Purpose of Position :

Working under the general direction of the Senior Manager, provides technical leadership and team management to support the daily operation of a complex ERP application that enables delivery of financial services and financial information to meet OPS ministry and central agencies business requirements. Takes an active leadership role in performing major/critical system integration, security, and configuration, operations planning and problem-solving. Supervises staff and manages information technology resources; ensures delivery of integration, configuration services and security services to meet the demanding targets and service level agreements with ministries.

Manages the design, development, enhancement, integration and maintenance of quality IT solutions and infrastructure within operating budgets and project schedules. Manages the ERP application's security and configuration needs, and the systems integration and application integration needs for both operations and for projects. Management of the IT solutions, specifically the OPS enterprise application suite known as IFIS (Oracle e-Business suite) and all the related custom solutions.

Duties / Responsibilities :

In an area with large and complex technology solutions supporting a broad base of diverse users, the incumbent:

1.Provides leadership and management for very complex and multi-faceted ERP application system operations (such as Oracle eBusiness suite) from the design and inception to post-implementation and support. In a full range of technical environments and in support of mission critical systems, ensure application activities are completed on a daily basis including:

-Plan and monitor operational, configuration and security activities to ensure the sound and secure operation of the complex ERP application suite;
-Negotiate priorities and production schedules;
-Plan, organize and manage administrative duties for the unit, including creating and maintaining departmental operational plans, staffing and finances;
-Develop business, service and system plans, in support of the ERP development and maintenance needs, including Provincial Budget plans and estimates, MB20's, and organizing, budgeting, preparing funding and proposals;
-Develop and implement performance measures, benchmarks and quality assurance standards based on the establishment of challenging and achievable goals.
-Conduct trend analyses and translation of outcomes that provides value to the planning and decision making activities of the organization
-Ensure compliance with relevant legislation, policies and regulations, and corporate I&IT strategy;
-Provide timely diagnoses of critical incidents.

2.Ensures the successful delivery of projects on-time and on-budget, while meeting business. Scope includes:
-Develop briefing notes, business cases and RFPs and RFSs. Evaluate vendor proposals, negotiate, develop and manage contractual agreements between the ministry and service providers;
-Conduct product fit analysis, product acquisition, systems integration, customization, conversion, user training, process control, planning of resources;
-Monitor progress on projects and report to client management, I&IT management and other project stakeholders, and ensure project deliverables meet established success criteria; taking corrective action; conducting follow-up to ensure client satisfaction;
-Report to division and branch senior management on project progress and ensure implementation/delivery that meets business needs as planned, scheduled and budgeted;
-Establish project engagement agreements, terms of reference, roles and responsibilities, and SLAs with clients to set direction and establish success
criteria;
-Direct teams of multi-disciplinary staff including I&IT staff, client staff and consultants; establish priorities, schedule business reviews and comply with Cluster and I&IT strategy and standards
-Apply up-to-date business re-engineering and software development methods and tools;
-Direct the integration and deployment of business solutions, addressing all considerations relating to deployment including application, interface,
infrastructure, I&IT SLAs, organizational changes, business process changes and procedural changes;
-Evaluate vendor proposals & negotiations, and manage contractual agreements between the ministry and service providers;
-Develop and implement performance measures, benchmarks and quality assurance standards based on the establishment of challenging and achievable goals;
-Direct project planning of all phases from establishing project budget, time-lines/schedules and priorities, to acquiring project resources including staff,
contract and computer resources;
-Direct solutions development functions as needed, including detailed business requirements, business and system analysis, systems integration and
design, security considerations, configuration needs, development and testing
-Participate and or lead the purchase and modification of commercial systems
-Participate on project steering committees and other client and stakeholder forums;
-Prepare, control and account for project budgets and investment funds;
-Manage and/or participate on multi-jurisdictional projects eg. federal government;
-Ensure compliance with relevant legislation, policies and regulations, and corporate I&IT strategy

3.Provide management and processing of all IFIS Security Service Requests (ISSRs) such as User Account Maintenance Requests (UAMRs), IFIS PO Requisition Approval; Delegation of iExpenses; IFIS Employee Record Updates; IFIS User Name Changes; Non-OPS Employee Setups; and Bulk Load Requests and Electronic Delegation of Authority (eDOA) requests (automated and manual).

