About the job

• Develop and implement strategic and operational programs related to capital asset repair and rehabilitation, construction programs, special engineering, and contract services.
• Analyze existing practices and establish performance standards for all maintenance and construction services, making recommendations to improve operational effectiveness.
• Contribute to the overall strategy development, management, leadership, promotion and long-range planning of the St. Lawrence Parks Commission (SLPC).
• Plan, execute and finalize all aspects of capital projects within strict timelines and within budget.
• Provide expertise to management staff on all proposed capital asset repair and rehabilitation, and construction matters.
• Prepare annual Maintenance and Operations budget, identifying division priorities, resources, and expertise required. Manage the division budget, including best practices in fair and open procurement of goods and services, strong expense controls, evaluation of value for monies spent, and the establishment of meaningful performance measures to evaluate results.
• Administer and manage the provision and review of common support services, including buildings and grounds maintenance, waste and energy management, forest management, cost-recoverable fleet management, vehicle and equipment maintenance, and technical survey support.
• Administer and plan the provision of the central stores function for the SLPC.
• Provide leadership, motivation and management of Maintenance and Operations staff. Ensure fair practices in hiring, assigning work, approving merits, managing performance, conducting performance reviews, providing training and development, and handling disciplinary, grievance, and labour relations issues.
• Ensure compliance with Occupational Health and Safety legislation, government/agency requirements, accessibility legislation, etc.
• Build and manage strategic partnership and business relationships with internal and external stakeholders to ensure cooperative efforts in achieving program objectives.
• Manage complex negotiations for finalizing business agreements with suppliers and service providers, which include private and public sector organizations.

Mandatory requirements

• Valid Ontario Class G driver's licence or equivalent to drive on Ontario highways.

KNOWLEDGE AND EXPERIENCE

• Extensive knowledge of, and experience in, capital asset management, project management, and business planning to lead the planning, development and implementation of strategic project initiatives and activities.
• Extensive knowledge of government legislation, acts, codes, etc. relative to the construction, maintenance and preservation of lands, roads, building, waterways, and the environment.
• Knowledge of the tourism industry.
• Knowledge of transparent and fair procurement, human resources, financial, and budget policies.

LEADERSHIP AND PROJECT MANAGEMENT SKILLS

• An advanced level of administration and project management skills to coordinate numerous construction and maintenance projects, to allocate financial and human resources and equipment, and to administer budgets and liaise with contractors and service providers.
• Knowledge of management skills to provide motivation, coaching, and leadership to staff.

COMMUNICATION AND RELATIONSHIP MANAGEMENT SKILLS

• Knowledge of business partnership, engagement, negotiation, and relationship building skills to develop and negotiate strategic partnerships and business relationships.
• Strong oral and written communication skills to prepare and make presentations of business plans and reports.
