What can I expect to do in this role?

• Supports strategic planning and high performing procurement operations by developing, analyzing and reporting on procurement process Key Performance Indicators (KPIs) such as spend data, procurement activity, cycle time and tender bid activity.
• Manages the Business Services team to support procurement service offerings for internal clients and manage vendor relationships; contributes to defining and agreeing on procurement's roles and responsibilities for functional staff and organizational procurement functions; develops a strategic communication plan to deploy procurement strategy, plans, and activities
• Requires delicate handling, very difficult negotiations and a well-developed sense of strategy and timing that is vital to the viability of procurement with internal and external stakeholders
• Ensures processes and technology are available to support the Client & Vendor Relationship function including managing the portfolio of contract templates including their continuous evolution to meet contracting needs
• Maintains the spend analysis tool to analyze historical and forecasted spend data and support Category Managers with category strategies and vendor sourcing negotiations
• Leads the analysis of current and future market activities and trends to support Category Managers and Business Units with category-related activities; develops the annual market analysis reports covering selected major categories and sub-categories coordinated with the annual planning and budgeting process for all corporate stakeholders and the Board
• Documents clear and formal procurement policies, procedures and standards applying to the corporation to help manage probity in the sourcing and contracting process; drives adherence to guidelines to manage risks; develops and publishes a balanced scorecard for reporting on procurement functions for internal and external stakeholders; documents and communicates the governance approach to procurement compliance based on policies, procedures, legislation and legal requirements; ensures alignment with corporate compliance strategy
• Plans and directs annual internal process audits with the corporate Internal Audit team to ensure compliance with procurement processes and procurement policy directive
• Leads, drives and communicates procurement policy changes pertaining to the company including training procurement staff and internal users of procurement services
• Develops procurement document management strategy and supporting e-tools to house policies, procedures, preferred vendor catalogues, vendor lists and contract information
• Leads the development of a new procurement technology capability that supports the procurement transformation and ensures sustainable results (working with I&IT and any third party Systems Integrators engaged by Metrolinx)
• Reviews and analyze procurement processes to identify gaps and opportunities for improvement
• Drives innovation for procurement and Business Units and maintains focus on innovative sourcing strategies and financing
• Provides spend reporting for procurement and corporate stakeholders

How do I qualify?

Mandatory

• Completion of a degree in Business Administration, or a related discipline or a combination of education, training, and experience deemed equivalent
• Minimum eight (8) years of progressive experience in procurement and sourcing for high dollar value projects, including leadership in governance, process, systems and data functions
• A professional designation of Certified Supply Chain Professional (CSCP), Supply Chain Management Professional (SCMP), Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB) is an asset
• Experience in procurement governance, compliance, systems and data functions, and managing high dollar value projects in a continuous improvement environment
• Excellent project management abilities, with demonstrated strategic thinking, leadership, negotiation, communication, and interpersonal skills. Strong problem solving, analytical, organizational, and research skills, as well as demonstrated experience managing professional staff.
• Excellent oral and written communication skills to present technical material in traditional and innovative ways to technical and non-technical audiences.
