Provide leadership and subject matter expertise in the planning, design, development and implementation of complete end-to-end system and application solutions. This role will have specific emphasis on Data Management, Governance, and Business Intelligence technologies and solutions for operational and analytical data systems.

1. Education:
• University degree with a major in Computer Science or Engineering or Mathematics or Statistics
2. Experience:
• 7 years of Software Development Experience
• 5 years of Technical Leadership in Development
• 7 years of Web, Integration and Middleware Technology
• 2 years of Staff Management
• 1 year of ITIL Foundation
3. Preferred Technical or Professional Qualifications (one or more):
• Oracle Exadata Implementation Certification
• Java/J2EE certification
• Hortonworks Data Platform certification
• IBM Infosphere Certification
Major Responsibilities:
The Development Lead will be
• Acting as Technical Lead on all Application Data Management and BI Application Development
• An expert in SOA, SOAP and REST data services, operational data modeling, master data modeling, and analytical data modeling with deep knowledge of principles of data governance, data migration patterns, and managing data lineage.
• Serving as primary point of contact for business partners/clients
• Providing product and technology expertise for new technical solutions as well as continuous improvements to systems already in operation which may require at times after-hours support for applications, integration components, middleware and interfaces in order to achieve operational excellence.
• Planning, designing, building high-quality applications solutions that fit the enterprise integration strategy in service of divisional and corporate goals
• Overseeing the detailed design, reviewing coding practices, and enforcing documentation standards to meet or exceed the agreed quality level objectives of deliverables
• Assuming responsibility for task prioritization, reviewing project plans, working out release scope and delivery schedules and implementation checklists for system components. This includes coordinating implementation activities and liaising with the business to ensure complete and successful implementation
• Estimating for each application solution the cost, timeline and resource requirements
• Representing the team in App Data Architecture and System Architecture reviews
• Representing the team in defect meetings for various projects and releases
• Identifying and responding to opportunities for providing better service through coordinating delivery with various ITC teams and recommending services that help the business achieve its objectives
• Monitoring the level of customer satisfaction at regular intervals and after each project completion to increase value by lessons learned
• Partnering with internal and external resources such as other BSS Managers, team leads and vendors to maintain effective working relationships and achieve desired results
• Attending, facilitating and actively participating in Architecture Design discussions, Architecture Review meetings and in the implementation of business initiatives to effectively represent the interests of the assigned area of responsibility, while keeping abreast of the WSIB business environment in order to help maintain and grow a team culture that is focused on the WSIB Vision & Mission
• Supervision of the activities of the Application Development Team will require
• Ensuring the unit is effectively staffed by identifying resource requirements and skill gaps and addressing them through appropriate training and/or recruitment of new employees
• Managing individual staff performance through regular performance appraisals, effective coaching, and providing constructive feedback
• Ensuring staff relations are conducted in accordance with internal human resources policies and practices, collective agreement, and appropriate employment legislation
