Purpose of Position :

To provide business/systems analysis, process/data modelling, and business re-engineering support for the Economic Ministry's solution portfolio. To provide consultation services to business clients and project teams on use of information technology to meet business goals and objectives, and IT strategies and objectives

Duties / Responsibilities :

1. Identifies and analyzes client business needs relative to the Economic Ministries program/service delivery/information requirements and business goals including assisting business with identifying business requirements.

2. Conducts feasibility studies including cost/benefit analysis, assesses possible integration with other business systems, investigates and prepares alternative solutions, and recommends business solutions that promote overall cluster/OPS IT strategies and objectives while aligning with business goals.

3. Prepares use cases, process and data models to support new/re-engineered processes and information needs using standard tools, techniques and methodologies to ensure effective system design quality, productivity and integrity.

4. Provides consultation to ministry clients in the development and implementation of business applications and processes, and supports business clients with training needs.

5. Provides technical guidance to staff/consultants and coordinates design, development, testing of systems applications and implementation schedules; develops and coordinates system documentation.

6. Provides support in acquisition of software/hardware including conducting research for products, evaluation, selection and acquisition; provides support in acquiring consultant resources through OPS VOR, RFS, RFP & RFI tendering processes.

Knowledge :

Job requires knowledge of analyzing business requirements to conduct feasibility studies, investigate and recommend alternative business system solutions. Job requires knowledge of business process and data analysis/modelling to prepare use cases, process and data models. Job requires knowledge of systems design, development, methodology and techniques to conduct business systems development projects, analyze system needs and conduct feasibility and prepare technical documentation. Job requires knowledge of cluster and OPS IT strategies, objectives and best practices. Job requires knowledge of ministry project management and system development methodology and client business processes and requirements to evaluate systems processes and develop systems solutions to ensure effective design quality and integrity to meet client and ministry IT requirements and ensure integration with other business systems and processes. Job requires knowledge of procurement policies, guidelines and processes.

Skills :

Job requires reasoning and problem solving skills to identify and analyze client needs relative to program/service delivery requirements and business goals, analyse system needs and conduct feasibility studies including cost/benefit analysis, investigate alternatives and recommend business solutions to meet client needs and ministry IT objectives. Job requires analytical skills to identify and assess areas for system improvements, conduct evaluations of new software applications, advise clients/systems staff of the benefits of new technology and recommending acquisition. Job requires evaluative and conceptual skills to evaluate current systems processes, develop and enhance system design and application tools, techniques and analytical methods to ensure effective design quality and recommend integration with other business systems and processes. Job requires project management and co-ordination skills to conduct business system development projects, developing design specifications/cost estimates, providing guidance to staff/consultants and preparing technical documentation. Job requires written communication skills to: prepare reports on project findings and recommended business solutions/conclusions, including assessment of technical specifications and considerations (e.g. technical design features ensuring system efficiency, performance and integrity) as well as prepare evaluations of new software applications and recommendations for new system design tools and techniques.
Job requires oral communications skills to: explain technical solutions to non-technical ministry and external clients/staff; make presentations to clients and program management and technical staff on business design proposals; and in providing leadership/guidance to project staff/consultants. Job requires interpersonal skills to: present and discuss benefits/drawbacks of proposals on business systems applications and solutions for the program and encourage support for recommended approach; discuss systems design and technology acquisitions with clients and encourage approach that facilitates achievement of program information technology objectives; and arrange provision of services or acquisition of software with vendors, within defined limits.

Freedom of Action :

Job requires working within government/ministry directives, guidelines, and policies relating to the delivery of business systems design, development and acquisition. Job requires decision-making by: analyzing and determining client needs; analyzing system needs and possible integration with other business systems; determining project terms of reference, technical standards and cost estimates; recommending effective business solutions; and evaluating/recommending new tools, techniques and software applications to meet client and ministry IT objectives. Work is reviewed for soundness of proposals within the context of overall client needs and division/ministry technology plans, objectives and strategies through regular updates/reports and presentation of proposals for new design solutions and applications. Job refers to Manager problems/issues such as conflicts between client requirements and division information technology strategies/plans, project resourcing issues and the need for changes to project direction and application design strategies.
