Applications are now being accepted for this exciting opportunity in the Procurement and Contract Management department:
Under the general supervision of the Manager, Procurement & Contract Management the Supervisor, Procurement supports the overall management of the Department, leading and directing advisor teams and where appropriate, administrative staff, in the delivery of procurement services to LCBO's business units, providing advice, supervision and senior experience as required.
What you bring to the team
Qualifications:
• Completion of a post-secondary degree in business or equivalent education and experience in procurement.
• Credentials or course completion from an institution recognized for education and/or certification in procurement is highly preferred
• Progressively responsible experience in the procurement field, with significant experience specializing in public sector procurement.
• Demonstrated progressive experience with IT related procurement and relevant IT knowledge, ideally in a public sector environment.
• Experience in dealing with the contracting requirements and strategic procurement acquisitions.
• Demonstrated experience with purchasing systems (e-procurement) and all stages of tendering process including, vendor qualification, developing specifications, analysing bids, and administering and negotiating contracts.
• Ability to lead, coach, and develop Procurement Advisors
• Ability to work autonomously and independently, setting priorities and handling multiple request, serving multiple clients and overseeing multiple advisor teams
• Ability to communicate effectively with senior management, making presentations where required
• Demonstrated leadership skills in a service delivery function
• Well-developed skills in the following areas: negotiation and dispute resolution; communications, both verbal and written; consulting and relationship-building; organization and planning; procurement project management, problem solving and analysis; talent selection and performance evaluation
• Ability to educate, mentor and if necessary, train staff and clients in the major elements of procurement, including policy and practice, selection of formats, development of requirements and evaluation criteria, creation of request documents, interpretation and evaluation of responses and interactions with proponents and suppliers
• Ability to take the initiative in such areas as service improvement, technology innovation, development, implementation of procurement strategies and vendor engagement.
• Ability to develop performance metrics including RFX and purchase order analytics to allow for bench marking.
• Working knowledge of computer systems and software applications including financial management systems, word processing, spreadsheets and databases.
• Significant supervisory experience in procurement, and a unionized environment is preferred
• Retail sector experience is preferred Must have a valid driver's license and be willing to travel throughout the province.
