to receive stakeholder input; to ensure the program takes into account the impact on stakeholders.
7. Leads and manages the regional traffic operations centre and staff, providing incident reporting on a 24/7 basis, incident reporting of road closures, notifications to informational websites, OPP and emergency services as well as community partners.
8. Leads and/or manages the identification of risk and the development and implementation of risk mitigation strategies, including such related programs as emergency/contingency planning and management, safety management, environmental control, and disaster relief.
Managerial Responsibilities
1. Leads and manages a team(s) in the delivery of a program or service operation and contributes to financial, business, strategic planning and evaluation processes
2. Identifies financial, material and human resources needs, manages and controls the operational/program/project or activities budget. Contributes to long term financial and resource planning.
3. Promotes a values-based and inclusive team through employee engagement, communicating program deliverables, setting and evaluating performance standards, recommends merit increases, identifies staffing needs, and makes hiring decisions, recommends discipline where required, and promptly addresses employee relations matters.
4. Develops and sustains internal and external stakeholder relationships to coordinate shared interests.
5. Responsible for ensuring compliance with regulatory, legal, financial, collective agreements and ministry policy commitments and advising senior management of sensitive issues/matters.

Factors :

Knowledge :

Ministry strategic directions, policies, programs and service delivery models, to provide operational management of a program area, service or initiative, to determine and plan for program resource requirements and to ensure alignment of programs/projects with corporate, division and branch goals and objectives.

Human resources practices, policies, directives and collective agreements in relation to recruitment, training and development and labour relations to support an inclusive and engaged team; address employee issues and to support talent management.

Government and ministry financial and administrative procedures, to manage and control allocated financial and material resources, including developing annual budgets, and managing assets and contract service providers.

Expertise in project management principles and methodologies to manage the delivery of program plans, initiatives and goals.

Ministry strategic direction, business plans and service/program delivery models to ensure programs support ministry plans and directions.

Theories, principles and practices of in general and specifically related to the program being managed (e.g. design construction and maintenance procedures, urban planning, transportation safety) in order to identify capital and program requirements to develop program plans and solutions, to recommend projects, and to provide technical advice related to the program area.

Contract management and procurement-related legislation, agreements, policies, principles, procedures and best practices to develop and negotiate procurements and contractual agreements related to program and services.

Program planning and management to plan, implement and control the section's services.

Legislation and regulations related to the program, in order to understand the legislative context for the program and deliver and manage the program within that context.

Ministry policy and procedures as they relate to the program being managed, in order to manage the program area within established policy, directives and priorities.

Safety and emergency policies, practices, standards and procedures, and public safety issues, in order to prepare emergency and contingency plans for the program area, and to manage stakeholder relations with organizations such as municipalities, police and other government agencies.

Program Responsibility :

Responsible for planning and managing the development and delivery of an assigned civil engineering program, within the policy and regulatory context governing the program area.

Responsible for supporting stakeholder consultations and relations related to the specific program area, to ensure that stakeholder impact is fully taken into account in program planning and delivery.

Responsible for the management of regional traffic operations centres and distribution of timely public traffic information.

Responsible for leading risk assessment and mitigation, emergency/contingency planning, and safety program development for the assigned program area.

Responsible for the development, procurement and delivery of the region's marine and air service program, including plan and administer the service provider.

Responsible for the use of Government subsidy funds allocated to Indigenous Communities, municipalities, local road boards and other stakeholders and approves project criteria and subsidy eligibility, approves contract documents and oversees expenditures.

Analytical Thinking :

Assess program requirements, identifies and develops solutions, and monitors implementation.

Determines requirements and develops plans for emergency, contingency and safety programs within established parameters.

Assesses resource requirements and establishes criteria for selection of external consulting and contracting services.

Assesses information from various sources including legislation, regulations, policy, environmental issues and stakeholder consultations and identifies risk in program delivery and develops mitigation strategies.

Analyses critical program and operational issues and provides strategic and evidence-based advice to senior management on risk and mitigation, leads the development of mitigation options and issues management.

Assesses training/educational needs and develops strategies to ensure the appropriate training programs, resources and tools are in place for staff and specifically for the provincial Transportation Technician program.

Planning / Coordinating :

Coordinates and plans the delivery of a program, operation, service or project considering the strategy and mandate of the branch and ministry.

