What can I expect to do in this role?

In this role you will:

• Lead projects and multi-disciplinary project teams involved in the development/revision, planning, audit/evaluation and implementation and continual improvement of QEMS programs, policies and procedures.
• Coordinate and manage the development of compliance programs and strategic compliance initiatives for the QEMS, including analyzing legislation, regulations, policies, best practices, water/wastewater operational issues and risks.
• Provide advice/support for the local implementation of corporate objectives and standards for the QEMS
• Monitor and review applicable environmental legislation; prepare guidance material for Operations Division and develop/advise on/enhance tools to support understanding of regulatory requirements
• Liaise with applicable regulators on environmental compliance matters
• Provide direct support to OCWA-operated municipal drinking water systems subject to the Drinking Water Quality Management Standard (DWQMS)
• Assist with the design and delivery of internal compliance and operational training programs; facilitate workshops and training sessions.
• Maintain and update OCWA's Internal Audit program to ensure the continual improvement of OCWA's QEMS at all levels of the organization; participating in/conducting internal compliance and conformance audits.
• Monitor the effectiveness of the QEMS at corporate, regional hub and facility levels, identifying the need for corrective action and taking appropriate action to ensure timely achievement of deliverables.
• Maintain compliance-related databases.

How do I qualify?

Job Requirements

• Extensive working knowledge of the theories, principles, processes and practices of environmental management, particularly related to drinking water and wastewater management.
• Ability to apply knowledge to make recommendations regarding development/revision of viable drinking water/wastewater policies.
• Extensive knowledge of environmental and public health legislation, associated regulations, policies, procedures and guidelines.
• Working knowledge of Environmental Management Systems.
• Knowledge of the theories, principles and practices of environmental and occupational health sciences, water and wastewater industry processes.
• Evaluation skills in reviewing content of submissions to regulatory authorities to provide guidance in terms of accuracy, completeness and adherence to Ministry policy/regulation/objective.
• Good comprehension of scientific and technical information.

Interpersonal, Communication and Analytical Skills

• Superior analytical and judgment skills to interpret scientific and technical data, legislation, regulation, guidelines, and policies where data is inconclusive, regulatory requirements and policies are not always clear, and precedents may not exist to develop compliance strategies.
• Excellent communication skills to both raise awareness and provide guidance on environmental compliance issues, prepare memos, reports, and contribute to other technical reports with respect to compliance and quality assurance/quality control (QA/QC).
• Excellent relationship management and interpersonal skills, along with the ability to work effectively with a diverse client group and build partnerships.
