The Health Services I&IT Cluster, Technology Management and Solutions Integration Branch are looking for an experienced IT professional to join our team, in the role of Systems Analyst/Training Officer.

What can I expect to do in this role?

As a Systems Analyst/Training Officer, you will:

• provide business and systems analysis, programming and technical support in the development and implementation of new and revised laboratory and business information systems solutions
• provide hardware and application software support and write up business process review clients' business/information requirements and options for systems solutions
• develop systems specifications and identify detailed programming requirements
• program, code and test computer system modules using various established programming and operating system languages
• perform system acceptance testing in support of ministry programme products and services
• write, edit and maintain systems documentation
• assist with implementation of system enhancements and new products
• perform setups and configurations
• co-ordinate training schedules, conduct lectures and hands-on training sessions
• prepare and maintain user manuals and training materials
• provide primary response for Helpdesk and IT Incident Management functions and client support for software applications

How do I qualify?

Information and Information Technology Knowledge and Skills:

You have:
• knowledge of systems development methodology and techniques
• knowledge of mini-computer and/or microcomputer system technologies including operating systems, application software, standard/commonly used and client customized software, databases such as Informix and networks such as LAN's and WAN's
• knowledge of programming software and languages and system testing protocols
• knowledge of Internet technologies to provide appropriate technical training to clients and provide direct client resolution
• knowledge of incident and problem management principles such as ITIL to design, and implement incident recording and resolution procedures
• knowledge of theories and principles of systems design and development, techniques, practices and standards

Analytical and Problem-Solving Skills:

• You can identify, analyze and assess clients' information and systems needs and lead development of IT-related solutions.
• You can diagnose and troubleshoot systems/network problems when providing technical support.
• You can analyze, evaluate, and resolve complex technical problems related to specific software applications and develop solutions.
• You can research and evaluate new software and hardware products and recommend potential application to meet clients' programmes and information requirements

Organizational, Planning and Training Knowledge and Skills:

• You can coordinate work of team members to meet the systems (applications and networks) requirements of clients.
• You have knowledge of adult education theories, principles, techniques and practices.
• You can develop and discuss training and support requirements with clients and recommend long/short term training strategies, solutions and project needs.
• You can plan, prioritize and coordinate activities for training and support.

Communication and Interpersonal Skills:

• You can prepare project reports, explain analysis/recommendations, develop business cases for recommended approach to systems training and prepare systems documentation and manuals.
• You can explain/illustrate alternate solutions to clients' systems training requirements.
• You have the ability to interpret and respond to requests for assistance with reference to standards and commonly used business software.

Other Essential Knowledge and Skills:

• You have demonstrated financial forecasting and monitoring skills to estimate financial and physical resources required to carry out systems training and recommend cost effective training and support solutions.
• You have the ability to acquire knowledge of programs related to scientific, laboratory and administrative processes and information requirements.
