Showcase your management, creative thinking and relationship-building skills and experience in the role of Manager, Strategic Planning and Program Development, with the Long-Term Care Inspections Branch of the Ministry of Health and Long-Term Care. In this exciting role, you will support the senior management by leading the development and implementation of strategic planning and operational policy, including strategic management of contentious issues, for the Inspections Program.

Please note that this position is under review as part of the Management Job Evaluation Plan (MJEP) Project. MJEP is a new job evaluation system for manager and non-bargaining specialist positions in the Ontario Public Service.

Please note: Implementation of the new system may impact the classification and salary range for this position. Employees will be notified of any impact prior to implementation.

What can I expect to do in this role?

In this role you will:

• Lead strategic policy and planning on corporate and cross cutting initiatives.
• Provide leadership, information, and advice to senior management for strategic policy and planning proposals
• Lead the development, refinement and implementation of a quality strategy and framework for the branch.
• Lead the development of a branch-level performance management framework to ensure continuous quality improvement, managing the effectiveness and consistent application of program policy.
• Lead and manage a portfolio of province-wide/ ministry-wide, and branch-specific projects/ initiatives. To provide strategic and authoritative advice and input to other areas of government in the execution of programs, projects and initiatives.

How do I qualify?

Managerial Skills:

• You have demonstrated leadership, change management, risk management and managerial skills to lead staff, program and service delivery in a change and transformational environment.
• You have excellent formal/informal complaints/dispute resolution skills.
• You understand the principles of strategic planning, organizational and project management to: provide strategic leadership in the development, implementation and management of plans, operational/business plans and service delivery processes.
• You have business and financial management skills.
• You have project management and organizational skills to manage competing priorities and lead projects.

Technical Knowledge and Experience:

• You have comprehensive knowledge of issues related to with respect to long-term care homes and the Ontario's health system.
• You have the ability to acquire and apply knowledge of Ministry priorities, policies and legislation to ensure development of policies are within the broad context of government's policy agendas.
• You have comprehensive knowledge and understanding of policy processes, development tools and techniques, current research methodologies and program evaluation techniques to analyze existing frameworks, funding models and service delivery networks.
• You have the ability to provide leadership, information and advice to senior management in the management of ministry approval and decision making processes for strategic planning.
• You can coordinate policy analysis and development with Ministry program areas on issues of cross- ministry and government interest.
• You have good political acuity and integrate this into decision making and the provision of advice.

Communication, Relationship Building, Interpersonal and Facilitation Skills:

• You have strong interpersonal and relationship building skills, and can establish and maintain effective working relationships with various stakeholders.
• You have excellent written communication skills to prepare reports, Cabinet submissions, briefing notes and materials.
• You have excellent oral communication and presentation skills to present reports and recommendations.
• You have the ability to provide briefings and presentations to senior management and the Minister's Office regarding planning and liaison initiatives with respect to long-term care homes and the Ontario's health system.

Analytical, Initiative and Judgement Skills:

• You have strong analytical skills to assess policy and program problems in order to develop creative and implementable solutions.
• You have proven ability to develop performance measures to evaluate program effectiveness.

Leadership and Project Management:

• You have demonstrated project management skills to lead policy projects from development through to implementation.
• You have proven ability to manage deadlines and competing priorities.
• You have demonstrated leadership skills to manage a team.
• You are able to assign work priorities and provide direction to staff to ensure performance targets are met.
