The Advertising Review Board is an arm's length regulatory agency under the Ministry of Government and Consumer Services responsible for overseeing Ontario Government/Ontario Public Service (OPS) advertising, public relations, creative communications and media planning/buying selection process and ensuring, through the regular monitoring of individual contracts, that both policy standards and performance expectations are being met by all parties.

The ARB is seeking an innovative, self-motivated, experienced executive to provide strategic direction and leadership in the development and implementation of strategies, plans and relationship protocols which drive and support fair, open and transparent procurement.

The successful candidate will play a fundamental role as the OPS' primary contact with the advertising, public relations, creative communications and media industries which reflects commitment to the OPS values.

What can I expect to do in this role?

The Managing Director, Advertising Review Board will be responsible for:

• Assisting with the development and implementation of advertising, public relations, creative communications, media planning/buying, reviewing communication campaign objectives and establishing contract management practices to ensure compliance with OPS policy.

• Managing the selection and assignment of vendors of record (VOR) supplier selections for corporately contracted advertising, public relations, creative communications and media planning/buying contracts.

• Managing and ensuring the integrity of the acquisition of advertising, public relations, creative communications and media planning/buying contracts.

• Planning, directing and ensuring the integrity of ARB business and administration, including management planning, issues management, performance and quality assurance initiatives and reviews.

• You are a strong leader who incorporates strategic priorities and transformational initiatives into daily operations.

Relationship Management and Communications

• You have a strong client service orientation and the ability to develop communication solutions that align client needs with organizational objectives.
• You have superior relationship building, collaboration, and communication skills.
• You demonstrate excellent judgment and strong political acuity when managing complex, sensitive issues.

Knowledge and Skills

• You have proven experience working with large advertising or public relations agencies.
• You have experience utilizing market research and can easily determine the value of quality in those services.
• You have demonstrated ability to evaluate evidence-based communication programs targeting a wide variety of audiences.
• You have demonstrated stakeholder management expertise with clients, partners and suppliers.
• You have proven experience in analyzing data for the purpose of measuring and improving operational performance.
• You have proven experience in financial management, managing large budgets and implementing continuous improvement initiatives.
