Job Summary :

To ensure the provision of specialized advisory services, senior systems engineering expertise in the full systems development life cycle of Intelligent Transportation Systems (from planning, design, development, implementation, systems integration, deployment, operation and maintenance) that services all regions across the province.

Responsibilities :

1. Provides systems engineering leadership in managing complex Intelligent Transportation Systems (ITS) software development projects in a multi-tier architecture and distributed network environment to ensure results of the delivered services meet the ministry's quality and cost effectiveness standards and support the ministry's business goals and priorities related to the 24x7 transportation management of the provincial freeway network.

2. Supports the development and execution of system life-cycle replacement/enhancement strategies and plans to design and build new system with safe, efficient, interoperable, secure and cost-effective infrastructure and services based on current and future priorities.

3. Liaises with internal stakeholders to analyse user/business requirements and translates them to technical systems requirements for the preparation of statement of work for system enhancements and RFI/RFP for new systems or managed services. Recommends potential solutions to enhance business workflow and process.
4. Establishes performance and cybersecurity measures by adopting the latest industry standards.

5. Reviews system proposals and analysis provided by internal and external clients/contractors/consultants and provides technical support in the preparation of recommendations for the purchase, upgrade and development of system components to senior management and/or for submission to Management Board of Cabinet.

6. Manages external system/software consulting engineers and contractors. Participates in design reviews and recommends acceptance, rejection or modification of specifications, design proposal, implementation plans, acceptance test results, etc.

7. Leads the integration of current and new ITS applications to the MTO's multi-tier architecture and distributed network environment by preparing and reviewing migration/rollout plans to ensure minimal downtime in the production system.

8. Advises systems engineers regarding application enhancements and sets project priorities. Provides system diagnostic guidelines and knowledge record for systems engineers and other staff to isolate, troubleshoot and identify the source of the issue.

9. Interfaces with internal and external stakeholders to support information and data requests. Provides technical guidance and expertise to project team staff in the application, implementation, operation and maintenance of the central computer systems. Prepares various detailed engineering standards, program documentation, manuals, technical reports. Makes presentations, chairs technical meetings.

Qualifications/Licenses :


Licensed Professional Engineer by Professional Engineers of Ontario (PEO).

Knowledge :

Theories, principles, practices of system engineering approaches in the design, development and implementation of new/enhanced ITS and traffic/transportation system components.

Theories principles and practices related to ITS and traffic/transportation management operations, and understanding of the planning, design and operation of ITS systems and services to ensure cost-effective services and to recommend the purchase and development of new/enhanced transportation system components.

Latest industry standards include all ITS standards not limited to Institute of Electrical and Electronic Engineers (IEEE), National Electrical Manufacturers Association (NEMA), National Transportation Communications for ITS Protocol (NTCIP), ITS Architecture of America, ITS Architecture of Canada, Architecture Reference for Cooperative and ITS (ARC-IT), and latest technologies to ensure the planned systems' performance, integration and management meet the ministry's objectives and requirements.

Large system implementation and integration involving many field devices and multiple data sources to provide systems engineering leadership in managing software development projects in a multi-tier architecture and distributed network environment and to recommend hardware/software products and services.

Developing, implementing and maintaining application software specifically designed for the province-wide COMPASS System to ensure the provision of reliable, safe and cost-effective central computer services.

Communication/Interpersonal Skills :

Establishes effective working relationships with colleagues, associates and officials.

Exchanges technical information, discusses problems of mutual concern, resolves problems, and provides specialized technical expertise and advisory services.

Communicates technology subject matter and presents to senior management or business owners with clarify and concision.

Interprets user/business requirements in order to develop technical requirements.

Problem Resolution and Analysis :

Assesses, accepts, rejects or amends design and other proposals, and in estimating project schedules, budget requirements and operating costs.

Assesses consultant and supplier proposals, and in ensuring that ministry standards and the current state of computer technology are reflected in proposals and designs.

Prepares budget estimates and approves design proposals.

Resolves production system problems and performances by analysis, debugging, identifying the root cause and applying corrective maintenance.

Reviews and resolves system integration related to new device type, data source and technology.

Leadership/Guidance :

Provides technical leadership and liaises technical direction from the supervising engineer to the systems team to execute the planned system developments and unplanned emergency activities and special initiatives.

Provides guidance to project staff.

Independence of Action :

Work is performed under the direction of the manager, with guidelines available in the form of established engineering principles and practices, ministry goals, policies, procedures and directives, specialized computer technologies and systems.

Judgement is exercised in providing advice and technical direction to engineers within the section and to other project staff, and in monitoring various design and implementation activities to ensure timely and successful completion of projects.

Judgement is required in solving design and implementation problems requiring the application of innovative approaches and advanced computer engineering techniques.

Judgement is exercised in planning, coordination and conducting required activities to integrate the central system to all other elements of ITS.

Completed work is accepted as technically sound with major problems discussed on a continuing basis with the manager.

Initiative is required in developing and implementing new software to enhance/improve the effectiveness of ITS and in applying the latest available technological innovations.

Physical Effort :

Walking, sitting, standing with opportunity for movement (e.g., stretch, leave the workstation, etc.) for the greater part of the work day.

Mental and Sensory Effort :

Job requires concentrated mental/sensory effort to review and analyze complex technical information.

Working Conditions :

Work is typically carried out in an environment with regular exposure to disagreeable working conditions or hazards such as site visits.
