About the job

As a Senior Business Analyst, you will:

• Act as primary liaison between branch and Ministry I&IT Cluster on all program, business and technical changes that impact the Health Network System and related systems.
• Provide business systems support and expertise to projects involved in the development and implementation of coordinated and consistent public drug program systems planning and design policies, processes and practices.
• Lead the development of User Acceptance Testing procedures/documents and carries out the User Acceptance Testing on behalf of the branch.
• Monitor, develop, document, and manage business processes, rules, requirements, service matrix, service level agreements, operating level agreements and costing, research, plan and implement best practices, strategies and policies for changes to the Health Network System and related IT systems.
• Develop business policy and systems requirements for the Branch, and liaise with vendors to ensure that policies align.

What you bring to the team


BUSINESS ANALYST, SYSTEMS LIAISON AND PROJECT MANAGEMENT:

• You can work closely with other branches such as the I&IT Cluster in the development, documentation, testing and implementation of business systems, rules, rule changes and change management projects.
• You can provide business analysis expertise, advice and project leadership for the introduction of innovative, complex technological opportunities and business improvements to the public drug programs, and related business systems and processes.
• You can provide advice to system project staff from the client users' perspective and describe to systems specialists how the user would be using the program under assessment.
• You can participate on portfolio management committees to develop requests and business cases for systems work required by the branch and clarify the directions of such work to the I&IT Cluster

COMMUNICATION AND RELATIONSHIP MANAGEMENT SKILLS:

• You have oral and written communication skills to write/edit policies, business cases, financial reports on planning and system design recommendations, documentation, business processes standards and mapping.
• You can establish and maintain client relations.
• You have consultation and negotiation skills to provide business analysis services.

ANALYTICAL, PROBLEM-SOLVING AND FINANCIAL MANAGEMENT KNOWLEDGE AND SKILLS:

• You have the ability to assess business risks and develop cost-effective solutions.
• You can analyze, evaluate and problem-solve to accurately assess business requirements, identify process improvements and recommend changes to service level agreements.
• You can plan, implement and develop issues coordination, management plans, initiatives, and responses.
• You can develop and implement planning, reporting and performance measurement processes.
• You can manage program payments with multiple stakeholders, manage budgets and implement technical and administrative linkages.

COMPUTER AND OTHER RELEVANT KNOWLEDGE AND SKILLS:

• You are proficient with common office and specialized software to document the outcomes of business analysis activities, prepare reports, recommendations, briefings and correspondence, and presentations.
• You have general knowledge of health care services such as drug programs delivery.
• You have general knowledge of IT systems and use case development
• You have the ability to interpret provincial drug benefits legislation, policies and programs and related issues.
