We are seeking a strategic professional to lead the development and delivery of corporate IT learning programs and organizational effectiveness initiatives aligned with business strategies and driving organizational improvement.
The Training, Outreach & Reporting Unit is responsible for delivering multifaceted learning solutions designed to support the diverse technical and highly specialized learning and development needs of I+IT staff and leaders across the Ontario Public Service.
About the job
As a Manager, Training and Organizational Effectiveness, you will:
- lead the development and implementation of a large-scale, multi-year I+IT enterprise learning strategy and program delivery for IT professional development across the Ontario Public Service, while ensuring that all programs align with business strategies and drive organizational improvement
- lead the needs analysis, assessment, design, development and measurement of programs to close performance gaps, realize required behavioral change and develop key competencies aligned to delivering on business strategies
- provide business leadership and management for the planning, development, project management and delivery of enterprise learning programs, services and project initiatives to meet forecasted I+IT skill needs, workforce pressures
- develop, maintain and expand effective working relationships with key internal and external stakeholders in business and academic communities to support the effective execution of programs.
- lead the development and implementation of strategic marketing materials and resources to ensure program adoption and optimization of resources.
- lead the preparation of strategic business cases, feasibility analyses, submissions, and manage the operational budget.
- determine external service needs, and coordinate procurement including sourcing and selection.
- oversee the work of external service providers to ensure development, design and delivery of services.
- manage unit staff including hiring employees, determining service and project priorities, assigning responsibilities/projects, and establishing service levels and standards of performance
- maintain a strong knowledge of external best practices and trends around learning, organizational effectiveness and IT skills and competencies.
What you bring to the team
Leadership and Management Experience:
• You can plan, manage and lead initiatives regarding the development of multi-year I&IT enterprise learning strategy and program for employee development.
• You have experience managing a large team of professional staff delivering results.
• You have demonstrated skills in managing budgets and human resources such as supervise, hire and train staff.
• You are able to manage staff performance and encourage staff development through coaching, training, or other experiences.
Knowledge and Expertise:
• You have knowledge of the theory, principles, best practices and methods/strategies related to modern adult learning leadership development staff training and development, organizational effectiveness, learning program planning and development, , and capacity planning, analysis and forecasting.
• You have knowledge of learning methodologies and related frameworks, processes, practices, techniques and tools.
• You have knowledge of performance measurement strategies and methods to lead the assessment of learning and organizational effectiveness, oversee the continual improvement and enhancement of I&IT knowledge.
Project Management, Analytical and Problem-Solving Skills:
• You have expertise in structuring, organizing and managing multiple complex projects with a proven track record of successful project completion.
• You have strategic planning, analytical and project management skills to develop and implement strategic/multi-year I&IT learning program plans.
• You have problem-solving skills to oversee the identification, investigation and resolution of learning program issues/risks.
Communication and Relationship Management Skills:
• You have experience providing expertise, strategic advice, and consultation to senior management.
• You can prepare business cases, policy proposals, submissions, project plans/reports, and briefing materials.
• You have proven presentation, advisory and verbal communication skills to act as the lead expert/resource on I&IT learning.
• You have experience building and maintaining great relationships across the organization as well as external partners to gather input, build consensus and deliver on priorities.
Financial and Procurement Management Skills:
• You have financial management skills to develop, recommend, manage and control unit budgets and project contracts, and authorize project expenditures.
• You are able to acquire knowledge of government procurement, contract management and the vendor of record policies, processes and standards to manage procurement/contracts.
• You can manage the development of estimates regarding proposed new learning initiatives.
