Purpose of Position :

To increase the business value by improving quality, reliability and frequency of application releases. To actively participate in planning, implementation and operational support of major, complex, state of the art business solutions (both custom developed and off-the-shelf). To improve productivity and collaboration within agile teams while practicing DevOps practices leading to optimization and automation of processes

Duties / Responsibilities :

Building and maintaining the tooling that makes up the infrastructure platform as well as working with the teams that consume its services.

Developing continuous integration and deployment pipelines using modern tools and technology, including designing appropriate architectures and selecting available open source tools and solutions; recommending specific areas for improvement; identifying bottlenecks; recommending ways of maximizing or enhancing efficiency; presenting major recommendations/changes to senior management

Providing technical expertise and guidance for the development, implementation, and maintenance of technical/business solutions to support end users, project teams, or peer technical staff. Providing technical leadership for technical project work, including preparing project plans, leading teams. developing estimates of costs/resources/staffing required, determining schedules, monitoring activities, providing status reports, project control, hardware and software troubleshooting. testing. communication of change promotion of changes, identifying training needs of technical users.

Planning for the acquisition and implementation of major computer installations, providing advice; researching and evaluating technology; and conducting product acceptance testing of acquired products from a technical and performance perspective.

Analyze existing technology to recommend areas of improvement and/or new developments to existing technical design problems and provide solutions to Improve productivity. Is responsible for working with specific Ministry architecture, security and privacy teams to ensure adherence to Ministry and OPS wide standards (in particular GO-ITS).

Analyzes design and determines coding, programming, and integration activities required based on general objectives and knowledge of overall architecture of product or solution.

Implement, maintain, and continuously improve CI/CD processes to effectively support teams during development and delivery cycles.
Work collaboratively with multiple agile teams to help deliver end-to-end products and features, seeing them through from conception to delivery

Architect robust technical designs solutions in the cloud with a focus on quality, security, reliability, scalability, and high platform availability

Knowledge :

Job requires in-depth knowledge of information technology and DevOps engineering principles as well as agile and Cloud-based solution delivery.

Knowledge of professional software engineering practices for the full software development life cycle (SDLC), including coding standards, code reviews, source code management, build processes and testing.

Knowledge of DevOps tools and techniques, client/server application development, thorough understanding of system architectures including technical, data, application and network architectures.

Job requires knowledge of LAN and PC hardware, software architectures. network protocols and
topologies to analyze existing ministry technology and identify improvements/developments which will respond to technical design problems and improve administrative productivity.

Job requires knowledge of current and the advances in hardware and software products and peripheral equipment to ensure the ministry's infrastructure is compatible with technology changes and directions. Job requires knowledge of ministry information technology guidelines and procedures to provide interpretation and explanation of policies to users/managers.

Skills :

Job requires highly developed reasoning and problem solving skills to assess and recommend architectural strategies for acquisition. development, integration and implementation of highly complex technical solutions.

Job requires analytical skills to identify microcomputer and mainframe software requirements for clients with highly technical requirements and provide solutions to improve administrative productivity including the acquisition of major microcomputers, LAN and PC installations.

Job requires proficiency with cloud service providers.

Job requires strong problem solving skills to assess technical design problems and develop computerized solutions to information problems in support of end users which are cost effective and improve client program/service delivery.

Job requires analytical and problem solving skills to assess problems referred to by other analysts in the section, identify and resolve problems impacting the information technology infrastructure and diagnose and resolve the more complex operational problems With hardware and software.

Job requires analytical skills to conduct cost benefit analyses in support of acquisition recommendations.

Job requires researching skills to attend trade shows and review technical manuals to maintain current in the rapidly changing technology environment.

Job requires analytical skills to interpret ministry guidelines and procedures for major computer installations.

Job requires excellent oral communication skills to discuss client requirements; lead discussion of technology acquisition options and technical processes; and discuss acquisition recommendations with clients, technical staff and vendors.

Job requires strong interpersonal skills in listening, negotiating and influencing technology issues to ensure performance and standards needs are achieved while delivering business solutions to the customer.

Job will require leading/facilitating technical discussions with vendors. customers. other technical staff and senior management

Job requires oral communication and interpersonal skills to provide troubleshooting for customer sites and colleagues. Job requires writing skills to prepare cost benefit analyses. Project reports: and explain analyses/recommendations.
In-depth technical knowledge, architecture experience and proven strategic thinking is required in order to successfully deliver new solutions, improve existing ones and challenge status-quo.

Freedom of Action :

Job requires working within ministry policies and guidelines for delivery of systems support services, consulting services and ministry and government policies and directives for information technology acquisition.

Job exercises latitude in decision making by: determining how best to define and characterize client needs; recommending particular information architectural approach for the implementation and integration of major client/server, WEB, mainframe or stand alone PC business applications and by coordinating implementation and acquisitions necessary to seamlessly integrate and provide open architectures to enable achievement and performance of the business and technical objectives of the projects.

Work is regularly discussed with clients. vendors and other technical staff; and general updates on project status and achievement of objectives are provided to supervisor/manager and reviewed in relation to stated project objectives, timelines and budget.

Job requires referring to supervisor/manager problems/issues such as significant technical issues, performance issues or non-conformance to architectural standards.