4.Responsible for license management tracking.

5.Responsible for management of required threat risk assessments (TRAs) activities for IFIS related projects, in conjunction with OPS Corporate Security. Oversees a team that participates in TRA sessions and reviews the reports in the capacity of subject matter experts on controls deployed in IFIS.

6.Direct management of assigned staff including:
-Recruitment and selection, provision of training and staff development, assignment of work, determining performance standards and conducting
reviews, fostering an environment of team-work and productivity;
-Counselling staff, approving leaves of absence and handling labour relations matters;
-Determines performance standards and conducts performance reviews

7.Develops service level agreements and contracts with service providers;

8.Prepares multi-year and annual plans for application, security and configuration management, and establishment of resource allocation needs for these.

9.Participates as a member of various ministry, division committees and task forces, to provide input to IT standards, policies, guidelines and procedures and to provide advice on planning and advancing the goals of the organization.

10. Participates in branch decision-making processes including strategic and business planning, policy and standards development. Contributes to the development of written communications and training to ensure effective delivery of procedures.

11. Develops and monitors standards, processes, methods, techniques and controls to ensure optimum systems performance and the integrity, security, confidentiality and reliability of data relating to client server systems environments and to provide contingency recovery in the event of major systems problems.

12. Develops, fosters and manages effective relationships and partnerships with vendors, suppliers, staff, and interdisciplinary colleagues to facilitate cooperative approaches and mutual business efforts. Manages project teams comprised of inter-disciplinary colleagues across ministries, service providers and external consultants.

13. Leads the evaluation of emerging trends and technologies. Develops and implements innovative and creative approaches, opportunities and initiatives for the delivery of high quality, value added and efficient services and products which effectively address clients' business needs and expectations.

14. Develops and implements performance measures, benchmarking and quality assurance standards based on the establishment of challenging and achievable goals; manages operational performance and the subsequent evaluation of productivity and effectiveness of assigned projects. Ensures that all operational documentation is properly completed. Conducts trend analyses and translation of outcomes, which provides value to the planning and decision making activities of the organization.

15.Creates and promotes a productive teamwork business environment and customer service culture which fosters the long-term learning and development of others through coaching, training or other experiences and where the organization's values in such areas as risk taking, creativity, customer service excellence, and innovation are inculcated.

16.Acts in the absence of the senior manager when necessary.

Knowledge :

Position requires:
-Comprehensive knowledge of Enterprise Resource Planning (ERP) systems and related products and services.
-Excellent skills and knowledge of project management and integration of ERP systems including planning, estimating, budgeting, scheduling, risk management, measuring, monitoring and controlling.
-Excellent knowledge of SDLC in integration of ERP systems and requirements of environments in support of it.
-Excellent knowledge of full life-cycle ERP systems engineering, including product definition, system milestone definition, and successful feature delivery. Strong knowledge of business and systems analysis, design, development, testing and implementation methods (such as Oracle Unified Method), technology, data, applications, networking and security architectures and standards in order to direct staff in design and development of ERP systems.
-Excellent knowledge of systems and application integration techniques, extensions, customizations and integration options for ERP systems.
-Experience with standards, procedures and tools for version control, change and release management.
-Strong knowledge of server, operating systems and system software used in integration of ERP systems.
-Good knowledge of the software products commonly installed on OPS desktops and servers.
-Good knowledge of current developments in the market of hardware and software for ERP solutions. Knowledge of test lab development, operations and administration.
-The delivery of development, maintenance, and production support projects and services, utilizing current best practices for business and I&IT, alternate delivery options such as buy vs. build, outsourcing, and the application of innovative information technology;
-Business and systems requirements definition, analysis, design, development, testing and implementation methods, techniques and tools, and broad knowledge of technology, data, applications, networking, and security in order to direct staff in the design and development of business systems;
-Excellent management skills and a thorough knowledge and understanding of project management techniques such as planning, estimating, organizing, budgeting, scheduling, measuring, monitoring and controlling of complex large-scale projects to effectively project lead large and small projects concurrent with day-to-day operations;
-Excellent management skills including change management techniques to support or champion change initiatives and a thorough knowledge and understanding of project management techniques including planning, estimating, organizing, budgeting, scheduling, measuring, monitoring and controlling to effectively manage complex large-scale projects;
-Strong analytical skills are required in order to determine root causes of a problem and to determine which actions are appropriate to minimize service interruptions;
-Sound organizational skills are essential to keep track of daily customer requirements for computer processing, and ensuring adequate staffing;
-Client legislation, business policy, regulations, rules, operations and objectives and related computer application systems;
-Ability to plan, organize and coordinate human, financial and material resources in order to achieve a variety of objectives. Strong leadership skills to promote team-work to accomplish goals;
-Sound organizational skills are essential to keep track of daily customer requirements for computer processing, and ensuring adequate staffing.

