The Cap and Trade Program Section (CTPS) is the organisational unit within the Ministry of the Environment and Climate Change (MOECC) that has the mandate to deliver all aspects of Ontario's cap and trade program. The section's work includes:
• Managing participant registrations and account updates;
• Oversight of the annual greenhouse gas (GHG) reporting and verification program;
• Management of the IT systems that support the program, including the delivery of allowance auctions; and
• Ensuring the integrity of the market by assessing the business relationships that exist between market participants.

CTPS is in search of seasoned professionals, with the skills and experience to take on senior staff level roles contributing to the delivery of two areas of the program:
• Technical services to the regulated community, including participant registration and account maintenance; and
• Market monitoring and program oversight, including assessing business relationships between participants, reviewing auction outcomes, and monitoring market activity.

Ideal candidates will demonstrate:
• Senior level of experience in one of: • the application of regulatory requirements in the implementation and delivery of a program, such as demonstrated experience in navigating complex regulatory and operational policy requirements during the review of a registration request in order to formulate a recommendation for approval; or • the analysis of business or financial information, such as the review of corporate information (e.g., business ownership, parent and subsidiary relationships, etc.) and economic analyses (e.g., of auction results).
• Leadership skills to lead both junior staff and fellow senior staff on projects and in the ongoing delivery of individual elements of the program, as assigned by management.
• The ability to apply your expertise, analysis, problem solving, negotiation, and communication skills to manage complex issues in a fast-paced environment with the goal of presenting recommended solutions to senior management.

What can I expect to do in this role?

• Provide leadership for the design, implementation and delivery of Ontario's Cap & Trade program to reduce greenhouse gases.
• Lead day to day program delivery through operational tasks related to such program elements as participant registrations; leading emissions allowance auction services; administrative compliance activities; help desk and customer service; and secretariat support for WCI, Inc. board activity

How do I qualify?

Technical Skills

• You have demonstrated knowledge of and skills in the application of the theories, principles, and practices of environmental management, provincial and federal environment and related legislation, regulations, and policies/programs so that you can review registration information submitted by program participants (including business information) and formulate recommendations for approval
• You have demonstrated knowledge of and skills in the development of business requirements and rules for IT applications, allowing you to support program operation and program integration with program partners from other jurisdictions (e.g., California, Quebec) so that you can ensure the systems and infrastructure that support the program are aligned with Ontario's specific regulatory and operational requirements.
• You have demonstrated knowledge of and skills in the development and implementation of performance standards and metrics to track program delivery effectiveness, and monitor the extent to which programs meet policy objectives so that you can monitor auctions during the bidding window and review submitted bids to determine if there are any indications of coordination of bidding strategy, and so that you can monitor allowance holding data for contraventions of applicable regulations and legislation.

Environmental Knowledge

• You have demonstrated knowledge of and skills in climate change theories, greenhouse gas measurement, verification systems and principle of greenhouse gas reduction programs so that understand the theory behind, and the goals of, the program.
• You have knowledge of the theories and principles of program development, implementation and performance measures so that you can develop, maintain and apply the program documentation (e.g., standard operating procedures, briefing and decision notes) required to deliver a program.
• You have knowledge of strategic analysis related to environmental issues, including compliance policy, air policy instruments and economic instruments so that you can assess program needs, and work with other parts of the Ministry (policy, operations) in the delivery and enhancement of the program.
• You are able to interpret and apply relevant environmental regulations and legislation (e.g. Environmental Protection Act, Planning Act) so that you address delivery related issues as they arise in the context of applicable regulations and legislation.

Communication, Consultation and Relationship Building Skills

• You can develop and maintain effective working relationships with other branches, ministries, jurisdictions and interest groups with competing priorities so that you can represent Ontario's position on working groups consisting of staff from California and Quebec's cap and trade programs.
• You can write and present technical environmental issues, recommendations, Cabinet and Treasury Board submissions and briefing materials for senior management and external stakeholders so that you can provide recommendations to senior management.
• You can provide advice and technical guidance to staff so that you can lead the delivery of discrete elements of the program, as assigned by management.

Project Management, Organizational, Coordination and Leadership Skills

• You can lead and participate on a variety of projects so that you can participate in the ongoing maintenance and enhancement of the program, while ensuring consistent delivery of existing program elements.
• You can provide project leadership to project teams, including developing work plans to achieve project outcomes, establishing priorities, assigning and tracking work, and monitoring performance.
• You can manage complex issues in a fast-paced environment so that you can deliver on program priorities in an environment that may at times lack total certainty.
• You have knowledge of government decision-making processes so that you can prepare briefing and decisions materials for senior management.

Analytical and Problem Solving Skills

• You can undertake strategic analysis related to environmental issues, including compliance policy, air policy instruments and economic instruments so that you can analyse corporate information, auction results and other program related information.
• You can identify issues and recommend options for resolution.

    This Enhanced Screening Check, also known as Know Your Customer (KYC) requirements consist of the following:

    • Confirmation of identity – a copy of two identity documents, including one with a photo, issued by a government or one of its ministries or organizations, which include name and date of birth; and
    • Confirmation of open bank account –Proof of an open bank account is an element of the KYC verification process.

    KYC procedures have been adopted from international banking standards in order to deter fraudulent financial activity. Proof of an open bank account is an element of the KYC procedures that Ontario has adopted as part of the Cap and Trade Program in order to access CITSS and link with the GHG trading programs in California and Quebec.

    The Cap and Trade Program Section will initiate the screening check electronically on your behalf. You will be responsible for providing the information required for the criminal record check , the results of which will be provided, with your written consent, to the Transition and Security Office (TSO), HR Service Delivery Division to evaluate the results. The Cap and Trade Program Section will, with your written consent, will request and obtain any additional screening checks as indicated in the Additional Information / Address section above that were not obtained directly by you (i.e, the confirmation of identity and the confirmation of open bank account).

    A record under the Criminal Code and/or other federal offence record(s) does not automatically mean you will be ineligible for the position. The Criminal Record Check will only be reviewed and evaluated by the TSO for the purpose of making a security clearance decision. The details of an individual's screening check(s) will be considered in specific relation to the duties and responsibilities of the position being filled. Screening check records will be maintained by the TSO and kept strictly confidential.
