Purpose of Position :

To provide project coordination and support to implement initiatives within the Indigenous Consultation and Partnerships Branch and to provide analytical and administrative support to the further development of Aboriginal consultation and partnership programming

Duties / Responsibilities :

The Ministry of Energy, Northern Development and Mines' vision is of a vibrant Northern Ontario economy and a provincial minerals sector that is healthy, competitive and sustainable. The Indigenous Consultation and Partnership Branch provides support to the ministry in establishing effective Indigenous relationships and in providing informed advice to policy and program areas so that the ministry's vision can be realized within the Indigenous communities in Ontario.

In this context and under the general supervision of the Manager, Indigenous Consultation and Partnerships Branch, the position:
1. Provides project planning and implementation in support of the branch and ministry's Indigenous initiatives (e.g., outlined in the ministry's Indigenous Affairs Strategy creation and maintenance of an Indigenous learning curriculum, and preparation for the Prospectors and Developers Association of Canada (PDAC) annual convention and other forums). Coordinates project daily activities, including reviewing and monitoring project progress, including key deliverables, timelines and budgets, and assisting in the assessment of project financial and material requirements.
2. Assists in the development of workshops and preparation of presentations, work plans, briefings and reports according to branch priorities for decision-support materials and other products, as required.
3. Conducts research and analysis of new developments and best practices, including the exploration of potential new training materials and tools, as well as mechanisms for information sharing, tracking and monitoring effectiveness.
4. Participates in the development of standards, processes and performance measures to ensure the efficiency of the Branch.
5. Consults and engages with other ministries and clients, including ministry program managers and their staff, to seek input and/or assess feedback collected and to discuss the review/development of processes
6. Participates in team meetings, committees and working groups to convey and support the development of strategies and approaches in achieving business, decision-making and goals and objectives.

Knowledge :

The position requires knowledge of:
1. Ontario's Indigenous peoples, culture, governance, community perspectives and political dynamics, to work effectively with a team focused on Indigenous Affairs and to contribute to branch programs and initiatives.
2. Lands, resources and economic development issues and trends in Ontario to contribute to branch and ministry initiatives related to mineral and economic development.
3. Project management theories and methodologies, to assist in the planning and implementation of project activities relating to branch initiatives, including reviewing and monitoring project progress, deliverable, timelines and budgets.
4. Research techniques to conduct research and environmental scans, analyze and compile information/data for the development of standards, processes, new tools/systems, etc.
5. Performance measurement methodologies and evaluation techniques.

Skills :

The position requires:
1. Project management and organizational skills, to develop workflow strategies and coordinate day-to-day activities while dealing with competing priorities and tight timeframes, and ability to monitor and report progress, and resolve issues.
2. Research skills to gather assess complex and diverse issues with attention to detail.
3. Communication and interpersonal skills to provide and exchange information, prepare and present material, participate in meetings, and communicate with stakeholders in a clear, concise, accurate and respectful manner.
4. Teamwork skills and flexibility to work cooperatively and collaboratively within a team or workgroup, including contributing fully and actively to team activities, projects and client initiatives, to achieve group and organizational goals.
5. Computer skills (Microsoft Office Suite) to prepare presentations, project plans, reports, etc., and to use the internet and intranet for research and analytical work. GIS and mapping an asset.

Freedom of Action :

Acts under the general supervision of the Branch Manager, Indigenous Consultation and Partnerships Branch and provides support to other branch employees.
Performs day-to-day functions with relative freedom and independence.
Work is performed within the broad framework of overall policies, guidelines, procedures and branch's business goals and objectives.
Errors in judgement or recommendations made to the Branch Manager and Branch Director, and ineffective information research and analyses, could result in inaccurate and incomplete information and affect project goals and decisions made by the Manager for consideration by the Director or Assistant Deputy Minister.
Contacts are internal and external, including other OPS ministries, to conduct research, participate in committees/working groups, provide, obtain and share information.
