About the job

Reporting to the Senior Director, Corporate Services and within established NPC policies, procedures and guidelines, the Director, Corporate Procurement provides strategic direction and leadership for the planning, development and delivery of the corporate procurement function for The Niagara Parks Commission, which includes goods for consumption and goods for re-sale. Key activities as follows:

Strategic
• In consultation with the Senior Director, develops long and short term departmental goals and objectives including strategic plans, business and project plans, prepares an overall comprehensive Procurement Plan for Board approval which is leveraged on economies of scale and strategic planning to include annual Capital Project Plan, sponsorship opportunities, a competitive Retail Procurement Plan and Revenue Generating Opportunities (RGO's).
• Provide oversight for all procurement activities to ensure accountability, transparency, fairness, and openness.
• Initiates and directs procurement research initiatives to measure Commission's effectiveness, benchmark against best practices and identify business strategies to attain NPC's goals and objectives.
• Works with Directors/Management throughout the organization in designing and implementing procurement/buying strategies to meet the diverse needs of NPC departments; provides advice and direction to all Departments on procurement principles and supporting processes and systems; ensures professional and technical competencies exist to support decisions and actions which need to be seen as fair and defensible.
• Represents NPC in a professional manner with primary responsibility of meeting or exceeding department and the Commissions' goals and objectives; develops relationships with all relevant stakeholders to maximize the initiatives of the NPC.
• Develops and manages departmental budgets and financial plans to ensure the most effective and efficient use of resources.
• Ensures effective and timely reporting to enable appropriate decision-making and commitment of financial resources and establishes performance targets to ensure an effective environment.
• Ensures NPC procurement policies and procedures are clear and consistent with the Provincial Procurement Directive and with proper controllership principles.
• Oversees training of NPC staff on strategic procurement to include the preparation of effective specifications, effective objective evaluation criteria, contract management, risk assessment and mitigation strategies during the planning stage, principles and policies and roles, relationship and accountabilities exercising authority.

Direct/Supervision
• Provides leadership, motivation and management staff, oversees the operations to ensure goals and objectives are met; ensures appropriate performance management, counselling and dispute resolution.
• Establishes an effective procurement organization structure; hires management and bargaining unit staff to achieve operational needs; ensures appropriate training and succession plans are in place.
• Ensures that the organization's values, ethics and Code of Conduct are reflected in all departmental staff practices and compliance with the Occupational Health & Safety Act, NPC policies/procedures, government directives and any related Acts.

Compensation:
The annual salary is $105,492 to $125,990 as well as a comprehensive benefit and pension plan.

What you bring to the team


Qualifications:

Education: Business Administration Degree from a recognized post-secondary institution, specializing in purchasing/buying or equivalent knowledge and experience; Completion of the Ontario Public Buyers program or Purchasing Management Association program (PMAC);
Management/Leadership Experience: Demonstrated progressive and advanced management and leadership skills and experience preferably in a unionized environment;
Procurement Experience: Knowledge and experience in strategic procurement including skilled in procurement policy development; planning, project management and associated control procedures; advanced knowledge and experience in writing and issuing tender and other procurement documents (RFP's, RFQ's, RFI's);
Project Management: strong organization skills and ability to meet multiple objectives while balancing competing priorities; ability to work in a fast-paced and changing work environment while meeting deadlines;
Negotiation/Analysis/Problem Solving: strong negotiation skills; excellent analytical and problem solving skills, tact and diplomacy;
Legislation and Related: knowledge of relevant legislation and government directives; high standards of ethics and professional conduct; ability to maintain confidentiality; experience working with governance boards is an asset;
Public Sector: Knowledge of public sector operations will be an asset;
Communications: excellent written and oral communication skills including effective delivery of presentations;
Other key considerations: may be required to be available outside of regular working hours as necessary to address time-sensitive issues.
