The Ministry of Community Safety and Correctional Services, Ontario Provincial Police, and Business Management Bureau of the Ontario Provincial Police, seek a qualified employee to provide financial, analytical and related administrative services to the OPP Business Management Bureau (BMB) in the areas of controllership, fiscal and risk management, forecasting, financial planning, procurement, monitoring and reporting to ensure an effective modern controllership while adhering to applicable OPP, Ministry and Government directives, policies and procedures.

Mandatory requirements

Ability to pass an OPP background security investigation.

Knowledge, Skills and Abilities:

Knowledge of Financial Administration Act, Generally Accepted Accounting Principles; government and ministry accounting policies, procedures and program evaluation practices; Management Board Directives and Guidelines, MGS Internal Operating Policies, OPS/OPP procurement policies and procedures, OPP/Ministry business processes and relevant sections of OPPA Uniform and Civilian Collective Agreements to conduct and prepare financial analyses in support of strategic operational and business planning processes. Ability to perform detailed costing analyses, budget preparation & reports, statistical analysis and to provide advice and guidance to other areas of the OPP.

Knowledge of relevant sections of the Police Services Act, Police Orders, OPP/Ministry protocol financial control systems and various funds to monitor budget and expenditures, identify and explain variances, and review and participate in developing improvements to financial planning/management and reporting procedures. Research skills to research financial controls and budget forecasting methods to recommend improvements to existing methods and procedures.

Knowledge of relevant OPP/ OPS policies and procedures related to the Ministry of Finance and Treasury Board Secretariat. Organizational and analytical skills to determine objectives and priorities, and to plan, direct and coordinate various projects within established timeframes. Ability to perform complex calculations.

Knowledge of computer applications software including Excel, Word, IFIS, Journal Log, Purchase Order Encumbrance File, Ministry data base and other OPP applications to analyze and manipulate statistical data; maintain databases; plan, manage and track financial documents; and produce reports.

Oral communication skills to interact with a range of stakeholders such as OPP staff, Ministry of Finance staff, provide information and advice on financial issues and their implications. Written communication skills to prepare procurement routing documents, narratives, financial reports, summaries, and correspondence.

Analytical skills to interpret and analyze financial and statistical data/information; identify and resolve issues related to the accuracy and verification of data; resolve problems or conflicts arising from the allocation and estimate process; and assess the impact of changes in proposed terms. Analytical and problem solving skills to identify potential problems with existing financial methods, reporting procedures and tools; research improved methods and controls; and recommend improvements with program parameters.
