Purpose of Position :

To provide group leadership in planning and organizing work for AME 1, 2, 3, positions. To maintain the air fleet in an airworthy condition in accordance with the regulations laid down by Transport Canada Airworthiness Manuals and Directives as issued by AFFMB.

Duties / Responsibilities :

1. Act as a group leader for AME's involved in maintenance and repair of specific aircraft, organizing day-to-day activities, assigning work through work orders and associated projects, providing technical advice and receiving direction from Maintenance Production/Planner.
2. Organizing and maintaining technical records that pertain to the work being accomplished.
3. Liaison between AME's, Production Planner, Maintenance Manager and Quality Assurance for technical and administrative manners.
4. Performs maintenance tasks on the aircraft for serviceability to ensure customer needs are being met.
5. Provides input into the Performance Appraisal Process.
6. Provides input into the maintenance planning, aircraft modifications, work procedures and inspection procedures.

Staffing and Licensing :

Must possess a valid Transport Canada Aircraft Maintenance License endorsed as defined in the Class Standards. Must have a working knowledge of Transport Canada Air Navigation Orders, Air Regulations and Airworthiness Manuals.
Must posses a valid Restricted Radio Operator's Certificate ' Aeronautical.
Must be able to obtain an Airport Security Clearance per Transport Canada requirements.
Must posses a valid Ontario driver's licence.
Must have the ability to meet the physical demands of the positions

Knowledge :

Job requires the proven knowledge of computers and system software used to support a Flight Training Device. Job requires the proven knowledge of the concepts of the simulation process (e.g. what is real aircraft, what is being simulated and how they interact) to perform daily readiness inspections of the FTD to ensure it meets training requirements.

Job requires a working knowledge of Transport Canada Canadian Aviation Regulations (CARs), regulations and Airworthiness Manuals to maintain the Ontario Ministry of Natural Resources and Forestry's (OMNRF) CL-415 Flight Training Device (FTD) in accordance with regulations established by Transport Canada and directives issued by Aviation, Forest Fire and Emergency Services (AFFES).

Job requires a working knowledge of proper function of and experience in repair and diagnosing defects in engines, flight systems, hydraulic systems, avionics systems, undercarriage systems and propulsion systems to maintain the Ministry's CL-415 aircraft in an airworthy condition in accordance with regulations established by Transport Canada Airworthiness Manuals, Air Navigation Orders, air regulations and directives issued by AFFES.

Job requires knowledge of worker responsibilities as outlined in the Occupational Health and Safety Act and Regulations.

Job requires a working knowledge of OMNRF parts ordering and control process and associated budget processing to maintain accurate FTD maintenance records.

Job requires knowledge of specialized precision tools, hand tools, and aircraft manual and electronic test equipment to determine the appropriate tools and equipment to carry out inspections, maintenance and repairs, to Transport Canada and aircraft industry standards for this classification of work.

Job requires knowledge of computer-based maintenance information management systems (e.g., Word, Excel, WinAir) to access maintenance due records, aircraft status information and stores inventory and to download aircraft engine monitoring systems, and maintain inspection, maintenance, repair, and parts records/data bases.

Job requires knowledge of specialized aircraft maintenance support equipment, e.g., cranes, tow vehicles, ground power units, testing equipment, balance equipment, to operate them correctly and safely.

Job requires knowledge of Dangerous Goods Act requirements in order to properly handle aircraft fuel, bonding agents, synthetic fluids, oils, paints, ketones and other hazardous materials, to ensure own and others' safety.

Skills :

Good communication skills required to interact with staff, clients and other OMNR personnel.
Must have the ability to organize work and assign personnel and monitor progress.
Must have the ability to interpret and analyze drawings, directives and manuals and pass on directions to staff.
Proven ability at technical problem solving.
Ability to carry out tasks under limits supervision.
Ability and willingness to work with a computerized maintenance system and also maintain hard copy records.
Ability to use and the knowledge of the use of precision tools, hand tools and related aircraft test equipment.
Ability to work within the guidelines of OMNR Policy and Procedures.
Ability to interpret and follow manufacturers and regulatory instructions.

Freedom of Action :

The position has designated responsibilities for leading employees by scheduling and assigning work ensuring that parts are ordered for special projects. The position is also responsible for monitoring and checking work performed during hangar heavy maintenance projects and responsible to resolve problems and determine appropriate course of action. The position provides input into training requirements and performance of employees.
Work is performed with considerable latitude when making decisions regarding assignment of work, organization of work projects and determining appropriate courses of action to repair aircraft. Procedures exist in the form of OMNR publications and technical guidance exists in the form of aircraft maintenance publications. The appropriate course of action must be selected in performing repairs and determining if the aircraft must be removed from service. Job requires efficient use of time to keep aircraft "downtime" to a minimum and a high degree of concentration is required to ensure completeness of work. Supervisor is referred to only in cases of unusual circumstances.
Failure to exercise good judgement in maintenance of the air fleet could result in injury, loss of life and destruction of aircraft. Poor planning may impact programs causing excessive cost and program degradation.
