About the job
As a Senior Policy Advisor, you will:
• develop policies, procedures, standards and guidelines for the planning and implementation of capital projects
• undertake all aspects of policy and program development and evaluation
• review and evaluate policy proposals and Cabinet submissions
• provide advice on the interpretation of capital policy and standards and support the communication of policy, standards and best practices
• lead the development of LTCH programs and the capital components of strategic and operational programs
• analyse short and long-term implications of issues regarding Long-Term Care redevelopment programs
• lead the development and preparation of briefing notes, contentious issues notes, and provides input on communications materials
• provide interpretation of policy and the implementation of new policies to district staff
What you bring to the team
Policy and Health Systems Knowledge:
• you have knowledge of policy development principle/techniques and government policy development approval processes
• you have the ability to interpret program specific and related legislation, regulations, ministry policies/priorities and government policy direction
• you have knowledge of the development of standards, performance indicators, benchmarking, monitoring and evaluation strategies
• you have knowledge of principles/practices of health and hospital system reform and their application to the development of policies/programs
Communication, Negotiation and Relationship Management Skills:
• you have oral and written communications techniques to prepare and present reports/analysis, to develop policies and brief senior officials
• you have consultation and negotiation skills to discuss and resolve diverse and competing policy and program related issues
• you have consensus-building, mediation and facilitation skills and diplomacy to communicate and present policy and/or program advice and promote project initiatives to ministry staff, stakeholders and the general public
Project Management, Research and Analytical Skills:
• you have knowledge of project management theories/principles
• you can provide project management expertise and policy and program direction, advice and support to the ministry/stakeholders
• you have analytical, financial and evaluation skills, to lead the development of innovative capital programs, implementation plans, and standards/guidelines
• you have research techniques to conduct environmental scans and to research environmental, technological, social and political developments and their impact on ministry policies
• you can research, evaluate and gather data to interpret/apply policies, assess the feasibility of new initiatives related to the prioritization of health capital and to develop implementation plans for issue resolution
Computer Skills:
• you can operate standard office software programs and tools to research and prepare own materials
