Purpose :

To plan and manage a variety of projects with defined scope in support of ministry initiatives which may have province wide impact, and to develop business plans for the delivery of initiatives to support the division.

To manage a unit responsible for the planning, implementation, and management of project initiatives.

Key Responsibilities :

1. Develops business plans for the delivery of project initiatives to support the division, and develops integrated project plans, and sound project practices, guidelines, tools, templates, training, and process management.
2. Develops or confirms project charter, terms of reference and master project plans; develops integrated project plans to schedule prioritize, monitor and control projects through the lifecycle; and establishes resource requirements, accountabilities, deliverables and timelines for project implementation.
3. Monitors the progress of projects and results against targets, analyzes and recommends best practices, and reports on progress in order to achieve project goals. Identifies and assesses risk issues throughout the project lifecycle, and recommends risk mitigation actions.
4. Manages a unit responsible for the planning, implementation, and management of project initiatives. Sets priorities and develops work plans to lead the team in providing project-related supports, consultation, and analyses.
5. Provides advice and expertise related to implementation strategies, project planning, resourcing, monitoring and reporting, promote project management practices, and support delivery of the strategic business plan and division project goals.
6. Represents the division on inter-ministerial project committees and task forces, and works closely with project partners and stakeholders.
7. Monitors the progress of projects and results against targets; conducts project evaluation and assessment throughout the project lifecycle; identifies and analyzes issues; recommends best practices and risk mitigation actions; develops and disseminates best practices and reports on progress in order to achieve ministry goals.
8. Establishes and maintains strong working relationships with key partners and stakeholders to ensure timely and accurate information flow and identification of issues; presents and advocates the ministry's position at various forums.
Managerial Responsibilities
1. Leads and manages a team(s) in the delivery of a program or service operation and contributes to financial, business, strategic planning and evaluation processes.
2. Identifies financial, material and human resources needs, manages and controls the operational/program/project or activities budget. Contributes to long term financial and resource planning.
3. Promotes a values-based and inclusive team through employee engagement, communicating program deliverables, setting and evaluating performance standards, recommends merit increases, identifies staffing needs, and makes hiring decisions, recommends discipline where required, and promptly addresses employee relations matters.
4. Develops and sustains internal and external stakeholder relationships to coordinate shared interests.
5. Responsible for ensuring compliance with regulatory, legal, financial, collective agreements and ministry policy commitments and advising senior management of sensitive issues/matters.

Factors :

Knowledge :

Ministry strategic directions, policies, programs and service delivery models, to provide operational management of a program area, service or initiative, to determine and plan for program resource requirements and to ensure alignment of programs/projects with corporate, division and branch goals and objectives.

Human resources practices, policies, directives and collective agreements in relation to recruitment, training and development and labour relations to support an inclusive and engaged team; address employee issues and to support talent management.

Government and ministry financial and administrative procedures, to manage and control allocated financial and material resources, including developing annual budgets, and managing assets and contract service providers.

Expertise in project management principles and methodologies to manage the delivery of program plans, initiatives and goals.
Specific technical aspects of division and client program areas directly related to the projects, in order to lead, monitor and evaluate projects to meet ministry/client requirements as defined in the project framework.
Government development and approval processes, research and evaluation techniques, and reporting protocols, to manage the planning, implementation and evaluation of assigned projects; and to provide regular status reports for senior management information and decision-making.
Risk management principles and techniques, to identify risks throughout the project lifecycle and develop/recommend mitigation actions.

Program Responsibility :

Responsible for the development of business plans for the delivery of project initiatives to support the division.

Responsible for managing a unit responsible for the planning, implementation, and management of project initiatives.

Responsible for conducting project evaluation to maximize program effectiveness and recommend future changes for continuous improvement; Responsible for identifying and resolving issues throughout the project lifecycle; and providing ongoing advice to project stakeholders.

Responsible for developing communications plans and internal communications materials including presentations, briefing notes, reports and correspondence for staff, senior executives and other stakeholders.

Responsible for developing and maintaining strong linkages throughout the division and builds partnerships with key internal and external partners and stakeholders for strategic project management consultation and planning.

Analytical Thinking :

Conceptualizes business plans for the effective project management and delivery of project initiatives to support the division.

Assesses project plans, estimates, schedules, and timelines and manages resources throughout the project lifecycle.

Troubleshoots problems and identifies issues to ensure projects are completed on schedule and budget, and meet client requirements.

Assesses and determines the implications of a range of issues affecting project outcomes, and develops recommendations to resolve various issues related to project implementation.

Planning / Coordinating :

Coordinates and plans the delivery of a program, operation, service or project considering the strategy and mandate of the branch and ministry.

Determines financial, material and human resources needs, coordinates operations with other areas of the branch and division, and organizes work to meet program objectives. Participates in divisional results based and strategic planning, processes.

Coordinates consultation and advisory meetings relating to program/service initiative with external and internal stakeholders, partners and consultants.

Coordinates and manages project planning processes for projects and initiatives through the project life cycle management process.

Plans and coordinates project plans and teams to achieve division/client requirements as articulated in the project framework.

Plans and coordinates consultation processes with stakeholders, and ensures the integration of stakeholder interests in program development and review.

Coordinates the review and resolution of project issues which impact the achievement of the mandate of the branch/division.

Leadership/Guidance :

Manages its team(s) by communicating values, strategies, expectations, and promotes an engaged and inclusive environment.

Ensures that identified organizational standards and operational goals are met by: contributing to succession planning; establishing performance standards; conducting regular performance management reviews; recommending merit increases; determining the organization of the work unit and by building individual and team competencies.

Identifies and recommends staffing needs, conducts recruitment and selection activities, manages orientation/training, develops remedial plans; addresses employee/labour relations/employee matters.

Independence of Action :

Works under the general direction of the manager/management team and within the framework of ministry, division, branch policies, directives, guidelines and objectives.

Exercises independence of action in participating and providing program/service recommendations as a member of the management team. Provides expert opinions/briefings, advice to senior management on identified and emerging issues impacting program or service goals, outcomes or efficiencies.

Exercises discretion and independent judgement to determine and manage work activities where past practices may not exist.

Leads a variety of projects through the development and implementation of project and business plans within an established scope and general project framework.

Recommends optimum solutions to meet ministry/client requirements within time and budgetary constraints; determines and recommends resourcing requirements.

Identifies risks and required changes throughout the project lifecycle, and recommends mitigation actions for senior management decision-making.

Provides advice and information to senior management on project planning and the mitigation of project risks/issues for successful project and planning outcomes.

Interpersonal/Communication :

Provides information, discusses, briefs, and presents recommendations to divisional management on project and business plans, proposals, and issues resolution.

Builds and maintains stakeholder relationships to establish effective rapport and coordinate shared interests.

Develops communications materials including presentations, briefing notes, reports and correspondence/memos for a variety of audiences (e.g. political staff, senior executives, other ministries and stakeholders).

Physical Effort :

The majority of time is typically spent in an office environment with frequent opportunity to move about. Occasionally, moves/lifts light objects such as training materials required for presentations.

Sensory Effort :

Normal sensory requirements with minimal need to perform work requiring extended concentration of the senses without interruption.

Working Conditions :

Work is performed in a typical office environment.
