Purpose of Position :

To provide maintenance services to the fleet of Ontario Ministry of Natural Resources (OMNR) aircraft by assisting licensed aircraft engineers with inspecting, repairing and certifying to Transport Canada and OMNR standards and regulations.

Duties / Responsibilities :

Under the supervision of a licensed AME, incumbent will assist with carrying out routine maintenance on aircraft encompassing the following:

1) Assist with inspecting aircraft to detect faults in the form of wear, fatigue, damage, mis-adjustment or component failure.

2) Assist with analyzing pilot reported flight defects and determine repair/rectification procedures.

3) Utilize a computerized maintenance system to order replacement parts to correct deficiencies discovered, and review aircraft related data as directed.

4) Assist with carrying out all necessary repairs/adjustments made evident through standard inspection and reported defects to aircraft and related systems, by using precision tools, hand tools and related aircraft test equipment.

5) Create a record of maintenance performed in accordance with Transport Canada Regulations and OMNR standards.

6) Assist pilot with loading aircraft and securing cargo, as required.

7) Assist with the installation and removal of special equipment required to meet client needs, e.g. fish tanks, tracking antenna, rabies baiting equipment etc.

8) Assist with ground movement of aircraft, as required.

Managers have the right to assign additional duties.

The incumbent shall, while in the workplace, conduct themselves in compliance with the Occupational Health and Safety Act and any workplace practices as directed by their immediate supervisor.

**Note - Apprentice has the ability to progress to the Maintenance Mechanic 2 classification upon successful completion of 12 months at the Maintenance Mechanic 1 classification.

Staffing and Licencing :

Mandatory - Incumbent must have successfully completed training in aircraft maintenance through a Transport Canada approved training course, such as a two-year technology diploma program.

Ability to obtain a Restricted Radio Operators Certificate – Aeronautical.

Ability to obtain airport security clearance per regulatory requirements.

Knowledge :

Position requires knowledge of specialized methods and techniques of aircraft maintenance in order to carry out work to an aircraft industry standard. Position requires knowledge of the interaction of aircraft systems in order to assist in evaluating and classifying aircraft flight defects and determine if the aircraft can remain in service or must be removed from service, as well as to isolate problems and determine the appropriate course of action to order the correct parts and repair the aircraft. Position requires knowledge of and ability to work with computerized maintenance systems. Position requires knowledge of the proper function of engines, flight systems, hydraulic systems, avionics systems, undercarriage systems and propulsion systems. Position requires knowledge of the use of precision tools, hand tools and related aircraft test equipment.

Knowledge of worker responsibilities as outlined in the OH&S Act.

Skills :

Position requires analytical skills in order to assist in determining the cause of aircraft deficiencies, including the mechanical condition of the aircraft and comparing same to the regulatory requirements in order to assure the legality of the aircraft certification process and to be proficient in the use of testing equipment.

Position requires oral and written communication skills in order to clearly convey technical information related to job assignments and to disseminate applicable information to appropriate management staff, other AME's and Apprentices as required.

Position requires good interpersonal skills to communicate with flight crew, and other OMNR staff, in order to convey information and participate in discussions regarding troubleshooting and maintenance planning.

Position requires a high degree of coordination and dexterity to ensure correct placement, fit and adjustment of aircraft systems and components and when using testing and measuring instruments. Coordination is also required when working on various aspects of the aircraft, e.g. refueling of aircraft, working on engine stands, and working on the top surfaces of the aircraft.

Position requires a high degree of physical exertion to lift and manipulate aircraft components/parts and also to load cargo, refuel and replenish oil, etc.

Field operation work is conducted outdoors. Most winter operational maintenance is conducted indoors. High heat, up to 40 degrees centigrade, is present during fire season operations and low temperatures down to -40 degrees centigrade are present during winter operations. Depending on aircraft, eg. CL-415 summer operations, position requires the ability to work outdoors in all types of weather conditions.

Freedom of Action :

Position works within Transport Canada and OMNR standards and regulations, established practices and protocols, ministry and government policies, legislation, guidelines and directives when assisting licensed AME in making decisions on appropriate course of action in performing repairs and determining if the aircraft must be removed from service.

Position works directly under a licensed AME. Work is reviewed on a regular basis for progress and results by licensed AME and/or appropriate maintenance supervisor. Position is responsible for tracking individual tasks in the Aircraft Maintenance Engineer Personal Log Book.

Position requires efficient use of time in order to assist in keeping aircraft 'downtime' to a minimum and a high degree of concentration is required to ensure completeness of work. Position provides ongoing updates to licensed AME and/ or appropriate maintenance supervisor through regular meetings and discussions. Position refers to licensed AME and/or appropriate maintenance supervisor when dealing with situations and issues that are clearly outside of established standards and regulations, e.g. unusual or severe aircraft defects.
