The Ministry of Health and Long-Term Care, Long-Term Care Inspections Branch, is responsible for the evaluation, design and delivery of programs to provide assurance that health facilities are in compliance with legislation and regulations.

About the job

In this role you will:

• Conduct routine and complaint inspections of facilities by assessing the facility's compliance with the requirements of the Healing Arts Radiation Protection (HARP) Act and its regulations to determine the safe operation of X-ray machines;
• Promote X-ray safety through the assessment and determination of non-compliance with the applicable legislation, regulations and standards;
• Determine time frames to achieve compliance once non-compliance is identified and follow-up;
• Collect and present, as required, the evidence of non-compliance and maintain risk profiles on facilities;
• Assess structural shielding by reviewing schematic plan drawings and calculations and recommend approval in accordance to the requirements in HARP Act and its regulations;
• Research, assist and prepare special reports and other reports, slide decks, briefing notes and studies on scientific and technical matters affecting the safe use of radiation on humans to support ministry's decision making on X-ray safety.

Mandatory requirements

• You are willing to travel extensively across Ontario and able to work irregular hours as required;
• Valid current Ontario driver's licence to operate a motor vehicle, to travel regularly to various Ontario facilities for inspections.

Technical Knowledge and Skills:

• You have experience in interpreting and apply legislation to determine compliance, identify non-compliance, issue reports and orders and apply and explain the intent of legislation;
• You have knowledge and experience in performing inspections;
• You have thorough knowledge of current X-Ray theories and practices and experience in working and dealing with X-ray equipment;
• You have knowledge of applying scientific methodologies, testing and measuring protocols to support and defend inspection findings at various forums;
• You are aware of new and emerging technology and trends in the use of x-ray technology in Ontario and internationally that may have an impact on established practices.

Interpersonal, Organizational and Communication Skills:

• You demonstrate interpersonal skills with tact, flexibility, resourcefulness, assertiveness to effectively communicate with medical professionals, stakeholders and the public, which may involve dealing with difficult and challenging individuals;
• You have demonstrated oral and written communication and presentation skills to prepare correspondence, briefing notes, comprehensive, accurate inspection and status reports;
• You can prepare documentation for appeals, with attention to detail;
• You have the ability to work effectively within a team and collaboratively with external and internal stakeholders;
• You are able to work independently and exercise initiative and independent judgement;
• You are able to perform in a high volume work environment with time frames and minimum supervision.

Analytical, Problem-Solving and Program Evaluation Skills:

• You demonstrate analytical skills to observe and evaluate X-ray safety at facilities, determine non-compliance and appropriate actions and orders;
• You have sound program evaluation skills to work on issues that have multiple, interrelated and interdependent steps frequently with data gaps and lack of precedents and changing technologies;
• You demonstrate problem-solving, conflict resolution and negotiation skills to resolve contentious issues between the public and stakeholders.

Computer Skills:

• You are proficient with computers and with utilizing word processing, database and spreadsheet applications;
• You are proficient with e-mail, websites, electronic calendars and various software programs, such as programs from MS Office.