Determines financial, material and human resources needs, coordinates operations with other areas of the branch and division and organizes work to meet program objectives. Participates in divisional results based and strategic planning, processes.

Coordinates consultation and advisory meetings relating to program/service initiative with external and internal stakeholders, partners and consultants.

Plans and coordinates capital construction programs, manage local roads program and expenditures, design and tender contracts within the context of ministry policies, directions and priorities.

Plans and coordinates the work of staff across a large geographical area in remote parts of the province.

Plans and coordinates emergency, contingency and safety planning for the assigned program area.

Coordinates yearly training programs through rotational assignments to develop staff competencies is various program areas and to support technical succession management.

Leadership/Guidance :

Manages its team(s) by communicating values, strategies, expectations, and promotes an engaged and inclusive environment.

Ensures that identified organizational standards and operational goals are met by: contributing to succession planning; establishing performance standards; conducting regular performance management reviews; recommending merit increases; determining the organization of the work unit and by building individual and team competencies.

Identifies and recommends staffing needs, conducts recruitment and selection activities, manages orientation/training, develops remedial plans; addresses employee/labour relations/employee matters.

Lead and manage the development and achievement of strategic organizational transformation by ensuring long term succession management initiative through the multi-year Provincial Transportation Technician onboarding and training program.

Provides administrative direction and technical supervision to support staff in program delivery and performance evaluations of contracts.

Independence of Action :

Works under the general direction of the manager /management team and within the framework of ministry, division, branch policies, directives, guidelines and objectives.

Exercises independence of action in participating and providing program/service recommendations as a member of the management team. Provides expert opinions/briefings, advice to senior management on identified and emerging issues impacting program or service goals, outcomes or efficiencies.

Exercises discretion and independent judgement to determine and manage work activities where past practices may not exist.

Work is performed under general direction and within the broad mandate of the OPS and ministry strategy, policies, directives and priorities; and industry standards and best practices.

Assesses program requirements, and develops and recommends the most appropriate, cost-effective and technically sound solutions

Assesses project and funding requests by municipalities and other stakeholders, and monitors approved projects to ensure value for money.

Makes decisions concerning the safeguarding of life, health, environment, property, economic interests, and public welfare while ensuring the appropriate use of public funds, in the lead, management and achievements of the regional capital program and ensure alignment with the overall provincial capital plan.

Accountable for the planning, management and delivery of a civil engineering program, which could lead to deferral or cancelation of major capital projects with attendant negative impact on staging and succession programming of adjacent projects, resulting in significant public and political embarrassment, substantial costs, loss of revenue and legal liability for the ministry.

Approves and executes contracts, payments and change orders that can legally bind the government through the tendering/procurement process.

Interpersonal/Communication :

Liaises with staff, colleagues in the regional offices and head offices to discuss and provide direction on program proposals, mutual concerns, provide/receive advice, guidance, direction, and to resolve sensitive issues.

Engages with other ministries, consultants, lawyers, contractors, partner agencies and stakeholders, the public, municipalities and indigenous communities to obtain/exchange information, provide technical advice and direction, acquire services, and discuss and/or resolve matters of mutual concern/interest.

Liaises with stakeholder, Indigenous community and federal government consultations in order to ensure that program planning and delivery takes into account stakeholder impact.

Provide expertise and advice to senior management and staff on program development and delivery, risk and recommendation on mitigation strategies and issues management strategies

Provides information, negotiates transactions, resolves issues, and/or represents the ministry's/government's policies and program objectives with representatives of other jurisdictions, interest groups, technical specialists, and the public.

Required to provide transportation advice to municipalities, unincorporated local road boards, Indigenous communities that are viewed as authoritative.

Provides information to the media, MPPs, and MPs if required.

Prepares and presents program and policy recommendations to senior management.

Physical Effort :

Most of the time is spent in an office environment with frequent opportunity to move about. Occasionally, moves/lifts light objects such as files, reports and briefing materials required for presentation and consultation sessions.

Sensory Effort :

Requires visual attention and concentration (i.e. reading without interruption) to: develop operational plans; develop and implement of risk mitigation strategies. Concentrated effort is required to lead consultations, to listen to feedback, and to ensure that issues and information have been understood and communicated.

Working Conditions :

Work is performed in a typical office environment with occasional travel throughout the province. Occasional exposure to harsh climate if required to attend to sites. Some travel required to meet with staff and stakeholders in other parts of the region.
