The Health Services I&IT Cluster, Health Solutions Delivery Branch, requires a Programmer/Analyst to provide systems design, programming and ongoing support for new and revised applications supporting the Registration and ADP Team.

What can I expect to do in this role?

As a Programmer/Analyst, you will:

• provide systems analysis, design, programming and testing services in support of ongoing maintenance and development of mission and business critical systems and custom applications in the provincial healthcare system;
• perform assigned programming tasks using various industry-standard databases, programming languages and operating systems;
• perform unit and system testing tasks, including documentation of test results;
• review and analyze clients' business requirements and prepare software and detailed design requirements documentation;
• write, edit and maintain application, implementation, operational and maintenance documentation;
• lead or assist with implementations of new and enhanced systems and provide ongoing support to production systems; and
• provide expertise, advice and assistance to clients where necessary.

How do I qualify?

KNOWLEDGE AND TECHNICAL SKILLS:

You have:

• demonstrated experience programming in:
- an IBM mainframe environment that includes: COBOL, SQL, DB2 Relational Database, VSAM, flat files, IMS transaction manager (online), JCL and other IBM Utilities; and/or
- a mid-tier (JAVA based) environment that includes: JAVA, WebSphere, DataPower, BMC Remedy IT Software, Oracle and/or DB2 Databases, XML, Perl within the SOUPUI tool and other tools used in mid-tier solution development and support
• demonstrated knowledge of IT industry-standard systems development life cycles, methodologies and techniques in order to participate in the development of information systems
• demonstrated level of experience conducting business requirement reviews/analysis, systems analysis and design methods, preparing technical documentation and system testing analysis in a mainframe environment with linkages to a mid-tier environment
• demonstrated experience developing documentation and writing, editing and maintaining operational documentation such as system and user manuals, guides and on-call procedures
• demonstrated experience developing and executing system testing plans, test suites and test cases, creating and updating test data, reviewing test results, and developing complete system testing documentation
• demonstrated experience implementing enhanced systems

COMMUNICATION AND INTERPERSONAL SKILLS:

• You have demonstrated oral and written communication and interpersonal skills to explain and provide detailed clarification and information to technical and non-technical staff.

ANALYTICAL AND RESEARCH SKILLS:

You have:

• analytical skills to determine the nature of issues or problems. Ability to select, interpret and integrate pertinent information
• the ability to understand and analyze business requirements, and systems response documents, to design system functions that meet the business requirements
• the ability to write technical designs, software specifications, test plans and test cases that are well-structured, easy to maintain, and easily understood by developers, testers, business analysts and clients
• research skills to isolate all elements and determine how they interact
