POLICY ANALYST

The Ministry of Health and Long-Term Care is seeking Policy Analysts who will lead, conduct, and participate in policy development, research and analysis to support the development of major provincial health promotion programs and strategies in Ontario.

NOTE:

• One position will report to the Healthy Living Policy and Programs Branch, Healthy Communities Policy and Programs Unit responsible for the Healthy Kids Strategy, Healthy Kids Community Challenge, and Mental Health Promotion. (Position will be located at 777 Bay Street, Toronto)

• One position will report to the Healthy Living Policy and Programs Branch, Health Improvement Unit responsible for Chronic Disease Prevention, Nutrition, Physical Activity, Injury Prevention and the Built Environment. (Position will be located at 777 Bay Street, Toronto)

• One position will report to the Health Protection Policy and Program Branch, Addiction and Substances Policy and Programs Unit responsible for strategies to address alcohol, opioids, marijuana, other substance use/misuse, and problem gambling prevention. (Position will be located at 393 University Ave, Toronto)

About the job

Your role as a Policy Analyst will include:

• Providing policy research, analysis and support in conceptualizing, developing and evaluating innovative strategies, policies, regulations and/or legislation for health promotion and population health.
• Conducting research, monitoring, analysis and assessment of socio-economic and demographic data, funding models, indicators, statistics and other data required to support the Division and Ministry project initiatives.
• Preparing budgets, conducting costing and financial analysis to support development of policy options.
• Monitoring, analyzing and assessing health promotion and population health issues, trends and directions.

What you bring to the team

RESEARCH AND ANALYTICAL SKILLS:

• Demonstrated skills in researching and analyzing quantitative and qualitative data, policies, programs, strategies, issues and trends using research and analytical techniques, including literature reviews, survey techniques, performance measures and financial modeling.
• Proven analytical and writing skills to prepare complex analyses, detailed policy frameworks, draft materials for Cabinet submissions, recommendations, and briefing papers.
• Ability to understand and apply techniques of policy analysis and development.

COMMUNICATION AND INTERPERSONAL SKILLS:

• Verbal communication skills to interact effectively, and to relay and exchange information.
• Demonstrated relationship management skills to work with internal and external stakeholders.
• Presentation skills to synthesize, prepare and present research results and analyses, policy and financial submissions and briefing documents.
• Ability to respond quickly to information requests from internal stakeholders in order to meet tight timelines.

PROGRAM KNOWLEDGE AND SKILLS:

• Knowledge of program design and policy development and ability to gain and apply knowledge of legislative and Cabinet decision-making processes.
• Initiative and creativity to produce effective policy and program design/implementation plans for new/revised health promotion initiatives.

PROJECT MANAGEMENT SKILLS:

• Knowledge and ability to use project management methodology to develop work plans/schedules and monitor project progress.
