Purpose of Position :

To co-ordinate development, implementation and maintenance of databases and database administration activities. To provide advice and guidance to
clients on use of data management techniques and technologies to improve delivery of programs/services and enhance efficiency of operations.

Duties / Responsibilities :

1. Provides leadership to the solutions team in the areas of database structures, policies, standards, and operating processes and operating issues to
ensure consistency of approach across Labour Solutions application development projects; coordinates and consults with database teams in other LTC
Branches on Cluster common approaches; liaises with service management on processes and standards that are interrelated with service management
functions such as production support and change management.
2. Consults with clients and analyzes data processing and data management requirements in relation to program goals/objectives and short/long term
business plans and strategies; conducts or co-ordinates development and analysis of data management options including feasibility studies; developing
and recommending data management strategies to clients such as sharing/integration of data and technology across programs or different areas of the
ministry, use of new technology or data management methods.
3. Co-ordinates and/or participates on database design and development projects including developing project plans and identifying necessary
resources; providing leadership and guidance to project team; setting standards for database design; determining database structure and developing
policies/standards for operating issues such as levels of user access, security measures, data storage and retention, data integrity, recovery and
reporting requirements; conducting and/or overseeing design and development process, and negotiating with vendors of services, hardware and
software.
4. Plans and co-ordinates database system implementation, including establishing testing processes to effectively measure achievement of objectives;

co-ordinates testing and implementation with client's end users; develops and coordinates delivery of end user training and technical support throughout
testing and implementation.
5. Establishes and manages the database and data administration functions by developing and controlling definition, organization, protection and
documentation of data/information structures, and developing data management procedures, practices and standards.
6. Provides technical advice and guidance in reviewing and developing recommendations on use of new information engineering and data management
administration tools, techniques and methodologies; providing input into development and maintenance of ministry information technologies standards
and plans; participates as technical advisor on committees.

Knowledge :

Job requires knowledge of data management and information architecture theory, principles and techniques, data modelling techniques using computer aided software, and use of information engineering tools to: analyze client data management requirements; assess options, conduct feasibility studies on hardware/software and data management standards; advise clients on short/long term strategies relating these to business plans; develop policies, standards, procedures for administration of database systems. Job requires knowledge of micro/personal computer system technologies, application and database management software, and database development methodology, programming languages, database concepts, to: co-ordinate design and development of databases and data management structures, data dictionaries, data storage and retrieval techniques. Job requires knowledge of testing and implementation methods and practices to: design testing procedures; co-ordinate acceptance testing and consultation with clients. Job requires knowledge of government/ministry information technology policies, directives and guidelines and ministry's information technology plans and strategies (short and long term) to: ensure development of databases and recommendations on acquisition of hardware/software, promote and facilitate ministry's information technology goals and plans.

Skills :

Job requires reasoning and problem solving skills to co-ordinate analysis and development of data management systems which meet client requirements and facilitate improvement of operational efficiency. Job requires analyzing client requirements by: identifying parameters, method and
scope for review of data flow, data management and decision-making processes; identifying options;
conducting feasibility studies and cost-benefit analyses; and providing advice and guidance to clients on strategies for data management, including identifying opportunities for integration with other areas/programs, use of new technology and techniques. Job requires analytical and evaluative skills
to:
develop project plans, data management structures and overall database design requirements and standards; coordinate design, development and testing of databases. Job requires analysis of client's operations and business goals and objectives (short and long term) to develop and recommend
policies, standards and procedures for operating issues such as user access, security measures, data storage and retention, data manipulation and reporting capabilities. Job requires evaluative skills to research and assess potential ministry use of new information engineering and data management
techniques, methodologies, software and hardware. Job requires oral communication skills to interview clients about program operations, decision making processes, goals and objectives and business plans/strategies; explain database design/development process and review technical considerations with clients and project team; explain recommendations for hardware and software acquisition; present formal and informal training sessions to information system/database users; make presentations to senior management on potential application of new data management technologies. Job requires written communication skills to prepare systems documentation; draft database management policies and standards; write user manuals, operating procedures, training materials; and prepare reports on analyses, e.g. cost benefit summaries and conclusions. Job requires interpersonal skills to discuss data management requirements with clients, and how particular techniques/technologies will help to improve operational efficiency; illustrate feasibility and advantages or disadvantages of various options with clients and both program branch and systems senior managers; negotiate contracts for services, hardware and software with vendors, within defined parameters.

Freedom of Action :

Job requires working within ministry/government directives, policies and guidelines for the acquisition and use of information technology, within recognized systems/database design and development practices, data management techniques and methods. Job requires determining parameters and scope of review/analysis of client operations and data management requirements in preparation for feasibility studies; determining and recommending data management strategy to client and recommending related policies, standards and procedures for operation and administration (e.g. levels of user access, security measures, data manipulation and storage capabilities); identifying opportunities for data sharing and integration across projects/programs; determining testing and implementation plans. Work is reviewed by supervisor/manager through updates to project plans and status reports at key stages in project, and through client sign off and approval when providing deliverables. Job refers to manager problems/issues such as insufficient resources, acquisition of hardware or software to carry out design and development of database, and consults on sharing of technology or integration of data among different clients/programs. Job requires identifying and recommending changes to ministry guidelines with regards to database design and data sharing practices.