among clients and technical staff;
-Excellent customer service and negotiation skills to develop and manage customer service agreements with clients and vendors.

Judgement :

Work is performed under the direction of EFSB senior management and within the framework of the mandate of the OPS, its objectives and policies, and within I&IT trends and standards.

Judgement exercised in:
-Identifying the most appropriate business application system solutions, approaches and use of I & IT in order to meet client business needs within the context of I&IT standards and practices.
- Ensure proper leverage of existing the ERP functionality to meet business needs and reduce investment in duplicate IT solutions;
- Following the analysis of business requirements for solutions and integration, planning all aspects of systems projects, including estimating project costs, determining project priorities and schedules, determining project system resource requirements, risks, dependencies, constraints and contingencies;
-Determining the best approach to evolve and deploy business IT solutions with proper planning, design, integration, risk management, testing, acceptance and go-live.
-Identifying all resources required for a project, and selecting the most appropriate human and computer resources to ensure project and operational success;
- Identifying technical or business issues and determining appropriate course of action to resolve them;
- Ensuring appropriate monitoring and control of projects, resources, and unit activities;
- Ensuring business systems quality and compliance with ESC management direction, client business needs and technology standards;
- Ensuring effective communications and interpersonal relationships with ESC management, clients, other project stakeholders, business partners, and with project staff.

Accountability - Programs :

The incumbent is accountable for managing the development, implementation, support, and maintenance of IT solutions and systems to meet the organization's goals. Ensures project planning, quality, and effective utilization of assigned financial, material and human resources are within established timeframes and standards. Accountable for the successful operational management and evolution of ERP systems including meeting target performances as per SLA and within budget.

Accountability – Personnel :

The position has direct accountability for and supervises systems staff, assigned client staff and contract or fee for service personnel. Responsible for recruitment, selection and performance management of staff and vendors.

Accountability - Finance and Materials :

Develops and maintains ERP application system solutions in support of Enterprise Financial Systems Branch's programs. Responsible for administration of operations and project budgets; tendering and hiring consultants; accountable for monitoring contract costs provided by private sector consultants. Accountable for the security of confidential information and the integrity/availability of data during the systems development and
maintenance processes. Determines allocation and use of resources, and recommends assignment of resources from other areas within the client organization or ESC I&IT resources; accountable for best use of resources including internal and contract service provider.

Accountability - Impact of Errors :

Ineffective management of ERP systems could result in ineffective, costly systems that do not meet client business needs, disruption to service delivery of program business operations and government programs, increased costs and creating embarrassment to the ministry.

Contact - Internal :

Regularly with client senior management and division senior management to provide project status, advice, and recommendations, and to resolve issues and negotiate changes, service levels, and resource requirements. Frequently with client senior management and EFSB senior managers in a multiple-project environment to coordinate, plan, schedule, assign resources, and resolve issues. Frequently with ITS, CSB and other OPS partners to ensure effective business systems solution implementation, and production system services. Daily with team members, branch members and colleagues, project staff and contract resources to provide direction, advice, guidance consultation and problem resolution.

Contact - External :

Regular contact professional and peers in the IT community to keep abreast of developments. Frequent contact with vendors, suppliers, and external consultants to discuss requirements, resolve problems, assesses product or services.
