Bring your exceptional financial and risk management expertise to the Controllership and Accountability Branch, Ministry of Community and Social Services where you will provide program and financial analysis to ensure the integrity of the division's financial recording, reporting, and monitoring of FTEs, direct operating expenses and transfer payment operations

What can I expect to do in this role?

In this role, you will:
• provide financial expertise and leadership to ensure that divisional program areas are in compliance with all financial and controllership related directives and policies, including the Transfer Payment Accountability, Cash Management, Procurement and Travel, Meals and Hospitality directives
• conduct ongoing reviews and analyses of existing policies and compliance, operating processes and divisional internal financial control systems
• Lead on-site operational reviews of high-risk Transfer Payment Agencies in partnership with regional offices
• Serve as a lead of project teams engaged in reviewing and analyzing financial policy and implementing best business practices and tools across the province
• Provide financial expertise relating to Program Review, Renewal and Transformation (PRRT) and financial management systems and processes
• Provide information and interpretation of policies to management in corporate and regional offices
• develop training strategies and conduct training sessions

How do I qualify?

Financial and Business Management Knowledge:

• You have proven comprehensive in-depth knowledge of accounting and finance, normally acquired through CMA, CGA or CA designations
• You have advanced knowledge of accounting, financial management, budgeting and audit processes
• You can ensure the integrity of financial activities related to direct operating expenditures and transfer payment operations
• You understand sound business practices, operations research principles, risk management, modern controllership practices, systems analysis, and work simplification methodology to develop effective business processes

Financial Systems Knowledge:

• You have experience operating and manipulating computerized business systems and program management applications including WIN and IFIS to lead analysis on program financial/service data
• You can create and manipulate tools/systems/databases and workbooks to produce accurate reports for senior management

Communication, Consultation, Advisory and Presentation Skills:

• You have experience providing instruction, advice, expertise, recommendations and information to senior management
• You can develop and maintain working relationships and partnerships with stakeholder groups
• You have experience drafting briefing materials and recommendations for senior management
• You can collaborate on project teams to defend government strategic directions/policies and program requirements to stakeholders and encourage resolution
• You can analyse, data/findings and explain to ministry management and executives

Analytical Skills:

• You can conduct cost-benefit analysis and assess alternatives to evaluate current and proposed programs and policies
• You have experience evaluating changes in legislation, policy, and circumstances to determine financial implications and develop appropriate responses
• You have experience developing financial policies to address financial and delivery issues
