Purpose of Position :

To provide warehouse stock and equipment control for the Aviation Forest Fire and Emergency Services under the general supervision of the Fire Operations Supervisor. To provide customer service to internal and external clients and group leadership to assigned warehouse or logistics staff.

Duties / Responsibilities :

Job Requires:

1. Providing warehouse stock and equipment control through physical inventories, ordering, shipping, receiving, issuing and tracking of equipment, reconciling equipment inventories, recommending minimum/maximum Forest Fire Suppression Equipment levels for operational readiness.
2. Maintaining Fire Inventory Management Information System (IMIS) by entering data according to current business procedures of all equipment/resource order transactions and write-offs. Verifying equipment records through physical inventory.
3. Co-ordinating purchasing of Forest Fire Suppression Equipment small parts, fuel, initial attack food kits in accordance with all expenditure purchasing policies and guidelines.
4. Ensuring equipment, supplies, and moveable assets are properly stored, identified and labelled, secured and the maintenance and currency of the master copy of the Material Safety Data sheets (WHMIS) is completed and located in the warehouse for staff to access.
5. Providing group leadership to assigned staff (e.g. assigning and scheduling work, monitoring and ensuring deadlines are met and training to ensure knowledge of the job and hazards under the OHSA) and recommending to manager additional staffing requirements associated with escalated activities.
6. Identifying and recommending operational and procedural changes to improve warehouse operations and communicating with other field and regional warehousing and logistics staff as required.
7. Maintaining MNR Asset Information System (MAIS) ensuring program inventory accuracy through physical inventory and appropriate acquisition and disposal of assets
8. Assisting with the purchasing function by preparing purchasing requirements for Fire Operation Supervisor approval and contacting suppliers and gathering information (e.g. price quotes.)
9. Scheduling the pickup of mail, food and purchases during normal and escalated emergency situations.
10. Performing fire related service functions as required (e.g. Logistics Section Chief, Ground Support Unit Leader, Ordering Manager, Supply Unit leader) at the Fire Management Headquarters, attack bases, prescribed burns and base camps during the fire season.
11. Providing record keeping for the dispensing of vehicle gasoline on a monthly basis during the Fire operational period, schedule and deliver the AFFES vehicles for regular maintenance.


Managers have the right to assign additional work or duties

The incumbent shall work in compliance with the Occupational Health and Safety Act and its' Regulations and any workplace practices as directed by the employer. The incumbent shall ensure that workers take precautions to protect the health and safety of themselves and others by complying with such acts, codes, policy, procedures or accepted workplace practices as may be appropriate. The incumbent shall advise workers of actual and potential dangers in the workplace and the required precautions.

Note: Job requires working weekends, statutory holidays, and extended hours and to be away from home on temporary assignments for periods of approximately 19 days during periods of escalated fire activity.

Staffing and Licencing :

- Job requires a valid Class “G” MTO driver's license
- Job requires a valid certificate of IATA (International Air Transport Association - dangerous goods regulations
- Job requires a valid certificate for TDG (Transportation of Dangerous Goods), WHMIS (workplace hazardous material information system)
- Job requires All Terrain Vehicle (ATV) certification (if equipment is available at work location.)
- Job requires Lift Truck Certification (if equipment is available at work location)

Knowledge :

- Job requires knowledge of fire management principles and practices, (e.g. resource allocation, priority setting of fire/resources) and logistics business rules to deliver a sound service and support strategy
- Job requires knowledge of Ministry warehouse procedures and practices, stock control and purchasing procedures and guidelines to ship, receive, and transfer equipment, supplies and moveable assets and to purchase supplies and services.
- Job requires knowledge of the Incident Command System to function as Logistics Boss and other incident command system functions.
- Job requires knowledge of the Forest Fire Suppression Equipment Standards to recycle and/or refurbish suppression equipment.
- Job requires knowledge of the WHMIS (Workplace Hazardous Material Information System), TDG (Transportation Dangerous Goods Act), and IATA (International Air Transport Association Act) to ensure the safe storage, shipping, transportation, handling and documentation of hazardous materials(e.g. propane, gasoline).
- Job requires knowledge of Occupational Health and Safety Act and those Regulations made under the acts that apply to the workplace and the work being performed to protect the health and safety of themselves and others.
- Job requires current knowledge of Standard First Aid to protect the health and safety of themselves and others.
- Job requires knowledge of customer service standards to provide service to internal and external clients.

Skills :

- Job requires judgement and analytical skills to recommend minimum/maximum requirements and to increase effectiveness of warehouse operations.
- Job requires oral and written communications skills to train assistant warehouse clerk, to deal with internal/external clients (e.g. procurement procedures, obtaining/providing information), to document equipment transactions (e.g.requisitions) and to prepare reports.
- Job requires group leadership and organization skills to provide direction and training to seasonal/Extra Fire Fighter and other assigned staff (e.g. assign and schedule work, ensure deadlines are met, monitor and check quality of completed work, advise supervisor of problems and making recommendations, determining training requirements, providing input to selection and performance development plans).
- Job requires tact and diplomacy to deal with suppliers and local merchants in regard to purchasing policies and expenditure guidelines.
- Job requires interpersonal and customer service skills when dealing with staff, and the public.
- Job requires planning skills to work independently to meet deadlines, to identify priorities ensuring adequate equipment levels and warehouse/service staffing are sufficient to meet current and forecasted needs during periods of normal and escalating fire activity.
- Job requires data entry and typing skills to enter and manipulate data and prepare reports.
- Job requires computer skills [e.g. e-mail, word processing, internet, Ministry inventory and stock control applications and Fire Inventory Management Information System (IMIS)] to input and retrieve data, prepare reports and to update equipment and asset inventory.

Freedom of Action :

- Job requires working in accordance with ministry and government policies, guidelines, directives and established purchasing practices and procedures.
- Job requires performing tasks with minimal direct supervision and working independently to establish work priorities within a rapidly changing fire emergency environment.
- Job requires that matters of a contentious nature be referred to supervisor (e.g. poor performance of staff members, client/supplier failure to meet commitments).
- Job requires determining best alternatives for logistical support based upon resources available, costing and impacts (e.g. dealing with vendors for quick turn around of supplies).
- Job requires providing regular progress updates to supervisor to ensure targets are met and results achieved.
