Purpose :

- To lead, coordinate and manage a multi-disciplinary matrix team of Business Intelligence (BI) and Reporting analysts dedicated to the provision of business functionalities, extending production support, development of complex corporate reporting and delivering decision support solutions for the OPS.
- To take an active leadership role in meeting diverse and complex needs of OPS Central Agencies, ministries and agency clients by working with the Manager to establish team priorities, unit quality standards and timelines.

Key Responsibilities :

1. Team Leadership and Coordination
- provides leadership and functional expertise/guidance to staff and to external service providers retained for specific activities; schedules activities, explains procedures, and monitors work progress; ensure effective use of human, technical and financial resources and compliance with standards and corporate requirements
- Oversees, supervises and provides leadership and guidance to the work performance by a multi-disciplinary team dedicated to providing the day to day production support, functional design solutions, link, integration and regression testing for application changes, upgrades, new releases, new functionality, etc.
- Creates and promotes a productive teamwork environment and a customer service culture which fosters the long-term learning and development of others through coaching, training or other experiences, upholds the organization's values in such areas as risk taking, creativity and innovative solution design, service excellence and innovation.
- Anticipate and identify challenges; investigate issues; research & identify solutions to resolve problems and ensures effectiveness.
- Leads, controls, and coordinates all business intelligence systems, processes, procedures and administrative activities, project/operational documentation requirements

2. Advice, Expertise and Support
- Provides advice and guidance to business intelligence stakeholders concerning business intelligence methodologies, approaches and tools.
- Participates in the procurement process to acquire and negotiate contractor services by providing expertise and administering agreements
- Oversees and provides specialist business functional and application expertise to stakeholders by analyzing IFIS-BI application solutions and production problems, overseeing impact analysis and ensure timely production problem resolution
- Represents the activities and interest of their team in various forums and communication bulletins on the corporate IFIS website; provides the user community with timely notifications of scheduled new and enhanced applications.
- Provides input and recommendations on individual performance plan outcomes, hiring decisions, discipline, merit and pay for performance increases and other HR related issues and matters
- Remains current with Oracle Business Intelligence and reporting applications and related functionality updates, application access security issues, testing methodologies and production support methodologies.

3. Development of Business Intelligence Best Practices
- Leads the development and implementation of a consistent approach to OPS business intelligence initiatives within the division, including developing guidelines, processes and tools to be used by clients; develop business intelligence training programs, plans, and curriculum.
- Investigates, researches and evaluates business intelligence industry trends using multiple internal and external sources to analyze options and make recommendations on improvement to business intelligence practices and methodologies
- Develop project plans including defining project deliverables, scope, timelines, and performance assessment criteria.
- Develops detailed and integrated work plans to schedule, prioritize, document, monitor and control work, from inception through planning and building, to implementation.

Knowledge / Skill :

Knowledge of and skills in:
- OPS-wide initiatives and priorities to identify and define needs in order to provide advice, guidance and feedback on the use of business intelligence resources and tools.
- Research, analytical, evaluation, conceptual and problem-solving skills to develop, implement and maintain a comprehensive set of best practice business intelligence policies, tools, model practices and learning resources for application across the OPS; to develop specific options and find solutions; to develop and coordinate business intelligence networks.
- Financial business processes and accrual accounting; OPS modern controllership, financial management frameworks, business and financial operations, policies, programs, guidelines, standards applicable to OPS ministries, centralagencies, OSS, Secretariats, Agencies, Boards and Commissions, in order to provide production support and development of applications solutions for the IFIS.
- Application support and functional design techniques and methodologies to conduct related activities for integrated financial business and reporting systems.
- Oracle Business Intelligence applications with other financial, custom and third party applications; data governance, OLAP and OLTP data modeling, ETL process, large data sets, reporting, business analysis, data modeling, and data mining to oversee the comprehensive analyses of IFIS-BI application solutions and production problems; IFIS business intelligence expertise to act as lead resource on enterprise-wide business intelligence issues
- Best practices, structured testing techniques and financial business processes to ensure testing and implementation, appropriate scope and level of testing, to maintain security, confidentiality and integrity of IFIS-BI.
- Project management techniques to oversee multiple application solutions, services, and projects of small, medium and large scopes and complexities and to lead and coordinate the development, implementation and continuous enhancement of corporate approach to business intelligence process, tools and technologies.
- Human resources related functions to provide input to team performance, hiring decisions and other human resources issues and matters
- Oral and written communication skills to develop learning documents and make persuasive presentations, provide advice, convey key messages, educate, consult and Influence at all levels (I&IT management, clients, business partners, stakeholders and project staff); to articulate proposals, prepare briefings notes and project reports, Issues notes,memos and presentations; etc.

Decision Making / Responsibility :

Responsible for:
- Leading, coordinating, controlling and monitoring all aspects of multiple business intelligence initiatives (e.g. priorities and schedules, resource requirements, risks, constraints and contingencies, performance metrics).
- Ensuring compliance with OPS direction and strategies, business intelligence practitioner needs, business requirements and standards.
- Providing application reporting solutions, maintenance and enhancement of services across the OPS in an overall effort to support the delivery of the corporate IFIS Business Intelligence Reporting solution.
- Recommending the development and/or purchase/requirement of tools and equipment related to business intelligence, application solutions, testing, maintenance and enhancements.
- Overseeing security of assets, resources and proprietary information associated with current and new functionality within the OPS.
- Overseeing the provision of effective and accurate impact and service analyses and therefore the Integrity of the IFIS Business Intelligence and Reporting solution on which the OPS relies on for accurate financial information.
- Overseeing the administration and management of application solutions/services project budgets and for ensuring that external service providers are in compliance with the terms and conditions of service agreements.
- Has latitude to oversee and supervise work activities related to application solutions, services,maintenance and enhancements; determine optional solutions and methodologies; develop best practice solutions; determine differences between business functional and application problems and define/implementing resolutions; determining timing and methodology to provide constructive advice OPS clients.
- Decisions are guided under the general direction of the Manager and within the broad framework of business intelligence best practices, policies, guidelines, legislation governing financial accounting operations for OPS ministries, central agencies and key stakeholders.

Contacts / Stakeholder :

- Key business stakeholders across the OPS such as OPCD, OFA, OPS Ministry Controllership offices, Central Agencies, OSS, etc, to provide expert advice on business intelligence system enhancement, reporting application design, requirement gathering, validation, integration, Incidents, problems, solution options, testing, results, impacts on business processes, functionality and to develop joint solutions to achieve consistent and cohesive business outcomes for the user community.
- Senior financial managers from OPS ministries to discuss financial and other reporting requirements and business needs. Frequent contact with central agency representatives regarding policy interpretation.
- Division/branch senior management and other Team Leaders to provide status updates on application solutions and production support activities, advise on and escalate problematic and politically sensitive Issues and to make financial, human and material resource recommendations.
- IT Cluster staff supporting the IFIS financialand reporting solutions.
- Oracle Customer Network, Oracle Customer Support Tools and Products and Oracle Users Group to obtain information, coordinate research and drive processes for applications solutions and services.
- Private sector institutions to coordinate governments and institutions testing, functionality of new or enhanced applications.
- Solution vendors to exchange information, participate in negotiating service level agreements, and manage their performance against contractual expectations

Guidance / Supervision :

- Provides guidance and assistance to OPS program areas and central agency clients on effective uses of business intelligence, for informed decision making regarding financial management and operational needs
- Leads team by developing work schedules, assigning work, establishing priorities, monitoring quality of services/deliverables, explaining work procedures, assisting with learning and development plans, coordinating staff training
